Paper length The paper shall not exceed 16 pages. An article shall not exceed 40.000 characters (including spaces). A review shall not exceed 6.000 characters (inclusing spaces). Language and script Papers may be written in English, Russian, French and German. Paper title The paper title shall be formatted in font Times New Roman, font size 14 pt, bold. The title shall be submitted in Serbian as well. Author(s) After the title, the paper shall include the name and surname of the author(s), the name and full address of the institution affiliation, and a contact e-mail address (font size 12 pt). The data on the author(s), academic title(s) and rank(s), and the institution shall be provided in English as well. Data on the project or In the footnote at the bottom of the first page of the text shall include: program*(optional) the project/program title and the project number, the project title, the name of the institution financially supporting the project. References At the end of the submitted text, the author(s) shall provide a list of References. All entries shall be listed in alphabetical order by author’s surname, and each entry shall include the source and the year of publication. When referring to the same author, include the year of publication (from the most recently dated backwards). Please, see the table at the end of the Guidelines for Authors. Summary The summary shall be included at the end of the text, after the References. The summary shall not exceed 2.000 characters (including spaces) and it shall be submitted in both Serbian and English. Tables, graphs, figures Tables shall be prepared in MS Word or in Excell. Photos, graphs or figures shall be in jpg. format (maximum quality). Electronic submission Papers for consideration should be submitted to the Series Editor in electronic form via the Journal's home page: http://casopisi.junis.ni.ac.rs/index.php/FULawPol. Citation Guidelines The citations should be included in the text, in line with the guidelines provided below. Footnotes shall be used only for additional explanation or commentary and for referring to the specific normative act, official journals, and court decisions. In-text citations and reference entries shall fully comply with the list of bibliographic units in the References, provided at the end of the paper. Each in-text citation and reference entry shall be clearly cross-referenced in the list of bibliographic units and, vice versa, each bibliographic unit shall be entered in the text of the submitted paper.     working paper 2021-01 Poverty during Covid-19 in North Macedonia: Analysis of the distributional impact of the crisis and government response Marjan Petreski January 2021 Poverty during Covid-19 in North Macedonia: Analysis of the distributional impact of the crisis and government response Marjan Petreski University American College Skopje [email protected] Abstract In this paper, we simulate the poverty effect of the Covid-19 pandemic in North Macedonia and we analyze the income-saving power of three key government measures: the employment-retention scheme, the relaxed Guaranteed Minimum Income support, and one-off cash allowances. In this attempt, the counterfactual scenarios are simulated using MK-MOD, the Macedonian Tax and Benefit Microsimulation Model, incorporating actual data on the shock’s magnitude from the second Quarter of 2020. The results suggest that without the government interventions, of the country’s two million citizens, an additional 120,000 people would have been pushed into poverty by COVID-19, where 340,000 were already poor before the pandemic. Of the 120,000 newly poor, about 16,000 would have been pushed into destitute poverty. The government’s automatic stabilizers worked to shield the poorest people, though these were clearly pro-feminine. In all, the analyzed government measures recovered more than half of the income loss, which curbed the poverty-increasing effect and pulled an additional 34,000 people out of extreme poverty. The employment-retention measure was regressive and pro-masculine; the Guaranteed Minimum Income relaxation (including automatic stabilizers) was progressive and pro-feminine, and the one-off support has been pro-youth.

No. 05/2018 Agency Holds Bilateral Meeting with BiH Communications Regulatory Agency On 17 and 18 May 2018, the Agency was the host of a two-day visit by representatives of the Communications Regulatory Agency of Bosnia and Herzegovina. The topics discussed at the meeting of the two regulatory bodies included the competences, the license- awarding procedures, the broadcasting license fees, the process of regulating the on-demand audiovisual media services, changes to the ownership structure, the detecting of illicit media concentration, etc. On this occasion, the two agencies exchanged experiences regarding the implementation of the rules for audiovisual commercial communications – product placement and sponsorship, in particular – the activities and measures for ensuring access to programmes for persons with sensory impairments, as well as the standards regulating minors’ depiction in the news and their participation in other programmes. Special attention was dedicated to the experiences regarding regulation and conducting of media contents monitoring during electoral processes. At the end of the two-day visit, the agencies agreed on holding another meeting in the autumn, at which they would sign a memorandum of cooperation, with the aim of contributing to the expansion and enhancing of mutual relations and exchange of experiences in the sphere of media regulation. Guidelines for Monitoring Programming Concept Implementation Adopted In May, the Agency adopted the “Guidelines for Monitoring Implementation of the Programming Concept”. The need for the Guidelines arose from the ad hoc supervision conducted to monitor the observance of Article 67, Paragraph 6, of the Law on Audio and Audiovisual Media Services, as it showed that it was necessary to explain the way of calculating if the broadcaster has carried out 80 % of the programming concept, for which it had received its license, within one week.
