Motion : TO DEBATE AND RECONSIDER DEAFLYMPICS 2017

Explanation for Motion: CADES Deaf Sports Confederation Argentina, adding a motion requesting the 44th ICSD Congress to be held in Sofia, Bulgaria, requesting

the ICSD an explanation and debate open to all members of Congress about the irregularities in the acceptance of the Ankara-Turkey's candidacy to host in 2017 Deaflympics not having complied with the regulations of the candidacy, appearing to be one month based congressional Roma.2011. They report to all delegates Ankara-Turkey if the guarantee payment as provided in the bylaws of the ICSD and if not paid the steps which will be taken If the explanations given by the ICSD are not satisfactory we reserve the decision to apply again intends to Argentina to host the 2017 Deaflympics For the above We reject manipulations and explanations for ICSD Congress in Rome and by email, which have harmed financially institutional and CADES and ordered the requested explanations are given to all congressmen, including Argentina and Barcelona, Spain to open discussion with the congressmen on the subject in question.

We suggest removing the 2 year penalty for athletes who do not meet the 55dB PTA eligibility criteria, as outlined in the ICSDAudiogram Regulations.

“ 4.1.10 Any athlete that does not meet the 55dB PTA eligibility criteria will be declared ineligible with “DQ” symbol and cannot resubmit an audiogram for at least two (2) years from the date received."

Explanation for Motion:

We feel that the penalty is too severe, and athletes should be able to be re-tested sooner than 2 years later.

Motion: To Include Chess into the Program of the Winter Deaflympics

Explanation for Motion:

The International Chess Committee of the Deaf ( ICCD ), formerly known as the ICSC, was founded in 1949. Historically, the ICCD has been having a very strong connection and relationship with the ICSD and Deaflympic movement before and now because a) the ICCD was founded during the days of the Summer Deaflympics held in Copenhagen, Denmark, in August of 1949; b) Mr. Leenert Gabriel Dronckers of the Netherlands was both ICSD Vice President and ICCD President-founder; c) chess as a demonstration, non-medal event twice was on the program of Winter Deaflympics in Oslo, Norway, in 1953 and Oberammergau, Germany in 1955; d) many prominent Deaflympics athletes are also good chess players, some of them are former gold medal winners of the Deaflympics - Pal Lowenstein ( , Hungary, 1957- 1973 ), Marijo Lusic ( handball, Yugoslavia and Croatia, 1985-2005 ), Maxim Rozhkov ( athletics, triple jump, , 1997 ), Ranjini Ramanjam ( badminton, , 1997 ); e) many office holders of the national chess organizations-affiliated members of the ICCD in different countries are also leaders of their national sports organizations - affiliated nation- members of the ICSD.

Page 7 Althoughthe ICCDis now having 36 countries as its affiliated members, in fact,worldwide, accordingto theICCD's statistics, there are more than 70 nations in allregions of theworld: Europe,, Africa, Australia and America, which have deaf chess adults and children playing andpracticing the ancient game of chess. Between1956 and 2012 the ICCD had successfully organized 15 different World Individual Championships;thelast one was held in 2012in theregion of Asia- Kazakhstan;it had a recordnumber of 162participating chess players coming from27 different countries of Europeand Asia, which means that these statistics easily and fully meet the requirementsof theDeaflympics Games Regulations Rule 8. Inaddition, the game of chessis being recognized as a sportsby the IOC since 1999. Moreover,the recent World University Games, the Asian Games and the - allfor the hearing people, for example, had on their programs the sports of chessas a full medalevent. The IOC and Paralympics are now considering to includechess into the program of theOlympic Games and , respectively. Oncechess will be included in ourWinter Deaflympics, it may get more funding from the FIDE andother organizations. The ICSD will too benefita greatdeal, including the Winter Games programexpansion and increased number of participatingathletes/countries. TheICCD will alsobe prepared to becomean associate member of the ICSD family like DIBF. Forthe reasons stated above, we do stronglyrequest all the 44th ICSD Congress delegates to approvethe acceptance of thegame of chessa full medalsports event into the programof theDeaf Winter Deaflympics starting in 2015

Motion: To rename ICSD to IDC (International Deaflympic Committee) (and for this we already have decision from 2003. Sundsvall, Sweden).

Explanation for Motion:

Rename to IDC is most important thing for all countries and this action would provide better position in their home countries.

This will provide deaf sport equality on national level in national sport laws, national annual finances for sport programs etc.

We already have this situation in Croatia - Sport Act that finds Olympic, Paralympic and Deaflympic national association equal and independent in all segments.

No matter what IOC thinks or suggest we must change name to IDC because we pay and organize all our competitions by ourselves.

This will be the beginning of a better organization of ourselves and become more homogenous, and we also must be equal to IPC and IOC.

Deaf sport must not be under control of IPC as unfortunately is in many countries.

Page 9 ICSD(future IDC) should focus their efforts to communicatewith governmentsand ministries of sportin allcountries where deaf sport is organized and ask for equalstatus for all.(athletes, deafathletes and disabled athletes)

Wethink that if we do thiseffort all together results will bevisible very soon.

Date: 23 March 2013 ICSD Member: MALAYSIAN DEAF SPORTS ASSOCIATION Motion: Promotion of the Deaflympics Games / World Deaf Sports Championship must be done efficiently and thoroughly.

Explanation for Motion: a) Lack of promotion in print and broadcast media has led countries of the ICSD Coalition in facing difficulties to convince the government of their respective countries in seeking financial assistance for training, preparation and delivery of the national contingent to the Games internationally as Deaflympics Games and Asia Pacific Deaf Sports.

b) A number of government failed to recognize the achievements of their countries when there are Deaf athletes who have received medals as enjoyed by and Paralympic Games

c) In terms of ranking, the Deaflympics still lags behind the Olympic Games, and the Paralympic Games. Ranking is very important in order for the government to give due recognition to the status of the Deaf sports such on par to Football World Cup, World Badminton Championship, Formula One World Championship and other sports that have been known throughout the world at this point.

Whenever a candidate applies for a top ICSD position, he/she must present: 1) a recommendation letter from the National Sports Association of the Deaf as well as 2) a letter of support from the Ministry of Sports ‐ these two document submissions would show that such a candidate has due respect from the public and state levels and not from the "street."

Motion:

1. Create a project of special economic aid to underdeveloped countries.

Explanation for Motion:

1. Creating a fixed-term project and exclusive for Federations sports for the deaf who cannot participate in international sporting events. This project will encourage the participation of those countries that lack of resources and they cannot attend these sporting events. In addition, this project will support for athletes from countries with less money for their progress in the sport's ambit. It is also necessary to encourage the attendance of these countries to participate in the Congress.

ICSD Member: Spanish Federation of Sports for the Deaf

Motion:

1. Integration of Deaflympics in the Paralympics.

Explanation for Motion:

The reasons for our proposal are:

1. Deaflympics will be in the Paralympics, but the Deaflympics will be independent as the Paralympic Games has been always. 2. Deaflympics in the Paralympics has several advantages: more publicity, recognition of the Deaflympics, prestige for the Deaflympics, improving the labor structure of ICSD, the Deaflympics’ organization is more easy, use of the Olympic Village, financial savings, the government of each country gives more money, recognition by the media as the press or television enables deaf youth feel identified in deaf athletes, equal treatment in athletes Olympians - Paralympics - Deaflympics, recognition of Federation Sports for the Deaf like Olympic Federations. 3. The primordial objective of being part of the Paralympics is the search for a strategy to progress in equality between the Paralympic Games and the Deaflympics and also promote the Deaflympics.

This motion is a long term. To explain this issue to all members of the ICSD, the representative of our Federation can give reasons for this motion in Congress of ICSD.

Motion: ICSD to make the existing ICSD legal commission a separate and independent entity from the ICSD Executive Committee (EC), to be effective at the next ICSD Congress.

Explanation for Motion: Checks and balances are necessary in any organization and/or government. The checks and balances have been noticeably absent in the ICSD governance system. According to World English Dictionary, checks and balances means "a system of constitutional government which guards against absolute power by providing for separate executive, judicial and legislative bodies who share powers and thereby check and balance one

Motion:

Amend Bylaws 3.2.vi (Roles and Responsibilities of the President) as follows: "vi. he/she acts impartially and that discretionary powers are used in the best interests of the ICSD, with the consensus of the Executive Committee."

Explanation for Motion: The President should not be allowed to make decisions unilaterally (without the explicit support of the Executive Committee) that can affect ICSD. "Discretionary powers" used unilaterally (without restrictions) sometimes can be

dangerous. Therefore, to protect the interests of ICSD, important decisions should be

made with the consensus of the Executive Committee.

Date: 19 March 2013 In the event of violating a rule in the Deaflympics regulations or World Championships regulations during competition, the participating country shall ICSD Member: USA be notified verbally at the time of infraction by an ICSD official, and then receive a written citation within 24 hours. All types of citations shall be prepared in triplicate form and a form will be prepared for each violation. The form shall be hand carried to the official representative of the national Motion: sports federation. The triplicate form will be issued to: (1) participating country; (2) ICSD; and (3) if applicable, international deaf sport federation. Each citation form requires detailing the nature of infraction, along with possible consequences/penalties as well as the right to appeal.ICSD shall be required to send a final notice on the types of infractions and penalty fees to the national sports federation within 30 days from the conclusion of the event. The national sports federation shall be advised of their right to appeal the decision that was made by the ICSD within 30 days after receiving the final notice from ICSD.

Explanation for Motion: On two different occasions, the USA Deaf Sports Federation received a notice of infraction and the amount of penalty fee nine months after the conclusion of event, which is much too lengthy. It can become difficult for the participating team to remember their infraction if asked about it nine months later. When the federation receives the notice, the burden is on the federation, not the participating team. The timeline between the date of infraction and the date of final notice must be kept at 30 days in order to effectively streamline the process of collecting the payment from, if the appeal is not warranted or the participating team agrees to the fact. In a true sense of good business practice, the notice of infraction and penalty fee must be prepared immediately upon the completion of the event.

Motion: To amend a clause to General Technical Rules-Summer/Winter Deaflympics under the section of Authority and Jurisdiction (11.4 and 11.5) as follows: A public hearing shall be made available to the national federations if they choose to present their argument in sign language in lieu of writing in English.

Explanation for Motion:

Whereas the language of English is their second language, writing English can be a formidable challenge for many countries. Defendants should be given the option to protest in a platform they are most comfortable with - either in written English or in sign language. A public hearing is a viable option where they can express in sign language.

World Deaf Golf Federation

World Deaf Golf Federation Motion No 1:

The sport of golf should become an official Deaflympic sport, and should be included in the 2017 Deaflympics and onwards. World Deaf Golf Federation (WDGF) will consider the 2016 Rio Olympic format as one of the possibilities to manage the golf tournament.

The proposal is as follows:

1. The WDGF is responsible for the Golf Tournament at the Deaflympics and appoints a Technical Director for each 4-year term.

2. The WDGF flag should be flown during the Deaflympics golf tournament alongside the Deaflympics flag and other designated flags, in accordance with similar protocol for Olympics and International Sport Federations.

3. A representative from WDGF should, together with a representative from ICSD, master the prize award ceremony.

Rationale:

1. The IOC has included golf and 7-rugby into the programme for 2016 Rio Olympics. The Deaflympics should follow to suit to include golf in the 2017 programme.

2. Golf is one of the few sports in the world to be included in the five categories: non-disabled and hearing, amputees, deaf, blind, and intellectually disabled.

3. Golf is a mental and physical sport with a complicated set of golf rules. The WDGF Board of Directors has the knowledge of individuals, who have administrative skills and the depth of knowledge in this sport. The WDGF Board believes a selection of a best possible individual for the Technical Director position will lead to the success of the golf tournament at the Deaflympics.

4. The WDGF has been in existence since 1994 and has managed 9 championships with 2014, 2016, and 2020 WDGC in the arrangement for hosting. The 2018 WDGC bid voting will take place at the 2014 WDGF General Meeting in Traverse City, Michigan, USA. The 2020 WDGC proposal was made in 2010 that England (GBR) becomes the host of the event due to the celebration of 25th anniversary of the first WDGC in 1995 at England.

5. The administration of the WDGC has improved and became better organised in each WDGC. The majority of the WDGF regulations match the ICSD regulations. The WDGF is in support of strong collaboration with the ICSD.

6. The WDGF has good working relationship with the R&A, which is a well-known governing body for the sport of golf in the world. The R&A has consistently provided advice and support to the WDGF Board. The International Golf Federation (IGF) is the governing body for the World Amateur Golf and is responsible for coordinating with the Rio Olympic Committee for the golf tournament in Brazil. The WDGF has been recently in contact with the IGF and will move forward once approved by the ICSD membership.

The History of WDGF

The World Deaf Golf Federation (WDGF) was established 1995.

Prior to the establishment, the founding members Robert Cundy of Canada, Jonathan Rose of Canada, Jim Hynes of United States, Tim Clark of United States, Tony Klimek of Australia, Howard Elson of Australia, Alan Brown of Scotland, and Kevin Whalley of England met in Battle Creek, Michigan, USA on 13 July 1994. This pivotal meeting was arranged after Kevin Whalley spent eight years searching for and contacting deaf golf organisations and had the desire to have the 1st World Deaf Golf Championship. At the conclusion of the founders meeting, the attendees agreed to form the WDGF and the 1st World Deaf Golf Championship (WDGC) would be held in England in 1995.

The WDGC has evolved since the first event in 1995 at Meriden, England (GBR). The number started with 58 men from 7 countries. In , we had 77 men (55 men, 22 Senior Men) and 15 lady golfers. The record attendance was 114 golfers at St. Andrews, Scotland (GBR). The requirements have been met as per ICSD regulations, which required a minimum 5 nations from at least 2 regions. As of January 2013, 16 nations are members of the WDGF; however, for the Deaflympics purposes, we have 13 nations from four regions (due to GBR). This membership level has been consistent since 2006.

Over the last 19 years, WDGF managed WDGC nine times, biennially. The most recent WDGC was hosted October 8 to 12, 2012 in Tsu City, Japan. This event has raised the bar for the future WDGCs in terms of quality of golf tournaments – the WDGF Board is very proud of this feat.

Since 2004, the handicap requirements have been set up to ensure the good quality of tournaments. The handicap have lowered three times in the history of WDGF, yet, the membership numbers and the number of participation has been consistent with more than 90 golfers since the 2002 WDGC in Dublin, Ireland.

The WDGF intends to carry forward regardless the outcome of the 2013 ICSD Congress. The WDGF members have a lot of pride in their golfers who represent their nations.

WDGF Motion 2:

The World Deaf Golf Federation suggests that only the sanction fee of USD 250 and a reduced participation fee of USD 10 per athlete/official should be paid to ICSD for a Deaf World Championship organised by an International Deaf Sport Federation.

Rationale:

At the ICSD Congress in Taipei 2009 it was decided that the following ICSD fees should be applied for a Deaf World Championships:

Sanction fee USD 250 Participation fee USD 20 per athlete/official Penalty Fee for withdraw after submit Final Entry form USD 1000/team USD 250/individual Protest Fee USD 50 Penalty of Non-starting athlete USD 20 Sports related violation from WC24 USD 100 to 5,000 determined by EC Non-sport related violation from WC24 USD 50 to 3,000 determined by EC

The above fees are appropriate for a Deaf World Championship organised by an ICSD member nation, but not for a Championship organised by an International Deaf Sport Federation (IDSF).

An IDSF is a deaf sport organisation who is an associate member of the ICSD. Examples are the World Deaf Golf Federation, the Deaf International Basketball Federation and the Deaf International Football Association.

An IDSF organising a Deaf World Championship has its own Technical Director (TD), and is dealing with most of the administrative duties of the DWC and also cooperate with the ICSD for the audiograms, anti-doping, and eligibility (ICSD membership).

Therefore, the World Deaf Golf Federation suggests that only the following fees should be paid to ICSD for a Deaf World Championship organised by an IDSF:

Sanction fee USD 250 Participation fee USD 10 per athlete/official

The sanction fee and the reduced participation fee should cover the costs of the ICSD administrative work on audiograms and eligibility verification.

The ICSD participation fee should be reduced to USD 10 because that the IDSF already has its own participation fee for the DWC (e.g. EUR 15 for the World Deaf Golf Championships), World Deaf Golf Federation wants to keep the cost burden for the athletes to a minimum.

For sports without any IDSF, the fees decided at the ICSD Congress in Taipei 2009 should still apply.
