48/ RECOMMENDATION ______It is respectfully recommended that the City Council adopt a resolution to appropriate $31,354 of Measure R Local Return funds as grant match for the Transit Fleet Electrification Feasibility Study (“Program”); and, approve a motion to authorize the City Manager, or her designee, to execute all grant-related agreements, certifications, and documents necessary for the Program.

BACKGROUNDIANALYSIS The Caltrans Sustainable Transportation Planning Grant is a competitive statewide grant that received 198 applications for FY 2019-20 funding, and resulted in the award of only 84 projects for a total of $27.8 million. Grant categories include Sustainable Communities, Strategic Partnerships, and Adaptation Planning. These grants are funding much needed regional sustainable communities planning efforts to achieve the State’s greenhouse gas reduction targets.

Glendale Beeline, , and , along with CALSTART—a non-profit organization that works with the public and private sectors to develop high-tech clean transportation projects—worked in collaboration to seek a Caltrans Sustainable Transportation Planning Grant to fund the preparation of three separate Transit Fleet Vehicle Electrification Feasibility Studies.

Each feasibility study intends to assess existing transit services and infrastructure in place; review battery electric bus vehicle technology and charging alternatives; develop a plan for capital acquisition of buses and bus facility infrastructure; evaluate and determine power demand, power costs, and related development of power supply infrastructure; perform a risk assessment and cost analysis of moving to a battery electric bus fleet; assess the availability of grant funding programs for capital and operating needs; and, develop a plan for the future deployment and operations of electric transit vehicles.

Caltrans notified the Cities, that the grant submittal has received a grant award of $361,200 with the Cities’ providing a local match of $46,797 for a total project funding of $407,997. Pasadena was designated the lead agency for the grant administration and has initiated work with Caltrans to execute a grant agreement. Glendale’s grant match is $31,354, a small investment that yields a comprehensive plan for future transit fleet electrification.

The Transit Fleet Electrification Feasibility Study is estimated to begin October 2019 with completion due in February 2022.

FISCAL IMPACT The Caltrans Sustainable Communities Grant Program will fund $361,200 of the $407,997 project cost. The grant funds will be administered by the City of Pasadena and the local match will be provided by the cities of Glendale and Burbank. The City of Glendale will provide $31,354 of the local match with Measure R Local Return funds.

2 ALTERNATIVES Alternative 1: City Council can proceed with the Transit Fleet Electrification Feasibility Study by appropriating the local match and authorizing the City Manager, or her designee, to execute all grant-related agreements, certifications, and documents necessary for the Program.

Alternative 2: City Council could direct staff to withdraw from the proposed grant4unded Transit Fleet Electrification Feasibility Study.

Alternative 3: City Council may consider any other alternative not proposed by staff.
