The Technical Memorandum presents the project description, the existing conditions for both architectural and archaeological resources, and the potential project impacts to known and potentially significant cultural resources. 2.0 PROJECT DESCRIPTION 2.1 Project Purpose The CCPY Corridor Transit Improvements Project is planned to improve transit service in the CCPY Corridor. As required by the Federal Transit Administration (FTA) regulations, the potential effects on transportation conditions and social, cultural, and natural environments in the corridor will be evaluated and documented, to meet the requirements of the National Environmental Policy Act (NEPA) and other federal and state policies. Areas of analysis include transportation, communities, cultural, historic, and wildlife resources, hazardous materials, and air quality. 2.2 Background The CCPY Corridor is a five-mile corridor that extends from the Braddock Road Metrorail station in the City of Alexandria to the Pentagon in Arlington County. Metrorail Blue and Yellow lines and the Jefferson Davis Highway, a segment of the heavily-traveled U.S. Route 1, form the transportation backbone of the area. In 2003, the Virginia Department of Rail and Public Transportation (DRPT), Arlington County, and the City of Alexandria completed the CCPY Corridor Transit Alternatives Analysis (AA). In the AA, transit modes, which included bus rapid transit (BRT), light rail transit (LRT), and Metrorail, and alignment options, were analyzed. The costs and benefits of each alternative were also assessed. Following the completion of the AA, DRPT, in collaboration with Arlington County and the City of Alexandria, undertook the CCPY Corridor Interim Transit Improvements Study that formulated implementation strategies targeting the period from 2007 to 2014. As part of the study, an environmental scan and station area planning were conducted. At the conclusion of this study, a high-capacity, branded bus transit service using both mixed traffic operations and exclusive transitways was recommended. This service, while supporting growing transit demand from existing and new developments, would not preclude longer-term transit system improvement options that have been envisioned for the CCPY corridor, including BRT, LRT, and the addition of a Metrorail station. 2.3 Project Alignment Improvements The planned alignment for the CCPY Transit Improvements Project begins at the Braddock Road Metrorail Station and ends near the Pentagon in Arlington County. The alignment passes through 38 intersections. The planned transit alignment, stops, and locations of exclusive right- of-ways are shown in Figure 2-1. The planned CCPY Alignment has been separated into six segments that are identified from south to north.     Brewer Rail Trail Project Linda Johns President, Brewer Land Trust City Planner, City of Brewer September 1, 2016 The Brewer Land Trust is excited to initiate the creation of a Rail Trail through the City of Brewer! There is an inactive, overgrown portion of railroad (part of the Calais Branch Rail Line) from Wilson Street to approximately 1,000 feet easterly of Green Point Road which is approximately 2.12 miles in length. This rail bed directly abuts a 196-space City-owned parking lot, Maple Street Park, the City’s Public Safety building, an outdoor ice rink, and valuable wetland and wildlife habitats. Within a very short walk to the rail corridor, is the Brewer High School, an indoor ice arena, Brewer Auditorium, Brewer Library, and the City’s Riverwalk trail along the Penobscot River. This potential rail trail could be used by many for both recreational purposes as well as a transportation connection to other locations. Brewer has seen many more walkers and bicyclists as has the region. The Brewer High School students currently use the roads to run, which is not always the safest. This rail trail could create a loop using Dirigo Drive and Green Point Road from the school. Both the Brewer School Department and the City of Brewer would like to see this project constructed. This potential rail trail could also be a great addition to the East Coast Greenway, which is currently on-road through this portion of Brewer. There is a large wetland owned by the State next to the rail bed on Green Point Road where a variety of animals can be seen on almost any given day creating a great location for birdwatcherst.

This Work Plan includes all capital projects and programs, maintenance and operations activities, planning initiatives, and administrative functions. This plan contains 2,051 individual work items with a total value of $2.59 billion, consisting principally of work to be delivered or coordinated through MaineDOT, but also including funding and work by other transportation agencies including airports and transit agencies. This plan is the primary way that MaineDOT achieves its mission of responsibly providing our customers with the safest and most reliable transportation system possible, given available resources. Preparing the MaineDOT Work Plan takes many months. An early step is to adjust projects that had appeared in prior work plans, including changes to cost, schedule, scope, or available funding. In a typical year, we make the “old” projects whole and then add new capital projects worth hundreds of millions of dollars (principally in the third year of the plan). This year is not typical. Due to cost increases arising from workforce challenges, work constraints, and other factors, making the old projects whole has required an extraordinary amount of funding.

First and second year Scouts will hike the Valley Forge National Park trail. Third year and later Scouts will hike and visit historic sites in downtown Philadelphia. OVERVIEW DEVON 50 HISTORY BSA Troop Devon 50, a Pennsylvania Troop from Devon, PA was chartered in 1927. They built a log cabin on a plot of land – now Camp Jarvis – in the early 1900’s that they rent out to visiting Troops throughout the year. It has been a long- standing tradition for Troop 189 to camp in the cabin every year in early winter. Much scouting history from the Valley Forge area is on the walls of their cabin. The cabin features a wood-burning stove for heat in the main cabin and a kitchenette to prep meals. There is electricity in the cabin and in the past we have brought a projector and laptop for a Saturday evening movie after dinner. There will be two hikes supported on Saturday. The first and second year Scouts attending Devon 50 will hike the historical Valley Forge National Park Trail.
