The newly discovered female of Exochus hirsutus TOLKANITZ is described and figured. Data of 40 Metopiinae species from Bulgaria and related regions are presented. Of them 19 species are new records to the Bulgarian fauna, 3 species new to Macedonia, 12 species new to Greece, 3 species new to Turkey and 1 species new to Iran (marked in the text by asterisk). Introduction Metopiinae is a medium-sized ichneumonid subfamily comprising 22 genera and about 660 species worldwide (YU & HORSTMANN 1997). They are koinobiont endoparasitoids of lepidopterous larvae, living usually in leaf rolls or folds on plants. Oviposition takes place into the host larva, but the adult emergence always occurs from the pupa. A key to the genera is given by TOWNES (1971). The Bulgarian Metopiinae fauna is not well studied. The first reports were made by TSCHORBADJIEW (1925). Until now 49 species from Bulgaria were reported mainly by GREGOR (1933), ANGELOV & GEMANOV (1969), GERMANOV (1980) and KOLAROV (1984). In the present paper data for 40 species are given. Of them 19 species are new records to the Bulgarian fauna, 3 species new to Macedonia, 12 species new to Greece, 3 species new to Turkey and 1 species new to Iran. For the other species new localities are added. The newly discovered female of Exochus hirsutus TOLKANITZ is described and figured for the first time.

    Do Public Fund Windfalls Increase Corruption? Evidence from a Natural Disaster Elena Nikolovaa Nikolay Marinovb 68131 Mannheim A5-6, Germany October 5, 2016 Abstract We show that unexpected financial windfalls increase corruption in local govern- ment. Our analysis uses a new data set on flood-related transfers, and the associated spending infringements, which the Bulgarian central government distributed to mu- nicipalities following torrential rains in 2004 and 2005. Using information from the publicly available audit reports we are able to build a unique objective index of cor- ruption. We exploit the quasi-random nature of the rainfall shock (conditional on controls for ground flood risk) to isolate exogenous variation in the amount of funds received by each municipality. Our results imply that a 10 % increase in the per capita amount of disbursed funds leads to a 9.8% increase in corruption. We also present suggestive evidence that more corrupt mayors anticipated punishment by voters and dropped out of the next election race. Our results highlight the governance pitfalls of non-tax transfers, such as disaster relief or assistance from international organizations, even in moderately strong democracies.     BULGARIAN REVIVAL INTELLIGENTSIA Natural Philosophy System of Dr. Petar Beron Petar Beron was born at year 1800 in the town Kotel, “a miniature of Nuremberg”, in a rich family of handcrafts and merchants. In Kotel he received his primary education at the cell school of Stoiko Vladislavov and Raino Popovich. He went further to Bucharest where he entered the school of Greek educator Konstantin Vardalach. The latter, a famous for his time pedagogue and encyclopedist, had influenced a lot for the formation of Beron as scientist and philosopher. In 1824 Beron is compelled to leave Bucharest, because he participated in a “Greek plot”, and goes to Brashov, another Rumanian town, where he compiled “The Fish Primer”. This book was fundamental for the Reformation in Bulgaria and an achievement for the young scholar. In 1825 Beron enrolled as a student in Heidelberg University, Germany, where he proceeded philosophy until two years later when he transferred to Munich to study medicine. On the 9 July 1831, after successfully defending a doctoral dissertation, Beron was promoted Doctor in Medicine. Dissertation was in Latin and concerned an operation technique in Obstetrics and Gynecology. The young physician worked in Bucharest and Craiova, but after several years of general practice he quit his job and started merchandise. After fifteen years he made a fortune and went to Paris where he lived as a renter. Here he started a real scientific career. His scope was to entail all the human knowledge by that time and to make a natural philosophy evaluation by creating a new “Panepisteme”. His encyclopedic skills were remarkable.

Comment: Krastyo Kotev Krastev (1866 - 1919), commonly known as Dr. Krastev, was a Bulgarian writer, translator, philosopher and public figure. He was most notably Bulgaria's first professional literary critic. Krastev became headmaster of the Kazanlak pedagogical school (1888 – 1890) and then a teacher of logic, psychology and ethics at the First Sofia High School for Boys (1890 – 1891). He was a lecturer in philosophy at Sofia University (1895 – 1896, 1899 – 1907, 1908 – 1919). In order to participate in this competition, being the only candidate, application papers have been submitted by Senior Lecturer D-r Marin Bodakov from SU. Dr Marin Bodakov has enclosed a total of 14 scholarly works, including 1 monograph published as a book, 13 publications within the competition’s thematic field. All of the articles have been published in scholarly journals. 2. The relevance of the publications presented in the competition. I would like to focus on the main work in the competition – the book „Criticism and Sincerity. The case of Jordan Marinopolski“. The title of the book directs us to the problem of the relation between literary criticism and sincerity. The author proposes to consider this relation in ethical and psychological terms. M. Bodakov thinks that the leading life and professional attitude of critic Yordan Marinopolski is sincerity and this makes him hypersensitive to the discrepancy between text and behavior manifested by his literary opponents Krustyo Krustev and Pencho Slaveikov in the literary process from the beginning of the 20th century.
