provides the technical foundation for long-term National Security enhancement through the discovery of new phenomena and the exploration of the potential of such phenomena for Defense applications. It supports the scientific study and experimentation that is the basis for more advanced knowledge and understanding in information, electronic, biological and materials sciences. (U) The Bio/Info/Micro Sciences project will explore and develop potential technological breakthroughs that exist at the intersection of biology, information technology and micro/physical sciences, and attempt to exploit these advances in the development of new technologies and systems of interest to the DoD. The project will apply information and physical sciences to discover properties of biological systems that cross multiple length scales of biological architecture and function, from the molecular and genetic level through cellular, tissue, organ, and whole organisms levels. Key focus areas include multidisciplinary programs in BioComputational Systems; Simulation of Bio-Molecular Microsystems; Bio Futures; Biological Adaptation, Assembly, and Manufacturing; Nanostructure in Biology; and Brain Machine Interface. (U) The Information Sciences project supports basic scientific study and experimentation for national security requirements such as computational models, new mechanisms for performing computation and communication, innovative approaches to the composition of software, novel human computer interfaces, novel computing architectures, and automatic speech recognition research. UNCLASSIFIED UNCLASSIFIED DATE RDT&E BUDGET ITEM JUSTIFICATION SHEET (R-2 Exhibit) February 2002 R-1 ITEM NOMENCLATURE APPROPRIATION/BUDGET ACTIVITY RDT&E, Defense-wide Defense Research Sciences BA1 PE 0601101E, R-1 #2 (U) The Electronic Sciences project explores and demonstrates electronic and optoelectronic devices, circuits and processing concepts that will provide: (1) new technical options for meeting the information gathering, transmission and processing required to maintain near-real time knowledge of the enemy and the ability to communicate decisions based on that knowledge to all forces in near-real time; and (2) a substantial increase in performance and cost reduction of military systems providing these capabilities. (U) The Materials Sciences project is concerned with the development of: high power density/high energy density mobile and portable power sources; processing and design approaches for nanoscale and/or biomolecular materials, interfaces and microsystems; materials and measurements for molecular-scale electronics; spin-dependent materials and devices; and novel propulsion concepts. The time that is coming will be dominated by transparency (Benjamin, “The Return of the Flâneur”). The coils of a serpent are even more complex than the burrows of a molehill (Deleuze). During the Cold War, the unimaginable usually came in the guise of a threat from outer space (which in western science-fiction was not infrequently a code word for communism), whereas today the unimaginable has moved almost indecently close to us. It is in our immediate proximity, on and in our own bodies. The production of unimaginably small nanomachines equipped with all kinds of capa- bilities is not the sole evidence of this development, as the transfor- mation of matter itself has become an ‘immaterial.’ The notion of ‘immaterials’ was coined by Jean-François Lyotard in 1985 with his ex- hibition “Les Immatériaux” at the Centre Pompidou in Paris. ‘Imma- terial’ in his sense is not the equivalent of ‘immaterial’ (= opposite of 253 matter), but denotes new extensions of material that exclude the pos- sibility of direct human access: The good old matter itself comes to us in the end as some- thing which has been dissolved and reconstructed into complex formulas. Reality consists of elements, organised by structural rules (matrixes) in no longer human measures of space and time.1 At first glance, these immaterials are indistinguishable from the materials we know of old.

Now in its sixth edition, the Lexicon features new terms that further chronicle the federal narrative of information and its relationship to national security, intelligence operations, freedom of information, privacy, technology, and surveillance, as well as types of war, institutionalized secrecy, and censorship. This edition also lists information terms of note that arise from popular culture, the scholarly literature, and I find interesting to federal information policy and the study of information. This edition of the Lexicon emphasizes the historical aspects of U.S. information policy and associated programs in that it is a testament to the information politics of specific presidential administrations, of particular the Bush-Cheney and Obama years; there is also a look back to historical agency record keeping practices such as the U.S. Army’s computerized personalities database, discovered in a 1972 congressional

    Cosmos, chaos: finance, power and conflict HAROLD JAMES A spectre is haunting the world: 1914. The approaching centenary of the outbreak of the First World War is a reminder of how the instability produced by changes in the relative balance of power in an integrated or globalized world may produce cataclysmic events. Jean-Claude Juncker, the veteran Prime Minister of Luxem- bourg and chair of the Eurogroup of finance ministers, started 2013 by warning journalists that they should take note of the parallels with 1913, the last year of European peace.1 He was referring explicitly to new national animosities fanned by the European economic crisis, with a growing polarization between North and South. Historically, the aftermath and the consequences of such cataclysms have been extreme. George Kennan strikingly termed the 1914–18 conflict the‘ great seminal catastrophe of this century’.2 Without it, fascism, communism, the Great Depression and the Second World War are all almost impossible to imagine. What are the lessons of 1914? The outbreak of war was not just an accident. International political and economic order depends on systems of rules. The essence of rules is that they should be universally valid and universally applicable. But in practice, the efficacy of rules depends on their enforcement. If the capacity to enforce is reduced as a consequence of an alteration in the broad geopolitical balance, the question of the design of rules becomes controversial. This article explores how a rules-based international system can be destabilized. It makes three fundamental claims: first, that rules-based international orders are strained by transitions in power, even if all parties see the desirability of and need for a common system of rules; second, that the vulnerability increases with the degree of complexity of the rules; and third, that the moments of transition are accom- panied by a heightened attention to the possibility of covert action to abuse the complexity of the rules-based system to the advantage of one particular power.
