It takes into account the network of entities that, under the leadership and oversight of ETA, have developed the political, economic, cultural, support and propaganda agenda of their terrorist project. The study focuses in particular on the periods 1993-2002 and 2003-2010, in order to observe the changes in the financing of terrorism after the outlawing of Batasuna , ETA's political wing. The results show the significant role of public subsidies in finance the terrorist network. It also proves that the outlawing of Batasuna caused a major change in that funding, especially due to the difficulty that since 2002, the ETA related organizations had to confront to obtain subsidies from the Basque Government and other public authorities.     Estudio etnográfico sobre la sal en Isaba y Uztárroz (Valle de Roncal, Navarra) PABLO ORDUNA PORTÚS ESTER ÁLVAREZ VIDAURRE PRESENTACIÓN l presente artículo es una ampliación de un trabajo de curso realizado Ebajo la dirección de la profesora María Amor Beguiristáin. El objetivo de este estudio es analizar y valorar la relevancia que ha tenido y tiene la sal en el marco económico de los valles pirenaicos, en concreto en la zona alta del Valle de Roncal, centrándonos preferentemente en su uso en la ganadería. No por ello dejaremos de atender otros aspectos de la vida tradicional tan importantes como la alimentación, la medicina popular, las economías com- plementarias o la superstición. Pese a la importancia que en la alimentación ha tenido este producto, no abundan en Navarra las monografías sobre él, sus usos y su explotación. Si bien es cierto que no faltan artículos de carácter histórico en los que se refle- ja la importancia del control de la sal a lo largo de las distintas épocas. La relevancia de la sal, cuya extracción en Navarra en 1803 ascendía a 43.000 robos1, tiene un reflejo notable en los artículos que dentro de la Ley Paccionada de 1841 rigen el sistema rentístico de la hacienda navarra. José Alonso nos explica en un interesante artículo el cambio que supuso esta ley para el régimen de explotación y disfrute de las salinas en Navarra2. There is a real possibility of overfishing and, therefore, the Department of Fisheries of the Basque Government needs to: (a) understand the situation relating to these populations; and (b) provide a tool to establish the most adequate management for the exploitation of clams. In order to simulate different alternatives for the exploitation, based upon scientific data on the population, the best tool available is a system dynamics model. Here the VENSIM® model was employed, utilising data on clam populations: summer stock and biomass in the Plentzia estuary, in 1998, 2000; winter stock in 1999, 2000, and 2001; the area occupied by the species; the length and weight class distribution; the number of fishermen; mean of biomass, captured by the fishermen; natural mortality, by length class; maturation; fertility rate; etc. This study improves previous experiences in modelling clam exploitation in the Plentzia and Mundaka estuaries. Following validation of the model, after running it for 1 and 10 years, some cases were simulated. This analysis was undertaken in order to establish the effect of modifying the number of fishermen, the aperture-close season of captures, the minimum sustainable biomass, the exploitation area and the minimum legal length for shellfishing.

Mahoney Department of Political Science, California State University, Long Beach, CA, USA ABSTRACT In May 2018, the Basque insurgent group Euskadi Ta Askatasuna (ETA) officially disbanded after a 60-year struggle. This inquiry assesses ETA’s violent cam- paigns using recent conceptual and theoretical advancements from the field of terrorism studies. Three conclusions concerning the group’s strategies of terrorism are advanced. First, ETA regularly targeted civilians to achieve goals other than coercing the Government of Spain; these objectives included out- bidding rival separatist groups and spoiling negotiation processes. Second, ETA’s most rapid period of organizational growth occurred as the result of an aggressive terrorist campaign, demonstrating that civilian targeting can serve as a stimulus to rebel group recruitment. Finally, while terrorism did not advance ETA’s primary political objective of creating an independent Basque state, it did enable the group to assume a leading position within the radical Basque separatist movement, helping extend ETA’s lifespan and making the group an embedded actor within the contentious political processes surround- ing the question of Basque self-determination.
