Anshu Prakash, IAS, Secretary, DoT & Chairman, (DCC), Department of Telecommunications, Sanchar Bhawan, 20 Ashoka Road, New Delhi – 110001 Subject: Urgent Support from the Government to Address the Current Health of the Telecom Sector Dear Sir, 1. India is the world’s second-largest telecommunications market with a subscriber base of 1.15 billion. India’s growing mobile economy now constitutes about 98% of all telephone subscriptions. The mobile industry has witnessed exponential growth over the last few years driven by affordable tariffs and expanding 3G and 4G coverage. India is now the global leader in monthly data consumption, with average consumption per subscriber per month increasing 133 times from 62 MB in 2014 to 8.74 GB (Source: DoT Annual Report 2018-19). 2. The telecom Industry has invested over INR 10.44 lakh crores1 in setting up world class mobile networks over the last 20 years and has committed around INR 3.68 Lakh crores2 in spectrum through auctions since 2010. However, the revenues and profitability have declined significantly. The debt burden is well over INR 7Lakh Crores, and there is still significant investment required in the future. 3. The industry stress is well acknowledged by all stakeholders including the government. With the recent AGR judgement, the situation has become even more critical. 4. The industry therefore requests support from the government to take steps to make the telecom sector sustainable. 1 Source: Parliament question, COAI Analysis 2 Source: DoT 14, Bhai Veer Singh Marg, New Delhi – 110 001 tel: +91-11-23349275 fax: +91-11-23349276 email: [email protected] website: www.coai.in 1 5.

Vision 20.6 The difference between good and great is, at most times, a matter of perspective. It is the subtle variations in vision and focus that A vision to look beyond translates to the wide gulf between the two adjectives. Being the ordinary. To conquer great at what you do comes from determination, an inherent the unknown. The vision conviction and the discipline to see it through. to forge a new way. It all starts with a vision. A vision that empowers one to look A NEW WAVE OF ahead, to see things as they are. At Apollo we believe in Vision 20.6 - the rare ideal that defines perfection. It is rarely achievable. HEALTHCARE While most set their standards at the fairly common 20.20 mark, we understand that just isn't good enough. 20.6 vision is when you can see at 20 feet what others can discern only at 6 feet. It is the realm in which fascinating creatures like the eagle and the hawk operate. The mythical Jatayu, in the Ramayana, was said to possess spectacularly gifted sight. One can imagine it was 20.6 vision. Our vision has been our talisman. Our ability to translate vision to reality has been our strength. We have done this by building in incredible focus in our way of working. Our culture of crystallizing vision into focus, execution and delivery has given life force to our revolutionary mission. In 15 years it has seen us become one of the leading integrated healthcare service providers in India 20.6 vision demands we look ahead.

DG/COAI/2021/086 April 16, 2021 Shri Anshu Prakash, IAS Secretary, Department of Telecommunications, Ministry of communications & IT, 20, Ashoka Road, Sanchar Bhawan, New Delhi – 110001 Subject: Sale of Illegal Repeaters and Boosters on e-Commerce Websites/Platforms and Outlets Dear Sir, 1. This is with reference to the sale of Illegal Repeaters/mobile signal Boosters on e-Commerce Websites/online Platforms which causes Spectrum interference to the Telecom Service Providers network signals. 2. Boosters or repeaters, as they are commonly called, have become increasingly installed over the last few years. The equipment works by drawing in available mobile tower signals in low connectivity areas and amplifying and distributing it in small, concentrated locations, such as a building or a cluster of buildings. In the past, boosters have been used by the operators in areas, where mobile towers cannot be installed easily. 3. As per established norms, Telecom Service Providers (TSPs) install such repeaters after thorough inspections, only after a request is raised or there is a requirement. The TSPs make sure that installing a repeater doesn’t hamper the network coverage for people outside the distribution area and does not interfere with other TSPs allotted spectrum frequency. 4. The grey market outlets and online ecommerce stores are making illegal low cost repeaters available for anyone to buy and install illegally. The concern is that, such wide band devices draw in network signals to provide connectivity to a particular building or area in an unregulated manner, thereby depleting the network strength in other surrounding areas and results into call drops and depleted network quality.
