These are North Yorkshire County Council, Scarborough Borough Council, Ryedale District Council, Hambleton District Council, Richmondshire District Council and Craven District Council. The Business Rate Pool is a mechanism which allows councils to come together to regard the business rates at an aggregated level and then benefit from a lower levy to central government 3.2 The following paragraphs are an extract from the rates pool submission that was sent to DCLG to form the N Yorkshire Pool 3.3 “Members of the proposed NY Pool consider the NYBRP will be an important enabler to drive forward economic growth and create a positive framework for targeted investment across North Yorkshire.
