PRINCIPLES OF COOPERATION WITH LOCAL GOVERNMENT Coalition 2000 will continue its activities on both national and regional/ local level. Realizing that administrative corruption is the kind citizens encounter in their everyday lives, the Coalition will place special empha- sis on interaction with the representatives of local government and the other municipal agencies for enhancing the transparency in the sphere of public services. The common interests of civil society and local govern- ment allow expanding the scope of the cooperation initiated in the pilot stage of the local projects. One precondition for successful advancement in this direction is fostering a climate of dialogue and trust between the two sectors. This implies consistent efforts by both sides, as well as profes- sionalism and resolve. Openness and Transparency of Public Administration The information the public is entitled to, either by law or by the force of the existing statutes and regulations, is often left behind the curtain of the discretion of public officials. Nor is there any sufficiently sustained civil effort to lift this curtain and shed light on the gray zones of the decision- making mechanisms. The task should therefore be to launch a continuous dialogue between public institutions and civil organizations for the attain- ment of European standards of openness and accountability.

The achievement of sustainable development of Bulgarian tourist resorts is questionable after the European Commission has put Bulgaria's two-month ultimatum to prove that it can deal with the problem of dirty air. Tourism is a sector that is accused of violating sustainable development due to its many negative environmental impacts. A significant part of the harmful impact is due to the transport used to reach the desired destination and the movement itself. Sustainable development is a key objective of the EU and Bulgaria should not lag behind in terms of the essential indicators for its achievement. This publication aims to propose effective measures to reduce the harmful impact of passenger transport on the environment by establishing sustainable transport practices in touristic resorts. The environmental component of sustainable development is among its main priorities. Based on expert analysis of Bulgarian touristic resorts, our own research and experience in the studied subject will offer effective measures to increase their sustainability by reducing the harmful impact of transport on the environment. 1 Introduction transport practices in tourist destinations and thus contributing to the sustainable development of tourism. In Sustainable development is a topic of importance to the order to achieve the stated objective, the state of the public since the 1990s as a result of human's threatening Bulgarian tourist resorts will be analyzed in relation to impact on Planet Earth.

Bulgarian Journal of Agricultural Science, 25 (6), 1233–1238 A soil survey in oriental tobacco growing regions in Southern Bulgaria was carried out. One hundred thirty-one soil samples were collected. The main soil characteristics: texture, pH, and humus content were determined, as well as DTPA-extractable iron, manganese, copper, and zinc. All indices investigated show that, despite the predominant monocultural practices of grow- ing oriental tobacco, most of the soils in the studied regions were suitable for this type of tobacco, and for obtaining a good quality of tobacco raw materials. The determined values for DTPA-extractable micronutrients were: iron ranging from 1.42 to 85.55 mg.kg-1, manganese between 7 and 212 mg.kg-1, copper from 0.35 to 12.23 mg.kg-1, and zinc from 0.59 to 11.14 mg.kg-1. The tobacco soils analyzed were characterized by very high (46%) and high content (21%) of mobile forms of iron, as well as very high content of mobile manganese – 73%. Most of the soil samples had a high to a very high content of DTPA-extractable copper – 41% and 21%, respectively. With regard to mobile zinc content, the majority of the soils were characterized by moder- ate levels – 63%, followed by soils with low content of the element – 23%.
