Preliminary remarks The Fifth Report of the Federal Republic of Germany in accordance with Article 25 (2) of the Council of Europe Framework Convention for the Protection of National Minorities was prepared by the Federal Ministry of the Interior, Building and Community in cooperation with other federal ministries and the responsible state authorities, and in consultation with the umbrella organizations of the national minorities in Germany protected by the Framework Convention. The umbrella organizations of the national minorities were invited to express their views on the implementation status of the Framework Convention in the Federal Republic of Germany, which are not necessarily in line with those of the authorities. Their written comments are included in Chapter F of the present report. An implementation conference to finalize the Fifth Report

    The history of the Region of Sønderjylland-Schleswig The signing of the agreement on Danish-German cooperation in the Region of Sønderjylland- Schleswig represented the culmination of a process spanning several years. Important milestones were the setting-up of a working group between Danish and German municipalities in 1992, the memorandum of the Schleswig-Holstein Department of European Affairs in 1994 and the first Danish-German border region congress in 1995. In the summer and fall of 1996, a draft for cooperation in the envisaged border region was developed. Finally, the respective future partners decided on the formation of the Region during 1997. As a result, formalized cross-border cooperation along the Danish-German land border became reality on Sep. 16, 1997. The partners to the agreement were the District of Southern Jutland on the Danish side and the Districts of Nordfriesland and Schleswig-Flensburg and the City of Flensburg on the German side. The cooperation is still based on the text of the agreement on Danish-German cooperation in the Region of Sønderjylland-Schleswig as of Sep. 16, 1997 in its updated version of June 9, 2017, according to which the overriding objective of the cooperation is to implement joint activities that help to promote the development of the Region and at the same time foster contact between people, industry and associations from both sides of the border as well as intensify cross-border cooperation in general. In 2007, the South Jutland municipalities of Aabenraa, Sønderborg, Haderslev and Tønder became partners to the agreement as a consequence of the Danish local authority reform (municipal reform), and the newly formed South Denmark Region, the legal successor to the District of South Jutland, was integrated into the cooperation.

Submitted: 30 October 2020 | Accepted: 18 March 2021 | Published: 27 April 2021 Abstract This article examines the role of social conflicts in the context of migration and discusses the relation between such conflicts and institutional change. We understand conflicts as tensions that evoke contradiction between different social groups or institutional actors. Varied urban contexts together with dynamic immigration of heterogeneous population groups can induce negotiation processes that affect institutional settings and actors. Conflicts have therefore been an integral part of urban coexistence, and cities have always been places where these conflicts play out. We assume that conflicts are social phenomena, which have multiple causes and effects. Public assumptions about conflicts in connection with migra- tion often have a negative or destructive impetus, while conflict theory ascribes to conflicts potential positive effects on societal change. Conflicts can represent forms of socialization and the possibility of adapting or changing social conditions. This article discusses the extent to which migration-related conflicts induce institutional change. Using qualitative empiri- cal results from the BMBF-funded research project MigraChance, we present a case study that reconstructs the emergence and course of a conflict surrounding the construction of a Syriac-Orthodox church in Bebra (Hesse) in the 1990s.

While low-skilled migrants meet rejection, highly qualified are welcome. All this hold significant implications for the countries and families the migrants come from, even more so as most of them keep close relations to their origin, and many return after a longer or shorter period of time.
