John was elected President of the EALC at the 2015 Annual General Meeting. He has been a strong supporter of the Essex Association for many years. John has been an Essex County Councillor since 2005 and was a cabinet member until 2014. He now sits on the Police and Crime Panel and is Chairman of the Essex Countrywide Traveller Unit Joint Committee. He is the Essex County Councillor for Mersey and and a Borough Councillor for .

Cllr John Gili-Ross Chairman

John has been a Councillor for more than 21 years. Joining initially to ensure he gave something back to his community. John is also a trustee of 6 local trusts. He became Chairman of his Parish Council in 2001, and became Chairman of the Colchester District Association and joined the EALC Executive in May 2008. He was elected the Chair of the EALC in 2014.

Cllr Peter Davey Vice Chairman

Peter became a Councillor in 2011 at Ingatestone & Fyerning Parish Council and quickly was appointed to the EALC Executive in April 2012. Undertaking roles on the Finance Committee and then becoming the Vice Chairman. Before retirement Peter was a Director of the Guiness Group and a CEO of a PLC. With considerable business experience Peter brings a great deal to managing and running the EALC.

Cllr Sheila Jackman MBE Vice Chairman

Sheila Jackman has been a member of the EALC Executive since June 2007 serving as a Vice Chairman and Chairman. Before taking on a “public life” was a Principal Housing Officer for EFDC. Sheila sits on both the EALC Finance Committee and Personnel Committee.

Cllr David McPherson-Davis Treasurer

After 38 years with the Port of Authority as a Senior Accounting Officer, David retired and took on new roles in the Community as an Auditor. He is a Parish Councillor at Parish Council and has been Chair for the past 10 years.

Mick Page joined the EALC Executive representing ECC since May 2011. He has been a County Councillor since 2001 and is Deputy to the Cabinet Member for Customer Services, Libraries, Planning and the Environment, County Councillor for Frinton & Walton and was Leader of District Council until 2015. Mick sits on numerous Committees around Essex and is a very valued member of the Executive.

Cllr Roy Martin

Roy has been a Councillor in Hockley for 22 years. With a background in Physics he enjoyed a career in the Scientific Civil Service. He joined Hockley Parish Council in 2004 and has held the post of Chairman several times. He joined the EALC Executive in April 2012.

Cllr Hamish McIlwrick

Hamish became a Councillor in 1999 and joined the EALC Executive in 2012. He retired from Production Management at University. He is involved in archaeological survey work in and is a member of the Sustainable Natural Environment Group.

Cllr Don Smith

Don joined Rayne Parish Council in 2013 and quickly became the Chairman. Don is not politically motivated but cares passionately about Rayne and its residents. In 2015 he became Chair of the Braintree Association and is a former Chair of Braintree and CAB. He joined the EALC Executive in 2015.

Michael is one of the longest serving members on the EALC Executive representing Tendring. He became a Councillor in 1998 on Parish Council and in 1999 he became an independent on the District Council. During varied political life since his early days in West Ham he has always served his community. Michael sits on the EALC Finance Committee.

Peter joined the Executive Committee in 2015, representing Chelmsford District. He was elected to Little Waltham Parish Council in 2003 and served as Chairman from 2008 to 2014, . He has served as a parish representative on Chelmsford City Council’s Standards and Governance committees since 2009.

Cllr Keith Miles

Keith Miles joined the EALC in 2013 representing the Larger Local Council Forum, of which he is Chairman. He has lived in since 1970 and been a member of various voluntary organisations. Keith joined the SWF Town Council in 2003 and held the office of Mayor for 4 years.

Cllr Stuart Berlyn

Stuart was co-opted to Danbury Parish Council in September 1993 partaking in the committee structure of the Council. In 2000 he became Chairman a post he still holds. He has also served on Chelmsford City Association of Local Councils. Stuart joined the EALC Executive in November 2011 and sits on the Finance and Personnel Committees.

Brian Hindley was a Councillor at Dedham Parish Council for 12 years, returning in 2014 as Assistant Clerk. He joined the EALC Executive in 2015 representing Colchester District. Brain joined in 1963 and retired as a detective in 2004.

Helen is one of our long standing Executive members. She has been a Councillor at Feering Parish Council for more than 30 years and Chairman for 7 years. Joining the EALC Executive in 1994, representing the Braintree District Association, Helen has sat on the Finance Committee for many years she is involved in finance in a professional capacity and is a Chief Internal Auditor with the Health Authority.

John is a past Chairman of the Association and has served on the Executive Committee for a number of years, representing the EALC at NALC on the Policy Committee until recently. John is a founder Councillor at Town Council where is has been Vice Chairman and Chairman and has served on numerous committees around Essex.

Richard is a Councillor at Hatch Parish Council where he has served as Chairman. He joined the EALC Executive in October 2009. Richard has a degree in Electrical and Electronic Engineering. He spent his working life in the NHS and his final position was Senior Consultant Clinical Scientist in charge of the Physical Sciences Services in Barking. He joined Kelveden Hatch PC in 1989.

Linda Belgrove has been a Parish Councillor for over 7 years, a member of the RCCE and a former trustee. She served for 4 years as an independent Member of the Essex Police Authority. Linda is a Councillor at Alresford Parish Council and joined the EALC Executive in late 2014.

Bryan attended Usk Agricultural College and still retains a keen interest in farming. He is a qualified Financial Advisor, Vice-Chair and Treasurer of the local Diabetes UK Voluntary Group. He is Chair of Asheldham and Dengie Parish Council and the Dengie Hundred Group of Parish Councils. He joined the EALC Executive in early 2013.

Kathryn Richmond

Kathryn is from the East Riding of Yorkshire and was Clerk to an active Parish Council for 10 years before moving to Essex. Kathryn has a BA(Hons) Local Policy and is a fellow of the institute of Local Council Clerks. She has been involved with the SLCC and the Clerks qualification. Kathryn is Clerk to Town Council and has been a member of the EALC Executive since 2010 where she serves on the Finance Committee. Waltham Abbey TC Epping Forest District

Mandy Cohen

Mandy was born and grew up in Cambridge moving to Essex in the early 70s. Following a career in the Law Mandy obtained a qualification as a Fellow of the Chartered Institute of Legal Executives. In addition to many interests Mandy is the founder and Hon. Secretary of a local ladies luncheon club which meets regularly at Rochford. Mandy lives in Barling Magna which is near Great Wakering and is a member (and currently Vice-Chair) of the Barling Magna Parish Council. Mandy joined the EALC Executive in late 2015. Keith Uttlesford District joined the EALC Executive in late 2015.
