HARYANA GOVERNMENT SPORTS & YOUTH AFFAIRS DEPARTMENT Notification The 7th September, 2018 No. 13/6/2018-3SYA.— In supersession of para 26 appearing at pages 41-43 of the Haryana Sports & Physical Fitness Policy-2015 booklet, the Governor of Haryana is pleased to substitute the “INCENTIVES TO SPORTS PERSONS - CASH AWARD ETC.” with the following Cash Award Scheme to eligible sportspersons.

I. ELIGIBILITY OF SPORTS PERSON: (i) Domicile/resident of Haryana; (ii) Did not play for a State/UT other than Haryana; and (iii) Plays for Haryana State at the National level. However, in case of medal winners in Olympics, Paralympics, , Para Asian Games, Youth Olympics, , Youth Asian Games and World Cup/Championship (held once in 4 years cycle), the sub-condition at (iii) above will be relaxed in case the sportsperson plays for any central organization due to employment or sports training.

II. RESTRICTION ON SPORTS DISCIPLINES ELIGIBLE FOR CASH AWARDS : In respect of the following tournaments, cash awards will be restricted to the following sports disciplines:- A. In the case of World Cup/Championship, World University Games/Championship, Asian Cup/Championship, Commonwealth Cup/Championship, SAF Games, National Championship and All Inter-University Tournaments/Championship:- (i) Sports disciplines included in or Asian Games or Commonwealth Games. (ii) Chess. B. In the case of Para /Championship and Para National Championship:- (i) Sports disciplines included in or or Commonwealth Games (Para-Sports). (ii) Chess.

III. CASH AWARDS FOR TEAM EVENTS : (a) Cash award will be admissible to a member of the team provided he has played at least one game in the tournament. (b) In certain games, individual scores are aggregated to form the team score. In such cases, cash award will be admissible in either individual event or team event, but not both. (c) Cash award per member in case of team events will be admissible as under:- Team of 2 members: 75% of award in individual event Team of 3 or more members: 50% of award in individual event

IV. CASH AWARDS TO SPORTSPERSONS IN INDIVIDUAL EVENTS: The cash awards to eligible sportspersons in individual events will be governed as per the Table below. In case a sportsperson wins more than one medal during a financial year, he/she will receive full award money for the highest medal and at 50% of the award money for the second and subsequent medals.

V. CHESS: Cash awards will also be given for winning a title given by FIDE (International Chess Federation), provided the sportsperson wins the title before the age of twenty years. (i) International Grand Master: Rs. 5,00,000 (ii) International Master / International Women Master: Rs. 2,00,000

VI. PARTICIPATION MONEY: Participation money will be paid to eligible sportspersons, wherever applicable, before the commencement of tournament after confirmation of selection by the Ministry of Youth Affairs and Sports.

VII. INCENTIVE TO COACH(ES) : Sports coach(es) who have trained medal winners will be given cash awards in the following tournaments in accordance with the recommendation of the eligible medal winner:-

Olympics/ Para Olympics 20 lakhs 15 lakhs 12 lakhs Asian Games/ Para Asian Games 15 lakhs 10 lakhs 7 lakhs Commonwealth Games/ Para 10 lakhs 5 lakhs 2 lakhs Commonwealth In case the set of coaches recommended by the eligible medal winner comprises more than one coach, the said award money will be distributed amongst the coaches in equal proportion. If in a tournament, more than one medal is won by different sportspersons trained by the same coach, the coach will get cash award for one medal only. Incentive to coach(es) will not apply for team events consisting of two or more players, unless at least 50% of the members comprising the team are eligible for cash award under this Scheme.

VIII. VERIFICATION OF CASH AWARD APPLICATION BY NATIONAL SPORTS FEDERATION: Cash award application will be verified by the National Sports Federations (NSF) under the signature of President or Secretary General of the NSF. The amount will be credited into the Bank account of sportspersons/coaches. Copies of all documents enclosed in support of the application will be self-attested by the sportsperson/coach.

IX. GENERAL CONDITIONS : (i) The international sports competitions should have been conducted by the international sports body recognized by International Olympic Committee (IOC), International Paralympic Committee (IPC), Olympic Council of (OCA), World Chess Federation (FIDE), International Sports Committee for the Deaf (ICSD), International Blind Sports Federation (IBSA) or Special Olympics International, as the case may be.

(EXTRA.), SEPT. 7, 2018 (BHDR. 16, 1940 SAKA) (ii) There may be some ambiguity in determining as to which official World/Asian/Commonwealth championship should be eligible for the cash awards, as there may be many kinds of tournaments, cups or championships all organized officially but only one and the best of them may be listed as the official World / Asian / Commonwealth Championships in each eligible discipline for the purpose of these cash awards. The Government of Haryana will have the right to decide as to which event will be eligible for the cash award. (iii) Application by the eligible sportsperson will be made in the prescribed proforma to the concerned District Sports and Youth Affairs Officer. False information or concealment of material information in the application form by the sportsperson will render him/her ineligible in future for cash award; appointment under the Haryana Outstanding Sportspersons (Recruitment and Conditions of Service) Rules, 2018 and issue of Sports Gradation Certificate.
