Whilst the first stage of the easing of the “lockdown” still prevent us from re-uniting at Branch Meetings, there is still a certain amount of good news emanating from the “War Front”. In Ypres, from 1st July, members of the public will be permitted to attend the Last Post Ceremony, although numbers will be limited to 152, with social distancing of 1.5 metres observed. 1st July will also see the re-opening of Talbot House in Poperinghe. Readers will be pleased to learn that the recent fund-raising appeal for the House, featured in this very column in the May edition of The Tiger reached its required target and my thanks go to those of you who donated to this worthy cause. Another piece of news has, as yet, received scant publicity but could prove to be the most important of all. In the aftermath of the recent “attack” on the Cenotaph, during which an attempt was made to set alight our national flag, I was delighted to read in the Press that: a Desecration of War Memorials Bill, carrying a ten year prison sentence, would be brought before the Commons as a matter of urgency. The subsequent discovery that ten years was the maximum sentence rather than the minimum tempered my joy somewhat, but the fact that War Memorials are now finally to be legally placed on a higher plane than other statuary is, at least in my opinion, a major step forward in their protection. -

"' '" . • ' i' • MEMOIRS OF THE FOUR-FOOT COLONEL THE CORNELL UNIVERSITY SOUTHEAST ASIA PROGRAM The Southeast Asia Program was organized at Cornell University in the Department of Far Eastern Studies in 1950. It is a teaching and research program of interdisciplinary studies in the humanities, social sciences, and some natural sciences. It deals with Southeast Asia as a region, and with the individual countries of the area: Brunei, Burma, Indonesia, Kampuchea, Laos, Malaysia, the Philippines, Singapore, Thailand, and Vietnam. The activities of the Program are carried on both at Cornell and in Southeast Asia. They include an undergraduate and graduate curriculum at Cornell which provides instruction by specialists in Southeast Asian cultural history and present-day affairs and offers intensive training in each of the major languages of the area. The Program sponsors group research projects on Thailand, on Indonesia, on the Philippines, and on linguistic studies of the languages of the area. At the same time, indi vidual staff and students of the Program have done field research in every Southeast Asian country. A list of publications relating to Southeast Asia which may be obtained on prepaid order directly from the Program is given at the end of this volume. PAKISTAN FOREIGN POLICY FORMULATION, 1947-65: An analysis of institutional interaction between American policy making bodies and the Pakistan Army. Both of them always wanted to see me at the zenith of my education. Their aspiration remained a confidence boost for my academic achievements. ii Abstract This thesis examines through the use of archives and oral evidence the role of the Pakistan Army in the context of Pakistan’s domestic politics and foreign policy. Its main purpose is to explore the autonomy of the Pakistan Army in shaping national and foreign policy between the years 1947-1965. Focusing on its independent relationship with three instruments of policy-making in the United States – the Department of State, the White House and the Pentagon – the thesis argues that the relationship between the Army and these policy-making bodies arose from a synergistic commonality of interests. The Americans needed a country on the periphery of the Soviet Union to contain Communism while the Pakistan Army needed US military support to check Indian regional military hegemonism in South Asia. This alliance was secured to the disadvantage of democratic political institutions of Pakistan. The Army, which became stronger as a result of US military and economic support, came progressively to dominate domestic politics. This led not only to weakened civilian governments in the period I am examining, but in 1958 to the military seizure of political control of the country itself. -

Forehand, Ph.D., Dean of the Graduate College ABSTRACT The British Indian Army, formed from the old presidency armies of the East India Company in 1895, was one of the pillars upon which Britain’s world empire rested. While much has been written on the colonial and global campaigns fought by the Indian Army as a tool of imperial power, comparatively little has been written about the transition of the army from British to Indian control after the end of the Second World War. -

The above group photo is of the staff at the Staff College, Quetta, India in 1913. According to Simon Robbins in his book “British Generalship on the Western Front 1914-18” such men and other officers with a Staff College background were the backbone of the BEF in the war years and enabled the war to be fought. The article at Page 7 describes how the photo came to light and outlines how the group produced a Field Marshall, a General, a Lieutenant General and 4 Major Generals! Despatch contains, inter alia, the unique (?) story of a Jerseyman who lies in the Argonne, a contemporaneous “War Horse” story, unpublished war poems, a thought provoking post card and a review of the book that challenges the conventional thinking about Germany’s initial war plan. Also the Editor has received an interesting letter in response to an article in last November’s Despatch.
