Report on the Organisation of Recreation and Sports Programmes in the Central and Western District by the Leisure and Cultural Services Department C&W CLSAC Paper No. 38/2020 For information Report on the Organisation of Recreation and Sports Programmes in the Central and Western District by the Leisure and Cultural Services Department Purpose This paper aims to present to Members an overview of the recreation and sports programmes organised by the Leisure and Cultural Services Department (LCSD) in the Central and Western District. Background 2. To enable the District Council to have a better understanding of the services provided by LCSD, papers are submitted on a regular basis to present to Members an overview of the programmes organised in the district. Recreation and Sports Programmes 3. To tie in with the response level under the “Preparedness and Response Plan for Novel Infectious Disease of Public Health Significance” being raised to Emergency Response Level and prevent people from gathering, the recreation and sports programmes scheduled between February and May, as well as 15 July and September were all cancelled to reduce the risk of spreading the novel coronavirus in the community and protect public health. About 299 recreation and sports programmes and 23 573 people are estimated to have been affected respectively between April and July. 4. Some recreation and sports programmes were resumed from 1 June to 14 July 2020 in the light of the latest development of COVID-19. To meet the requirements stipulated in the Prevention and Control of Disease (Prohibition on Group Gathering) Regulation (Cap. 599G), the number of participants had been adjusted correspondingly when reorganising the programmes so as to reduce social contact and protect public health. The recreation and sports programmes organised by LCSD in the Central and Western District in June 2020 are set out in Annex I, whereas the recreation and sports programmes planned for October 2020 in the Central and Western District are set out in Annex II for the information of members. 1 Presentation 5. This paper is presented for the information of Members at the meeting of the Cultural, Education, Healthcare, Leisure and Social Affairs Committee of the Central and Western District Council on 3 September 2020. Members are invited to put forward their views. (URBAN DESIGN) × CUHK Hong Kong is a strategically located, compact city known for its high density development on either side of Victoria harbour with its mountain backdrop, very accessible by its world famous public transit system. It is one of the potential models studied for a more sustainable development of cities in Asia and the region. The attraction of the Hong Kong model is based on its highly compact urban areas, their efficient connection by public transport networks and the con- servation of large land resources as country parks. A central question which policy makers, planners and designers face when considering high-density cities is how livable, walkable and sustainable these cities are and, under conditions of extreme density, how a positive living quality can be achieved. The views on Hong Kong as a model are strongly divided and reflect contrasting experiences of the city as well as its conflicting values. The 2011 Mercer Quality of Living Survey ranked the Chinese Special Administrative Region on place 70, far behind Vienna (1), Zurich (2), and its main Asian competitor Singapore (25).

    Chapter 5: Getting Around Hong Kong The Road Crossing Code It is safer to cross the road using footbridges, subways, “Zebra” crossings or “Green man” crossings. If you cannot find any such crossing facilities nearby, there are some basic steps for crossing roads that you need to observe: 1. Find a safe place where you can see clearly along the roads in all directions for any approaching traffic. 2. When checking traffic, stop a little way back from the kerb where you will be away from traffic. 3. Look all around for traffic and listen. However, electric/hybrid vehicles including motorcycles may operate very quietly. You need to look out for them in addition to listening. If traffic is coming, let it pass. Look all around and listen again. 4. Let the drivers know your intention to cross but do not expect a driver to slow down for you. 5. Do not cross unless you are certain there is plenty of time. Walk straight across the road when there is no traffic near. 6. Keep looking and listening for vehicles that come into sight or come near while you cross. 7. Do not carry out any other activities, such as eating, drinking, playing mobile games,using mobile phones, listening to any audio device or talking while crossing the road. Give all your attention to the traffic. Using crossing facilities Crossing aids are often provided to help you cross busy roads. Footbridges and subways: Footbridges, subways and elevated walkways are the safest places to cross busy roads as they keep pedestrians well away from the dangers of traffic.
