Population served n 2007, the total population serviced by Ecobulpack’s systems for separate packaging waste collection was I1 810 149 people, which exceeded the planned target of 1 715 400 people. The total population served has thus increased over four times since the company started its operations four years ago. In 2007, Ecobulpack exceeded also its targets for the network density of separate waste collection containers. The company provided 17 290 containers which makes more than twice the initial target of 7 048 containers .     Do Public Fund Windfalls Increase Corruption? Evidence from a Natural Disaster Elena Nikolovaa Nikolay Marinovb 68131 Mannheim A5-6, Germany October 5, 2016 Abstract We show that unexpected financial windfalls increase corruption in local govern- ment. Our analysis uses a new data set on flood-related transfers, and the associated spending infringements, which the Bulgarian central government distributed to mu- nicipalities following torrential rains in 2004 and 2005. Using information from the publicly available audit reports we are able to build a unique objective index of cor- ruption. We exploit the quasi-random nature of the rainfall shock (conditional on controls for ground flood risk) to isolate exogenous variation in the amount of funds received by each municipality. Our results imply that a 10 % increase in the per capita amount of disbursed funds leads to a 9.8% increase in corruption. We also present suggestive evidence that more corrupt mayors anticipated punishment by voters and dropped out of the next election race. Our results highlight the governance pitfalls of non-tax transfers, such as disaster relief or assistance from international organizations, even in moderately strong democracies.     Annex REPORT FOR 2019 UNDER THE “HEALTH CARE” PRIORITY of the NATIONAL ROMA INTEGRATION STRATEGY OF THE REPUBLIC OF BULGARIA 2012 - 2020 Operational objective: A national monitoring progress report has been prepared for implementation of Measure 1.1.2. “Performing obstetric and gynaecological examinations with mobile offices in settlements with compact Roma population”. During the period 01.07—20.11.2019, a total of 2,261 prophylactic medical examinations were carried out with the four mobile gynaecological offices to uninsured persons of Roma origin and to persons with difficult access to medical facilities, as 951 women were diagnosed with diseases. The implementation of the activity for each Regional Health Inspectorate is in accordance with an order of the Minister of Health to carry out not less than 500 examinations with each mobile gynaecological office. Financial resources of BGN 12,500 were allocated for each mobile unit, totalling BGN 50,000 for the four units.     Silva Balcanica, 19(1)/2018 DENDROLOGICAL DIVERSITY IN SANTA MARINA HOLIDAY VILLAGE - SOZOPOL AS AN EXAMPLE OF CONTEMPORARY LANDSCAPE DESIGN TRENDS IN BULGARIA Svetlana Anisimova Faculty of Ecology and Landscape Architecture, University of Forestry – Sofia Abstract The paper presents dendrofloral characteristics of Santa Marina Holiday Village, situated on the Southern Bulgarian Black Sea coast. The systematic structure and species composition of woody ornamentals, the absolute and relative quantitative participation of each species were analyzed. A total number of 227 woody species, 315 species and intraspecific taxa, respectively of 110 genera, belonging to 54 families, were recorded. Furthermore, 44.4% of the families were represented by only one species. The results indicate a significant tree and shrub diversity, competitive with the one displayed in some Bulgarian historical parks famous for their dendrological collections. Some of them have been rarely cultivated in the green spaces in Bulgaria so far. A trend of a large scale use of alien species and cultivars was established. Consequently, the participation of autochthonous species is insignificant (5.9%). A relatively high percentage of coniferous and evergreen woody species provides the constant ornamental effect of the holiday village green spaces. Key words: urban green spaces, alien species, woody ornamentals, landscape planning INTRODUCTION The ornamental tree and shrub vegetation plays a leading role in the landscape design, creating the volume-spatial composition and enhancing environmental aesthetics and expressiveness. All ecosystem services provided by woody species depend on their adaptability to extreme environmental conditions (Chen, Jim 2008). Realizing that administrative corruption is the kind citizens encounter in their everyday lives, the Coalition will place special empha- sis on interaction with the representatives of local government and the other municipal agencies for enhancing the transparency in the sphere of public services. The common interests of civil society and local govern- ment allow expanding the scope of the cooperation initiated in the pilot stage of the local projects. One precondition for successful advancement in this direction is fostering a climate of dialogue and trust between the two sectors. This implies consistent efforts by both sides, as well as profes- sionalism and resolve. Openness and Transparency of Public Administration The information the public is entitled to, either by law or by the force of the existing statutes and regulations, is often left behind the curtain of the discretion of public officials. Nor is there any sufficiently sustained civil effort to lift this curtain and shed light on the gray zones of the decision- making mechanisms. The task should therefore be to launch a continuous dialogue between public institutions and civil organizations for the attain- ment of European standards of openness and accountability.
