Oktober 2020 Otfried Nassauer war seit 1991 Leiter des Berliner Informationszentrums für Transatlantische Sicherheit (BITS) und hat über viele Ländergrenzen hinweg tragfähige friedenspolitische Netzwerke aufgebaut. Als Experte für strategische Fragen, Waffensysteme und Rüstungskontrolle war er mit seinem fundierten Wissen ein äußerst gefragter Ratgeber der Friedensbewegung, der Medien, der Kirchen und der Politik, aber auch ein sehr respektierter Gesprächspartner von Vertretern der Bundeswehr. Großzügig stellte er sein umfassendes Wissen, seine Recherche-Ergebnisse und seine Artikel zur Verfügung, wenn es darum ging, in der Öffentlichkeit den Argumenten für Abrüstung und gegen weitere Aufrüstung und Krieg breiteres Gehör zu verschaffen. Sein profundes Detailwissen war immer hilfreich, aber auch herausfordernd und zum Weiterdenken anregend. Seine Erkenntnisse sind jahrzehntelang in unzählige fachwissenschaftliche und publizistische Beiträge eingeflossen. Für die Friedensbewegung war seine © Wolfang Borrs Arbeit von herausragender Bedeutung. Aus Otfrieds Studien und Untersuchungen ergaben sich oftmals konkrete friedenspolitische Forderungen und Aktionen. Das Ziel einer friedlicheren Welt spornte ihn in seinem Engagement an.     Panorama Deutschland KOALITION Grüne wollen vierten Minister ie grüne Fraktions- und Parteispitze wünscht sich Deinen zusätzlichen Ministerposten. Trotz des Wahl- erfolgs vom September 2002 (plus 1,9 Prozentpunkte) hat- ten die Grünen damals auf einen zusätzlichen Minister- posten verzichtet, was im Nachhinein als Fehler gilt. Die anstehende Neubesetzung der EU-Kommission in Brüssel, bei der die grüne Kommissarin Michaele Schreyer ihren Posten räumen muss, soll nun nach Möglichkeit für die Ressortaufstockung im Bundeskabinett genutzt werden. Auch wenn ein solches Verfahren nicht im Koalitionsver- trag geregelt ist, glauben die Spitzengrünen, ihr Anliegen im Zuge einer allgemeinen Kabinettsumbildung durch- setzen zu können. Gemeinsamer Wunschkandidat von Realos und Linken ist der ehemalige Parteichef Fritz Kuhn, der derzeit ohne herausragende Funktion auf den hinte- PRESS ACTION ren Rängen des Bundestags sitzt und als chronisch unter- Roth, Kuhn (bei der Bundestagswahl 2002) fordert gilt.     International Campaign for the Establishment of a United Nations Parliamentary Assembly Appeal for the establishment of a United Nations Parliamentary Assembly Appeal text • Signatories by country Statistics 15 April 2007 www.unpacampaign.org APPEAL FOR THE ESTABLISHMENT OF A PARLIAMENTARY ASSEMBLY AT THE UNITED NATIONS Humanity faces the task of ensuring the survival and well being of future generations as well as the preservation of the natural foundations of life on Earth. We are covinced that in order to cope with major challenges such as social disparity, proliveration of weapons of mass destruction, the threat of terrorism or the endangerment of global ecosystems, all human beings must engage in collaborative efforts. To ensure international cooperation, secure the acceptance and to enhance the legitimacy of the United Nations and strengthen its capacity to act, people must be more effectively and directly included into the activities of the United Nations and its international organizations. They must be allowed to participate better in the UN’s activities. We therefore recommend a gradual implementation of democratic participation and representation on the global level. We conceive the establishment of a consultative Parliamentary Assembly at the United Nations as an indispensable step. Without making a change of the UN Charter necessary in the first step, a crucial link between the UN, the organizations of the UN system, the governments, national parliaments and civil society can be achieved through such an assembly. Such an assembly would not simply be a new institution; as the voice of citizens, the assembly would be the manifestation and vehicle of a changed consciousness and understanding of international politics.

    Der Auftrag an die deutsche Politik in der Praxis Überblick über die bisherigen Initiativen der öffentlichen Hand RAFFI KANTIAN Meine Ausführungen sind wie folgt gegliedert: Im ersten Teil werde ich die Entwicklungen bis Ende 2002 nachzeichnen, gefolgt von der Zeit bis zur Verabschiedung der Entschließung des Deutschen Bundestages vom 16. Juni 2005. Im folgenden dritten Teil werde ich auf die möglichen Gründe für die Wende in den Positionen eingehen. Im vierten und letzten Teil schließlich stehen die Prozesse der Folgezeit im Mittelpunkt. Ein Hinweis: Die hier genannten Dokumente sind kompakt auf der Webseite der Deutsch-Armenischen Gesellschaft (www.deutscharmenischegesellschaft.de) zu finden. A. DIE ERSTE PHASE Den Versuch, den Völkermord an den Armeniern durch den Deutschen Bundestag Völkermord anerkennen zu lassen, hat erstmalig der Bremer Genozidforscher Prof. Dr. Gunnar Heinsohn, Anfang März 1999 unternommen. In seinem „1. Entwurf für eine Resolution des Deutschen Bundestages“ wird die Verbesserung der türkisch-armenischen Beziehungen explizit genannt. Wichtig scheint mir Heinsohns Bezugnahme auf die Leugnung von Auschwitz: „Wenn eine Nation um ihre Völkermordtoten trauert und dabei anhören muss, wie die ungeheuerliche Tat als nicht geschehen hingestellt wird, dann erleidet sie zu ihrem Schmerz auch noch den unerträglichen Vorwurf, einem kollektiven Wahn verfallen zu sein. Im Jahre 1985 hat der deutsche Gesetzgeber das Leugnen von Auschwitz auch deshalb unter Strafe gestellt, weil das Nichteingeständnis von Genoziden größere Verbitterung und dauerhaftere Unversöhnlichkeit hervorruft als fast jede andere Reaktion auf solche Taten.“ Heinsohns Versuch ist folgenlos geblieben, denn, wie er mir im Gespräch sagte, sei sein Vorstoß im Getümmel des Kosovo-Krieges untergegangen. Ganz anders verhielt es sich beim Petitionsantrag der Armenier vom April 2000.

Im Folgenden soll es um die Partei Die Grünen gehen, die Entwicklung ihrer Positionen zum Ost-West-Konflikt und zur darin eingebetteten deutschen Frage. Dabei ist die Positionierung der Grünen nur adäquat nachzuvollziehen, wenn man das generelle Politikverständnis der Akteure dieser Partei berücksichtigt. «Wir sind weder rechts noch links, sondern vorn!»,1 lautete das Credo, mit dem sich Die Grünen als «Alternative zu den herkömmlichen Parteien»2 Ende der 1970er Jahre präsentierten und sich quer zum bestehenden Parteiensystem in der BRD verorteten. Mit gleicher Radikalität postulierten sie in ihrem Saarbrücker Bundesprogramm von 1980 ihre Gegnerschaft zu den sogenannten Industriegesellschaften in Ost und West: «Sowohl aus der Wettbewerbswirtschaft als auch aus der Konzentration wirtschaftlicher Macht in staats- und privatkapitalistischen Monopolen gehen jene ausbeuterischen Wachstumszwänge hervor, in deren Folge die völlige Verseuchung und Verwüstung der menschlichen Lebensbasis droht.»3 Die Partei machte sich für einen ökologisch-humanistisch-pazifistischen dritten Weg stark.
