To overcome this paradox, three major changes are necessary: shifting from the perception of migrants as contingently instrumental resources to the conception of their human capital as a structural resource for the economic and social development of European societies by exploiting their skills, knowledges and competences (hereafter SKC); promoting a wider awareness, among different types of organizations (profit, non-profit and public), of the importance and potentialities of Diversity Management strategies; improving the social participation and the civic and voluntary engagement of Third Country Nationals (hereafter TCNs) in view of the construction of an inclusive European society and in order to change the common perception of immigrants as people needing to be helped and assisted. These three ambitions constitute the challenges addressed by the project DIVERSE – Diversity Improvement as a Viable Enrichment Resource for Society and Economy – supported by the European Commission through the European Integration Fund (Grant Agreement No. HOME/2012/EIFX/CA/CFP/4248 *30-CE-0586564/00-20). The project, implemented from January 2014 to May 2015, was directed by Laura Zanfrini, coordinated by the research centre WWELL – Work, Welfare, Enterprise, Lifelong Learning – of the Università Cattolica del Sacro Cuore of Milan, and was carried out in 10 EU countries in cooperation with 13 other partners: Associazione Nazionale Oltre le Frontiere – ANOLF, Varese, Italy; Commission on Filipino Migrant Workers, The Netherlands; Fondazione ISMU, Italy; Karlshochschule International University, Germany; MENEDEK – Hungarian Association for Migrants, Hungary; Nova Universidade de Lisboa, Faculty of Social and Human Sciences, Portugal; Radboud University, The Netherlands; Società San Vincenzo de Paoli, Federazione Regionale Lombarda, Italy; Umeå University, Sweden; University of Huelva, Spain; University of Lods, Poland; University of Tartu, Estonia; University of Vaasa, Finland. Pursuant to Article 9 of the Convention on the Elimination of All Forms of Racial Discrimination (hereinafter the Convention), the present report (including initial, second, third and fourth report) by the Republic of Estonia is submitted in accordance with the general guidelines adopted by the UN Committee on the Elimination of All Forms of Racial Discrimination on 9 April 1980, as revised at the 984th meeting on 19 March 1993 (CERD/C/70/Rev.3). 2. The instrument of accession of the said document was deposited by the Republic of Estonia with the UN Secretary General on 21 October 1991. The Convention entered into force in respect of the Republic of Estonia pursuant to article 19 (2) on 20 November 1991. The Convention was published in the State Gazette on 8 March 1995 (RT II 1995, 5-6, 30). 3. The report was prepared by the Ministry of Foreign Affairs in collaboration with other Ministries. 4. Estonia is a parliamentary democracy which, on 20 August 1991, re-established it’s independence on the basis of legal continuity of statehood. This was followed by reinstating diplomatic ties with Estonia. Iceland led the way (August 22), Russia and Hungary followed (August 24). On 6 September 1991, the Soviet Union recognised the independence of Estonia. A virtual avalanche of nations recognising or reinstating diplomatic ties with Estonia followed.

The aim of the study is to help the Estonian state and first and foremost the non-governmental organisations to find efficient ways of passing the experience of our own transition period to the countries who share a similar fate and whose problems today remind us partly of the first years of the restoration of Estonian independence. In order to be able to help our neighbours it is inevitable to know their needs, objectives and problems.
