Minutes of the Parish Council Ordinary Meeting held at Village Hall on Tuesday 17th July 2018 at 7.15pm

7.15 Public Question Time. Public session to enable the electors of the Parish to ask questions of, and make comments, regarding the Parish Council. Questions not answered at this meeting may be answered in writing to the person asking the question or may appear as an agenda item for the next meeting. Police Report – Report from the police re crime in the four parishes. None

20.18 Apologies for Absence and to consider the reasons given. Council to receive apologies for absence and, if appropriate, to resolve to approve the reasons given. RESOLVED: Apologies received from Cllr Dingle, Cllr Bayley, Cllr Dauncey – accepted and District Councillor Weeks

21.18 Declarations of Interest. Members to declare any interests they may have in agenda items that accord with the requirements of the Local Authority (Model Code of Conduct) Order 2007 SI No. 1159. (NB this does not preclude any later declarations). RESOLVED: Cllr Hutchings declared a pecuniary interest in agenda item 24.18 – planning at Cedar Farm Lovington.

22.18 Exclusion of the Press and Public. To agree any items to be dealt with after the public (including the Press) has been excluded from the meeting. RESOLVED: That the press and public be excluded from agenda item 29.18 Human Resource Issue.

23.18 Minutes. To Approve the Minutes of the Annual General Meeting and the Ordinary Meeting held on Tuesday 15th May 2018. RESOLVED: That the minutes of the meetings held on 15th May be signed as a true record.

24.18 Planning.

18/01834/REM The erection of two dwellings Land Adjacent The Haven, Lovington Road , Lovington. RESOLVED: Recommend that this application be approved, however the council would comment that they would have preferred a 1 ½ storey property in keeping with the surrounding properties and some differentiation in the design of the properties.

25.18 Items raised at the Annual Parishes meeting

North Barrow. To discuss the possible installation of speed restriction measures.

A resident of North Barrow expressed concerns over the speed of traffic passing through the village and requested that a 30 mph limit be imposed. Cllr Shannon explained that it was extremely difficult to persuade the Highways Department to alter speed limits, however it was noted that the village of South Barrow has a 30 mph limit and this has similar characteristics to North Barrow. RESOLVED: The Clerk to write to Mr Gary Warren of Somerset Highways to request a site visit.

Lovington. To discuss extending the 30mph speed limit in Lovington to include the Tiger Barn Cattery.

Discussion took place around the moving of the 30mph speed limit on the B3153 to include the Tiger Barn Cattery and the possibility of introducing a 30mph speed limit along Hornblotton Green Road to include The Ford. The former had been proposed as part of the County Council’s signage and linage Small Improvement Scheme. Cllr

Maureen Trott said that Mr Colin Fletcher of Somerset Highways had agreed to the latter. Cllr Lewis suggested that historic evidence of this could be helpful. RESOLVED (1) The Parish Council continue to support extension of the 30mph speed limit on the B3153 to include the Tiger Barn Cattery, this matter to be considered by the proposed B3153 Joint Working Group, agenda item 26.18 Traffic Report refers.

(2) Cllr Maureen Trott to contact Mrs Liz Eaton the previous clerk to see if she had any email evidence of Mr Colin Fletcher’s agreement to introduce a 30mph speed limit along Hornblotton Green Road. The Clerk to write to Gary Warren with this evidence to request a site visit preferably at the same time as that at North Barrow.

Lovington. To discuss the flooding issue at Hornblotton Green Road.

A resident reported that the ditch taking surface water from the highway gulley adjoining the entrance to Glydmans House, Hornblotton Green Road, Lovington, had been cleared and the adjoining hedge cut, however it appears that the pipe under the road which discharges into the outfall to the is blocked causing the road to flood. RESOLVED: The Clerk to write to Mr John Nicholson of Somerset Highways to request a site visit.

26.18 Traffic Report. Update by Cllr Shannon on a meeting with neighbouring villages regarding B3153 traffic issues.

Cllr Shannon reported on an initiative to set up a Joint Working Group of members from Lydford, Cary Moor and Parish Councils covering the four villages along the B3153 from the A37 to the A371 i.e. Lydford, Lovington, Alford and Clanville, the idea being that a collaborative approach would:

Carry more weight with Authorities; Allow us to share data; Allow us to share costs; Bring a wider knowledge base to address our issues.

Justin Robinson, the CEO of the Somerset Association of Local Councils (SALC) has advised that the best way forward is for those Parish Councils affected by the issues, to set-up a B3153 Joint Working Group. A joint working group has more flexibility in its’ practices and is not as constrained by governance as a Sub-Committee, because ultimately it cannot take actions without the approval of the Council.

The working group, which would need to be endorsed by the respective Parish Councils, would be in a position to discuss strategic issues associated with the B3153, share data and provide advice on potential solutions. However, as stated above, any subsequent actions identified would have to be agreed and approved by the councils.

Having established the governance issues, a meeting was convened with representatives of the above Parish Councils to brainstorm the value of a collaborative approach and propose a way ahead. The outcome was unanimous agreement that it would be really useful for a working group to meet quarterly to discuss current issues and share data.

It was therefore agreed that each of the attendees would approach their Parish Council and ask the council the following:

(1) Does the Parish Council endorse the setting up of a B3153 Joint Working Group as outlined in this Report representing Cary Moor, Lydford and Ansford Parish Councils. RESOLVED: Agreed (2) Will the Parish Council nominate Parish Councillors representing Alford and Lovington to attend meetings of this Joint Working Group.

RESOLVED: To nominate Cllr Roberts to represent Lovington and Cllr Shannon to represent Alford

27.18 Dimmer. Report by Cllr Roberts on Dimmer Liaison meeting Cllr Roberts reported that the ground works have started on the leachate treatment site and that work on the waste transfer station will be starting in July. He also mentioned that when the contract was awarded to Viridor by the Somerset Waste Partnership to export waste from Dimmer to a new waste to energy plant at Avonmouth, it was proposed that more waste would be taken to the Walpole site at Bridgwater, thus alleviating the situation at Dimmer, but nothing more had been heard regarding this matter. RESOLVED: Cllr Roberts assist in drafting a follow up letter for the Clerk to send to the Somerset Waste Partnership.

28.18 Finance.

Audit. The clerk reported that the Internal audit has been completed and there are no formal recommendations. However, there was a verbal recommendation that we try to redeem from the bank, the commission & interest charges which occurred when the council went overdrawn last June. All the required year end paperwork has been completed, and the necessary paperwork has been sent to our new external auditor P.K.F. Littlejohn. The notice for public inspection has been published which started on Monday 4th June and ended on Friday 13th July. All documents have been published on the website under finance.

Grant Request. To consider a grant request received from the Citizens Advice The council considered this request. RESOLVED: Request refused as it was considered to be more important to be able to support local causes.

Balance of the Councils Bank Account. To report on Councils Bank Account. RESOLVED: The balance of the bank account as per the last statement was £4815.31

Accounts for payment. To review and approve a schedule of items of expenditure. SALC Training £180.00 Affiliation Fees for 2018 £148.65 – Total £328.65 Parish Council Websites - Website hosting £120.00 Clerks Salary £294.20 and expenses £59.87 – Total £354.07 RESOLVED: The accounts approved for payment.

Receipts. To report on receipts received. RESOLVED: The clerk reported that Cllr Roberts had been successful in persuading the bank to refund the Commission charge of £30.00 and interest charge of £0.92

29.18 Human Resource Issue. Confidential agenda item to discuss paper forwarded to Councillors The clerk left the room.

RESOLVED: Agreed.

The clerk returned to the room.
