This paper elaborates the Government’s opinions on the suggested opening of the SkyPier as public cross-boundary pier. OPERATION OF THE SKYPIER 2. Located in the Restricted Area of the Hong Kong International Airport (“HKIA”), the SkyPier is owned and managed by the Airport Authority Hong Kong (“AAHK”). It is constructed primarily for providing convenient and speedy ferry services for air-to-sea/sea-to-air transit passengers travelling between Hong Kong and the Pearl River Delta (“PRD”) area.1 Passengers from the PRD area (including Macao) who take flights at the HKIA can first complete the immigration procedures2 at their home places and take the ferries to the SkyPier. Upon arrival, they can take the automated people mover and enter the airport control area for boarding, without having to complete the immigration procedures in Hong Kong.     ENVIRONMENTAL MANAGEMENT AND PERFORMANCE LAND AND WATERBORNE TRANSPORT Hong Kong is one of the most densely populated cities in the world. A safe, efficient, reliable and environment friendly transport system is important to the sustainable development of the city. On environmental management, we will continue to press ahead with the following initiatives - priority for efficient and environment friendly transport modes; reduction in traffic congestion and better inter-modal co-ordination; greater emphasis on pedestrian facilities; and application of Information Technology (IT) to transport management. Priority for Efficient and Environment Friendly Transport Modes Railways are environment friendly, safe and efficient mass carriers in Hong Kong, carrying about 40% of our public transport passengers. At present, the total length of our railways under operation is about 219 km. We are taking forward the following five railway projects in full swing - West Island Line; South Island Line (East); Kwun Tong Line Extension; Shatin to Central Link; and Hong Kong section of the Guangzhou-Shenzhen-Hong Kong Express Rail Link. 7 Upon completion of these railway passenger lines by 2020, the total length of railways in operation in Hong Kong will be increased to about 280 km. We launched the consultancy study on the Review and Update of the Railway Development Strategy 2000 in March 2011 to further our policy for better use of railways as the backbone of the passenger transport system. Development of rail transport will significantly speed up passenger flow, alleviate road traffic congestion and reduce vehicle-induced air pollution. The study is expected to be completed in 2013. The Government will continue with its efforts to enhance the co-ordination between railway and other public transport modes to avoid unnecessary duplication of public transport resources and alleviate traffic congestion.

    LEGISLATIVE COUNCIL BRIEF IMMIGRATION (ANCHORAGES AND LANDING PLACES) (AMENDMENT) ORDER 2009 INTRODUCTION The Secretary for Security has made the Immigration (Anchorages and Landing Places) (Amendment) Order 2009 (‘the Amendment Order’) under section 60 of the Immigration Ordinance (Cap. 115). The purpose of the Amendment Order is to amend the boundary of the Hong Kong International Airport Immigration Anchorage, an approved immigration anchorage designated under the Immigration (Anchorages and Landing Places) Order (Cap. 115 sub. leg. C). A copy of the Amendment Order is at Annex . BACKGROUND 2. Transit passenger ferry service is provided at the existing SkyPier between the Hong Kong International Airport (‘the airport’) and the Pearl River Delta (‘PRD’) Region, serving Macao, Shenzhen Shekou, Shenzhen Fuyong, Dongguan, Zhongshan, Zhuhai Jiuzhou and Nansha. 3. The SkyPier is situated within the restricted area of the airport. Under the present arrangement, northbound ferries convey air-to-sea transit passengers from the SkyPier to a port in the PRD Region, whereas southbound ferries convey sea-to-air transit passengers from a port in the PRD Region to the SkyPier for their onward transit to flights at the airport. Passengers travel between the Passenger Terminal Building of the airport and the SkyPier on buses on a bonded route which is within the airport restricted area. All transit passengers remain at all times within the restricted area. They are not required to go through immigration clearance at the SkyPier. The SkyPier has been designated as an approved immigration anchorage under paragraph 2(1)(b) of Cap. 115 sub. leg. C for the berthing of the ferries.

    LC Paper No. CB(4)610/15-16(05) Legislative Council Panel on Transport Subcommittee on Matters Relating to Railways Progress Update of the Construction of the Shatin to Central Link (As at 31 December 2015) Introduction This paper reports to Members on the progress of the main construction works of the Shatin to Central Link (“SCL”) as at 31 December 2015. Background 2. SCL, with a total length of 17 kilometres, consists of the following two sections – (a) Tai Wai to Hung Hom section: this is an extension of the Ma On Shan Line from Tai Wai via Southeast Kowloon to Hung Hom where it will join the West Rail Line; and (b) Hung Hom to Admiralty section: this is an extension of the East Rail Line from Hung Hom across the Victoria Harbour to Wan Chai North and Admiralty. 3. SCL will have ten stations. Apart from bringing improvements to the existing Tai Wai Station, the SCL project will involve construction of new stations or extension of existing stations at Hin Keng, Diamond Hill, Kai Tak, To Kwa Wan, Ma Tau Wai, Ho Man Tin, Hung Hom, the Hong Kong Convention and Exhibition Centre, and Admiralty. It is a territory-wide strategic railway project (alignment layout at Annex 1). Admiralty Station and Ho Man Tin Station will become integrated stations providing interchange service to passengers of SCL and South Island Line (East)(“SIL(E)”), as well as passengers of SCL and Kwun Tong Line Extension (“KTE”) respectively. 4. The Approved Project Estimate for the entire SCL project is $79,800 million (in money-of-the-day prices) and the project is funded by the Government under the “concession approach”.

    DOUBLE COVE Ma On Shan, Hong Kong Chairman’s Statement Profit Attributable to Shareholders The Group’s reported profit attributable to equity shareholders for the year ended 31 December 2016 amounted to HK$21,916 million, representing an increase of HK$590 million or 3% over HK$21,326 million for the previous year. Reported earnings per share were HK$6.03 (2015: HK$5.87 as adjusted for the bonus issue in 2016). Excluding the fair value change (net of non-controlling interests and tax) of investment properties and investment properties under development, the Group’s Underlying Profit attributable to equity shareholders for the year ended 31 December 2016 was HK$14,169 million, representing an increase of HK$3,160 million or 29% over HK$11,009 million for the previous year. Underlying Earnings Per Share were HK$3.90 (2015: HK$3.03 as adjusted for the bonus issue in 2016).
