Rusya ile Türkiye ikili ilişkilerindeki gerginliğin zirveye tırmanmasıyla sonuçlanan 24 Kasım’daki Rus uçağının Türk jetlerince düşürülmesi olayı, Suriye krizinin Türkiye dış politikasına etkilerine kritik bir örnek teşkil etmektedir. Ayrıca Doğu Avrupa, Kafkasya ve Ortadoğu’da izlediği siyasetle Kremlin, uluslararası sorunların çözüm girişimlerinde varlığı göz ardı edilemeyecek bir aktör olduğunu bir kez daha ispatlamıştır. Bilge Strateji dergisinin elimizdeki Bahar 2016 sayısında iki yorum yazısı, beş makale ve üç kitap incelemesi yer alıyor. Rusya’nın Türkiye ve diğer devletle- rin dış politikalarında ne yönde tesirli olacağını incelemek üzere alanında uz- man akademisyenlerden iki yorum yazısını okuyucularına sunmaktadır. Prof. Dr. Oktay F. Tanrısever, “Türkiye-Rusya Krizinin Dinamikleri ve İkili İlişkilere Etkileri” başlıklı yorum yazısında krize kadar gelen dönemde ikili ilişkileri in- celeyerek krizin ortaya çıkışının sebeplerini tarihsel çerçeveyi de göz önünde bulundurmak suretiyle değerlendirmiş ve krizin ikili ilişkilere etkisini ve güncel durumun ne derece sürdürülebilir olduğunu irdelemiştir. Prof. Dr. Mustafa Ki- baroğlu ise Moskova ve Ankara arasındaki ilişkiler çerçevesinde NATO’nun ro- lüne değinerek müttefiklerin kriz karşısındaki tepkilerinin Rusya’nın stratejisini belirlemede önemli bir faktör olacağını ifade etmektedir. “ABD-Ukrayna İlişkilerinde Rusya Etkisi” isimli makalesinde Yrd. Doç. Dr. Zafer Yıldırım Moskova’nın Batıya yönelik politikasını Yeltsin döneminden iti- baren izlediği seyri inceleyerek bu bağlamda Ukrayna ile ABD arasındaki iliş- kilerin nasıl evirildiğini kaleme almıştır. Enerji uzmanı Dr. Azime Telli ise An- kara-Moskova bağının belirleyici bileşenlerinden enerji bağımlılığını kırmaya yönelik olduğu düşünülen Türkiye’nin nükleer enerji girişimlerini, “Türkiye’nin Nükleer Enerji Açılımının İçerik Analizi: Çeşitlendirme mi, Teslimiyet mi?” makalesinde tahlil etmiş ve nükleer enerjinin üretilmesi hususunda tüm olasılık- ların hesaplanmasının enerji bağımlılığını ortadan kaldırmada hayati olduğunu belirtmiştir. Geçirdiği ekonomik darboğaza rağmen Avrupa Birliği, ehemmiyetli bir iktisadi ortak ve küresel bir siyasi aktör olma konumunu korumaktadır. Bu doğrultuda kuruluşundan itibaren Birliğin üyesi olmayı hedefleyen Türkiye için AB’nin bir parçası olmak istikrar ve demokrasi yolunda kilometre taşıdır. Yrd. Doç. Dr. İkboljon Qoraboyev AB ve Türkiye ilişkilerinin temel yönlerinden Türkiye’deki adli reformları, AB’nin Türk hukuki düzenine etkisinin altını çizerek kaleme almıştır. Öte yandan Yrd. Doç. Dr. Uğur Burç Yıldız’ın Avrupa Sanayicileri Yu- varlak Masası ve üyelerinin AB karar alma sürecine etkisini ele aldığı makalesi, Avrupa Birliği bütünleşme modeli açıklamalarında sıkça kullanılan bisiklet me- taforunda Birliğin derinleşmesi ve ilerlemesinin itici gücünün, yani arka tekerle- ğin, iktisadi bütünleşme olduğu tezini kuvvetlendirmektedir. Ayrıca Stephan Nunner “International Law, Recognition and the Recent Pratice of States in the Cases of Kosovo, South Osetia and Abkhazia” başlıklı makalesi; Sibel Karabel, Jing Men ve Wei Shen’in editörlüğünü yaptığı “The EU, the US and China: Towards a New International Order” isimli kitabın incelemesi, Kaan Devecioğlu ise Erkan Ertosun ve Erkan Demirbaş’ın kaleme aldığı “Turgut Özal: Değişim, Dönüşüm” kitabının tahlili ile Bilge Strateji dergisine kıymetli katkılarda bulunmuşlardır. Uluslararası konularda güncel ve bilimsel yaklaşımı ön planda tutan Bilge Stra- teji dergisi’nin Bahar 2016 sayısıyla da karar alma mercileri ve akademi dünya- sının istifade edebileceği bir kaynak olmasını temenni eder, derginin hazırlan- masına katkı sunan BİLGESAM çalışanlarına teşekkür ederim.     The Senate Foreign Relations Committee Statement for the Record Ukraine, Russia and the U.S. Policy Response Steven Pifer Senior Fellow, Center on the United States and Europe The Brookings Institution June 5, 2014 1 Ukraine, Russia and the U.S. Policy Response Introduction Mr. Chairman, Senator Corker, distinguished members of the Committee, thank you for the opportunity to appear today to testify on the Ukraine-Russia crisis and how the United States should respond. As Ukraine struggles through the ongoing crisis, Ukrainians went to the polls in large numbers on May 25 in an election that observers agreed met international democratic standards. Petro Poroshenko will take office on June 7 with renewed democratic legitimacy, having won a clear mandate from the Ukrainian electorate. The president-elect faces significant challenges. He must find a way to manage eastern Ukraine, where clashes continue between armed separatists and government forces. He must oversee implementation of the economic reforms to which Ukraine agreed in its program with the International Monetary Fund. He must address the important questions of decentralization of power and political reform. Mr. Poroshenko also faces the major challenge of dealing with Russia. Although Vladimir Putin said that Russia would respect the will of the Ukrainian electorate, Russian actions suggest a different approach. There is no evidence that Moscow has used its considerable influence with the armed separatists in Donetsk and Luhansk oblasts (provinces) to urge them to deescalate the crisis. Numerous reports indicate that arms, supplies and fighters cross from Russia into Ukraine, something that Russian border guards could interdict.

Deterring Without Unintended Escalation eterrence, defined as the effort to compel a state to renounce or abandon an intended aggression, presents an inherent dilemma.1 While it purports to prevent aggression, a deterrent effort that is too heavy-handed—or appears Dto represent an existential threat to the potential aggressor—might prompt the precise response that it sought to avoid in the first place. In the context of North Atlantic Treaty Organization (NATO)–Russia relations, deterring without provok- ing requires an understanding of what Russia considers to be redlines, defined as those triggers that Russian leadership claims cannot be crossed without provoking a major reaction or hostile response on their part. Deterrence efforts can then stay below that line, visibly increasing the costs of aggression for Russia in relation to the benefits it hopes to gain, and limiting its options for harmful action without unin- tentionally escalating the situation and forcing it into an all-out response. Yet a logical consequence of the argument above is that a potential aggressor always has an interest in exaggerating what constitutes a “provocation” or multi- plying redlines to limit its opponent’s range of options.
