    Tomasz Kruszewski Institute of History of State and Law, University of Wrocław Silesian administrative authorities and territorial transformations of Silesia (1918-1945) Abstract: The publication concerns conditions in the 19th and 20th centuries leading to the dissolution of Silesian unity as well as the viewpoints of German, Polish and Czechoslovakian political au- thorities regarding Silesian unity following World War I, while also taking into account the viewpoints of Church institutions. The text is an analysis and a summary of existing works on the subject matter, with the main area of interest being the analysis of legal, organizational and administrative institutions concerning their policies towards the dissolution of Silesian unity. The latter half of the 19th century was chiefly responsible for the breakup of Silesian unity, due to the rise of the idea of nationalism leading to the idea of nation-states. The materialization of this idea in respect of Silesia, a region inhabited by three nations, two of which were then build- ing their own states, could only mean the dissolution of the monolithic administrative structure erected within the Second German Reich. The realisation of these ideas was brought on by World War I, in whose wake the Republic of Poland and the Republic of Czechoslovakian were born, while the Second German Reich collapsed. REGIO Ideological and Territorial Cohesion of Silesia vol. 3 eds Lucyna Harc, Przemysław Wiszewski, Rościsław Żerelik Silesia under the Authority of the Hohenzollerns (1741–1918) (1741–1918) Silesia under the Authority of Hohenzollerns vol. 3 Silesia under the Authority This volume contains a collection of studies which are the product of research of the Hohenzollerns (1741–1918) on the formation of Silesia as a region in the period 1740-1918. It is another portion of the summary of research undertaken by a team of Polish historians in conjunction with their participation in the programme of the European Science Foundation entitled Cuius regio. An analysis of the cohesive and disruptive forces determining the attachment and commitment of (groups of) persons to and the cohesion within regions. The project’s assumptions were for original analyses to be conducted on five factors significant in the functioning of the region: administration (Paweł Jaworski), economy (Teresa Kulak), social groups (Wanda Musialik and Dorota Schreiber-Kurpiers), ethnic issues (Dorota Schreiber-Kurpiers) and the national and cultural identity of the region’s inhabitants (Teresa Kulak). In each of the spheres analysed in this book, what has been demonstrated is the prevalence of disintegrating factors in the region from the period of its seizure by the armies of Frederick II until the conclusion of World War I. Top-down efforts undertaken by the authorities aimed at integrating the region with the Prussian state, and then with the Reich, did not fully achieve their objectives. The split into the two sub-regions of Upper and Lower Silesia would seem to be inevitable, in spite of particular unifying elements, particularly in the economic sphere during the second half of the 19ʰ and beginning of the 20ʰ century.

    Regierungsbezirk Liegnitz (1820-1914) Geschichte/Verwaltung/Geographie Der preußische Regierungsbezirk Liegnitz wird auf der Grundlage der "Verordnung wegen verbesserter Einrichtung der Provinzialbehörden vom 30. April 1815" als Mittelbehörde der Provinz Schlesien gegründet, Regierungssitz ist Liegnitz. Im Norden grenzt der Regierungsbezirk an die preußischen Regierungsbezirke Frankfurt/Oder und Posen , im Osten an den ebenfalls zu Schlesien gehörenden Regierungsbezirk Breslau , im Süden an das Kaisertum Österreich und im Westen an das Königreich Sachsen und den Regierungsbezirk Frankfurt/Oder. Ende 1820 ist der Regierungsbezirk in die Kreise Bolkenhain, Bunzlau, Freystadt, Glogau, Goldberg-Haynau, Görlitz, Grünberg, Hirschberg, Jauer, Landshut, Lauban, Liegnitz, Löwenberg, Lüben, Rothenburg/Oberlausitz, Sagan, Schönau und Sprottau untergliedert. Die 1825 von der preußischen Provinz Brandenburg abgetretene Herrschaft Hoyerswerda bildet einen eigenen Landkreis. 1873 kommt der Stadtkreis Görlitz und 1874 der Stadtkreis Liegnitz hinzu. Bis 1850 nimmt sie um 37% auf 929.653 zu und erhöht sich bis 1905 um weitere 22% auf 1.133.141. Neben Getreide wird vornehmlich Flachs angebaut und Viehzucht betrieben. Obst wird besonders in den Kreisen Glogau, Grünberg, Freystadt und Löwenberg angebaut. Der Schwerpunkt liegt auf Äpfeln, Birnen, Pflaumen und Kirschen, im Kreis Grünberg wird auch Wein angebaut. Steinkohlen werden vornehmlich im Landshuter Kreis, Braun- kohlen im Rothenburger und Görlitzer Kreis abgebaut.

This study improves the basis for investigations into the quan- titative urban history of Germany by constructing a novel database of the population size of 412 cities that had at least 5000 inhabitants between 1500 and 1850. Compared with earlier databases it uses a considerably larger body of sources, and it improves the resolution of data by interpolating and extrapolating annual series. The resulting series of total urban population is consistent with recent work on aggregate demo- graphic trends in Germany. The trajectory of the urbanization rate shows that Ger- many began its transition from stagnation to growth around 1800, several decades be- fore the onset of industrialization. Regional urbanization rates converged (rather than diverged) in 1815/19–1858, that is, during the transition to the first stage of industrial- ization. Discussion of individual regional histories suggests state formation, (proto- )industrialization and regional population density as possibly relevant determinants of urban growth in the area and time period studied.     Estimating the value of land from Prussian wealth tax data by Scott M. Eddie, University of Toronto Introduction: The basic problem One of the most vexing problems in estimating national wealth is valuing the land: One survey of national wealth estimates for 19 countries found that in 8 cases no estimate of land value was even made, and only one of the remaining eleven appeared to use market prices to value the land.1 Since this last was Yugoslavia in 1953, where urban land prices stood at only 1/5 of their 1938 level relative to building costs, and agricultural land prices only 1/3 relative to crop prices (Vinski 1959, p. 166n), these cannot have been free-market prices. In the countries surveyed, when an estimate was made, that estimate was forced to use indirect methods such as a ratio to other assets or valuation by "experts." In other words, in the 11 cases in which a land value was actually reported, it was more or less a guess. What accounts for this state of affairs? The first and simplest answer is that market price data usually do not exist. Faced with high costs and owner resistance, no one collects systematic data on land prices.2 The second problem is that land has value other than in production: it may confer prestige or political power, or be a badge of success, for example. Moreover, it is often difficult to separate the value of land from that of the structures on it. Otherwise identical properties of different sizes might sell for different unit values if there are transactions costs to engrossing or parcellization and imperfections in the credit markets or markets for labour and other inputs.

    Miron Urbaniak Institute of History, University of Wrocław Integrating and disintegrating factors for the economy of Silesia in the interwar period Abstract: Identifying factors coalescing and disrupting the Silesian economy in the period 1918-1945 is not an easy task. After the region was partitioned into Czechoslovakian, German and Polish parts, such factors can be observed in each of the three areas. They lead to economic self-suffi- ciency in the different parts of Silesia, which in turn led to the dissolution of traditional eco- nomic relations within the region. Autarky proved impossible in only a few areas, such as en- ergy distribution and transportation, yet even in these areas cooperation was minimal. Many integrative factors had limited territorial reach, such as delivery of water and gas in German Lower and Upper Silesia. The greatest number of contradictions can be discerned in German Silesia, where the key internal disruptive factor was the existence of two industrialised coal mining districts (the Upper Silesian and Wałbrzych-Nowa Ruda Industrial Districts). Coalesc- ing and disruptive factors were no longer relevant during World War II, when all of Silesia was once again under the administration of one state, and its economy and industry was yoked to the military juggernaut of the Third Reich.
