Shared Mobility Pilot Program Draft Recommendations: Staging Rules . Maximum fleet size . No more than 150 SMDs per company for first 3 months . After 3 months, allow administrative approval of gradual fleet expansion up to maximum 300 total SMDs, only if company has demonstrated compliance with agreement . Minimum fleet size . 75 SMDs . Clustering limits . No more than 5 scooters or 3 bicycles in a cluster, unless otherwise approved by City at select locations . Clusters must be separated by at least 150’ . Staging . Prohibit use of bus bay, stopping in travel lanes/ turning lanes to stage SMDs . Rebalancing requirements . SMDs must be collected nightly and restaged the following day
