Fraksi lainnya, termasuk Gerindra, tetap menginginkan revisi UU Pilpres. Sidang paripurna DPR akhirnya memutuskan menghentikan pembahasan. Sehingga ambang presidential threshold (PT) tetap 20 persen perolehan kursi DPR atau 25 perolehan suara nasional. Angka PT 20 persen, patut dipertanyakan. Dalam UUD 1945 pasal 6, tak diamanatkan penetapan ambang batas. Konstitusi hanya menyebutkan pasangan presiden – wapres diajukan oleh partai politik atau gabungan parpol. Sehingga penetapan PT 20 persen jelas berlawanan dengan konstitusi. Partai Gerindra tak khawatir angka PT 20 persen. Namun ini merupakan cermin permainan oligarki partai yang bertentangan FO dengan semangat demokrasi. Ada kepentingan subyektif jangka T O F pendek partai tertentu. Keputusan ini juga bertentangan dengan ACE hak setiap warga negara untuk memilih dan dipilih. Oligarki partai BOO mengebiri hak konstitusional warga negara untuk mencalonkan diri K.C O sebagai presiden atau wapres. Ini membatasi potensi munculnya M/ G pasangan capres-cawapres terbaik bagi bangsa. ERINDRA Partai Gerindra menginginkan PT sesuai parliamentary threshold sehingga semakin banyak sajian alternatif pasangan capres – cawapres. Biarlah rakyat yang memilih. Selain UU Pilpres, hak konstitusional rakyat juga dicederai PRABOWO SUBIANTO persoalan daftar pemilih tetap (DPT). Di era globalisasi yang penuh kemajuan teknologi, seharusnya masalah DPT tak mungkin ada.

    Group 22 – Information Centre for Asylum and Migration Briefing Notes 19 December 2016 Afghanistan Armed clashes Hostilities, raids and attacks, some involving fatalities or injuries among the civilian population, continue to occur. According to press reports, the follow- ing provinces were affected in recent weeks: Parwan, Nangarhar, Ghazni, Za- bul, Nuristan, Helmand, Balkh, Kunduz, Kabul (Paghman district). The Afghan Local Police in Kunduz (North-East Afghanistan) are demanding heavy weapons, claiming that they are otherwise unable to combat the Taliban in the province effectively. Targeted attacks On 13.12.16 a border police commander and his bodyguard were killed in a bomb attack in Kunar (East Af- ghanistan). A girl was killed in an attack by insurgents on a bus in Badakhstan (North-East Afghanistan); two people were injured. Two insurgents died in Kabul on 14.12.16 when their explosives blew up prematurely. One foreigner was shot dead by a guard near Kabul airport and at least two were injured. Two children were killed in an explosion in Zabul (South-East Afghanistan) on 15.12.16. Three children and one woman were injured. Two suicide bombers were arrested before they had an opportunity to carry out an attack in Nangarhar (South-East Afghanistan). Five female airport employees were shot dead by unknown assailants on their way to work in Kandahar (South Afghanistan) on 17.12.16. Taliban executed a mother of two in Badghis (West Afghanistan) on 19.12.16. She had married another man after her first husband went to Iran. On returning, the latter had denounced his wife to the Taliban.

Fridy 2 To Sarah 3 ACKNOWLEDGMENTS Though the process of writing a dissertation can feel like a solitary affair at three o’clock in the morning with a deadline fast approaching and several pages still to be written before dawn, the process of retrospection that accompanies the writing of an “acknowledgments” section brings with it valuable perspective. In hindsight I can see that the actual writing of my dissertation only seemed so tedious and mind-numbing at times because it kept me away from the people who brought so much joy to the practice of discovery which surrounded all those solitary hours behind the computer. These individuals bear no responsibility for the mistakes I have made in cobbling together a social story of Ghanaian party politics, but they deserve much of the credit for whatever the dissertation’s redeeming qualities. During my field work in Ghana I simultaneously incurred so many debts of gratitude and was such a poor record keeper that there are many people who deserve thanks but will not receive it individually. To all the random Ghanaians in Odododiodio, Bantama, and Nabdam constituencies who took time out of their busy schedules to answer a survey questionnaire I give thanks. Condemned with the misfortune of not being endowed with natural resources, relative to her mainland African counterparts, Mauritius, nonetheless, was able to break the shackles of limited economic options and one of being the ‘basket-case’ to gradually evolving into being the upper-middle-income country - thus depicting it to be one of the most encouraging economies within the developing world.

The eight post-independence general elections have all been marked by electoral accords where those expecting to retain power or those aspiring to be in power hedge their bets by forming alliances with partners that ensure that they will be elected. Another fascinating feature is that, apart from that in 1976, all these coalitions have been formed before the election, allowing each party leader to engage in a series of tactical and bargaining strategies to ensure that his party gets a fair deal and, more recently, an equal deal, where the alliance partners shared the post of Prime Minister.
