Constantinescu Faculty Material’s Science and Engineering, University Politehnica of Bucharest, Romania Abstract There are many things to learn from the past regarding ancient settlements, the ancient organization of cities, the structures of the buildings and concerning the everyday life of our ancestors. There are numerous sites along the Danube River which were once included in the economic and defensive system of the Roman Empire. Many of them are not well known today or studies are in their very early stages. Sucidava is an example of a Daco-Roman historical defence site, situated on the north bank of the Danube. The ancient heritage site covers more than two hectares; comprising the Roman-Byzantine basilica of the 4th century, the oldest place of worship north of the Danube, the building containing the hypocaust dates from the late 6th century AD, Constantine the Great portal bridge, to span the Danube river, the gates linking the bridge and city, a Roman fountain dating from the 2nd century AD. This entire defensive and communication system stands as a testimony to the complexity of an historical conception. However, how was it possible that such sophisticated structures have been partially or totally destroyed? Certainly not only economic and military aspects might be a likely explanation. The present article considers the evolution of the sites from cultural ecology point of view, as well as taking into consideration environmental and climatic changes. Doubtless, the overall evolution of this site is not singular.

The Study has been undertaken to define priority wetland and floodplain rehabilitation sites as a component of the Pollution reduction Programme. The present report addresses the identification of former floodplains and wetlands in the Danube River Basin, as well as the description of the current status and evaluation of the ecological importance of the potential for rehabilitation. Based on this evaluation, 17 wetland/floodplain sites have been identified for rehabilitation considering their ecological importance, their nutrient removal capacity and their role in flood protection. Most of the identified wetlands will require transboundary cooperation and represent an important first step in retoring the ecological balance in the Danube River Basin. The results are presented in the form of thematic maps that can be found in Annex I of the study. The study was prepared by the WWF-Danube-Carpathian-Programme and the WWF-Auen-Institut (Institute for Floodplains Ecology, WWF-Germany), under the guidance of the UNDP/GEF team of experts of the Danube Programme Coordination Unit (DPCU) in Vienna, Austria.

This has often been viewed as an indication of distinct ethnic groups (Slavs in the north and nomads in the south), but a closer examination of the archaeological record suggests a different interpretation. Burial assemblages in the steppe represent the funerary monuments of individuals of prominent status from communities living in settlements on the border between the steppe and the forest-steppe belts. ‘From the city of Cherson to the mouth of the Ister river, which is also called the Danube, is a journey of ten days, and barbarians hold that whole region’ (Procopius Wars 8. 5. 29). Procopius of Caesarea’s description of the Black Sea shore between the Crimea and the Danube delta, a part of his ‘account of the distribution of the peoples who live about the Euxine Sea’ (Wars 7. 1. 7), 1 underscores the limits of his knowledge. Because of barbarians holding that entire region, not much was known to him about what was going on north of the Danube delta and the region beyond that, because of barbarians holding that entire region.2 It is not at all clear just who were the barbarians controlling the north-western coast of the Black Sea, but those ‘still’ crossing the Danube during Procopius’ lifetime were the Cutrigurs, whom Procopius otherwise placed ‘on the western side of the Maeotic Lake’ (Wars 8.

Its territory is in a process of ac- celerated depopulation. Its demographic structure is charac terized by an inverted age structure of the population. Deteriorated are also the quality and quantity param eters of the factor workforce. The prevailing part of the munici palities in the region have high rate of unemploy- ment. The infrastructure on its territory is in very bad techni cal conditions and with low level of functional interconnection. The qual ity of life of the population as a result of these factors continuously deteri orates. All these unfavorable pro cesses and prob- lems deprive the re gion from potential for a future so cial-economic development. At the same time, this is the Bulgarian region which is geo graphically closer to the “heart land” of the EU. The relative advantages arising from its geograph ic posi- tion and the implementation of certain policies can become factors for the economic growth of this region. In order to generate positive territorial synergy, a pro found analysis of the factors that led to this situation should be car ried out. The article analyses also the fac tors that led to the economic mar ginalization of the Northwestern sta tistics region and it justifies some policies and methods that can lead to its overcome.

    ERDF PP3 POSTS 1-3 - ÜBERSETZUNG PP3 Bulgarian Economic Forum, Sofia Die Römische Stadt Ulpia Eskus in Bulgarien Die alte Kolonie-Stadt Ulpia Eskus wurde in der Umgebung des Dorfes Gigen in der bulgarischen Gemeinde Gulyantsi entdeckt. Ulpia Escus wurde vermutlich in der Zeit von 106 bis 109 auf den Überresten des Lagers der IV. Skythen- und der V. Mazedonischen Legionen gegründet. In den gefolgten Jahren erfuhr die Stadt eine rege Entwicklung, wobei mehrere Straßen und Routen gebaut wurden, um der Armee, der Verwaltung sowie dem Handel eine günstige Logistik zu gewähren. In diesem Zuge erhielt die Stadt nach einem der Siege vom Kaiser Mark Ulpius Trajan (Kaiser von 98 bis 107) über die Daker den Status einer Kolonie. Abb. 1: Archäologischer Reservat in Ulpia Eskus (Quelle: Das Regionale Historische Museum in Pleven) Ausgrabungen und Rekonstruktionen zeigen, dass Ulpia Escus aus planerischer Sicht typische römische Merkmale aufwies, nämlich eine rechteckige Grundform sowie senkrecht zueinander stehende Straßen in Ost-West- und Nord-Süd-Richtung. Dabei waren die Straßen mit Steinplatten bedeckt, unter denen sich ein Wasserversorgungssystem und Abwasserkanäle befanden. Es wird vermutet, dass die Gesamtfläche der Stadt etwa 28 Hektar umfassen konnte. Die Stadt war in ihrer Blütezeit unter der Herrschaft von Kaiser Konstantin dem Großen (306- 337) auch im 4. Jahrhundert . Damals gab es am Donauufer eine große Stein-Holz-Brücke zwischen Ulpia Oescus in der Nähe des Dorfes Gigen und der römischen Festung Sucidava (Corabia). Später bekam die Stadt jedoch die Forgen der Großen Völkerwanderung der 4. – 6. Jahrhunderte zu spüren, allen voran barbarische Invasionen aus dem Norden. So wurde die Stadt in 447 von Attilas Hunnen erobert.
