Officer (Judl.), Juvenile Justice Secretariat Minutes:- At the outset, the meeting started with a welcome note by the Registrar, Juvenile Justice Secretariat. The following items/issues as per agenda of the meeting were taken up:- Item Agenda of the meeting Minutes No. 1. Department of Social Welfare and PWD on 18.07.2018 to discuss the layout plan and estimate of the proposed integrated complex at Narela. The Committee requested Ms. Geetanjli Goel to attend the meeting on 18.07.2018 at 04:30 P.M. 2. To consider the progress made with The Chairperson apprised all the participants about their regard to setting up of separate Homes visit to a Children Home for Mentally Challenged at for mentally challenged at Narela, Lucknow, which is funded by the State Government and Usmanpur, Dallupura & Kanjhawala. run by an NGO namely Nirvana. In the said Home every mentally challenged child is given additional oxygen daily to cope up with their physical disability. The Committee suggested that since work is in progress for setting up of separate Homes for mentally challenged at Narela, Usmanpur, Dallupura & Kanjhawala, the Page 2 of 12 Nirvana Home Model can be replicated and inputs can be taken from Nirvana (NGO). The Committee observed that the facts and figures sent by the PWD are irreconcilable with the report of the Social Welfare Department. Mr. Anshu Prakash, Chief Secretary, GNCT of Delhi assured that a proper report, collected from all the concerned departments, will be submitted to the Committee. The Committee decided to take up this issue also in the meeting to be held on 18th July, 2018. 3. To consider the matter regarding The Committee took note of the report dated 05.07.2018 infrastructural requirements of submitted by DWCD, mentioning therein that, on Specially Abled Children 15.05.2018 in the matter of WP (C) 11187/2017, Court on its own motion Vs GNCT of Delhi and Ors., Mr. Nipun Malhotra has been requested to undertake disability audit in all Child Care Institutions. Further, needful would be done to fulfill infrastructural requirements of specially abled children. Education Department of North Delhi Municipal Corporation has also submitted that there is provision of Ramps and Toilets facilities for differently abled children in the schools of North DMC. Mr. Sandeep Kumar, Secretary (Education) GNCT of Delhi, informed the Committee that out of 14 resource centres proposed for children with special needs, one at Lajpat Nagar and the other at West Vinod Nagar are ready with all the infrastructure and will be operational within two months. Further, in six other centres, civil and electrical works are over and only furniture is to be provided and the same will be operational within next four months. He further submitted that completion of the work at the remaining six centres will take some time. He apprised the Committee that it is an end to end solution from 9.00 AM to 5.00 PM with the facilities like special education, physiotherapy, speech therapy, occupational therapy, behaviour modification, counselling, hydro therapy and swimming pool etc. He submitted that these resource centres are located in the government schools and the remaining centres will also be located in the government schools. On being enquired by the Committee as to whether these resource centres are gender specific, it was informed that though as of now these centres are gender neutral, but if need be, provision for boy specific and girl specific rooms will be made and also in due course they will have 136 resource centres all over Delhi for each cluster. Progress report be submitted by Secretary (Education) before the next meeting. Page 3 of 12 4. To consider the matter regarding Mr. Sanjeev Khirwar, Secretary (Health), GNCT of functioning of One Stop Centres in Delhi and Dr. Kirti Bhushan, Director, stated that 12 one Delhi. stop centres have been set up in 12 hospitals in Delhi. On enquiry by the Committee about the staff working in these one stop centres, it was submitted by Secretary (Health) that only internal arrangements are there. The existing staff i.e. Jr. Gynaecologist, Sr. Gynaecologist, Aaya, staff nurses, Nursing Orderly, Data Entry Operator and Clerk etc. are also tending to the one stop centres. Secretary (Health) informed that regarding manpower to run these one stop centres, all hospitals have been directed to submit their proposals for creation of posts. On a query by the Chairperson as to where these centres are located in the hospital, it was informed that two rooms for the purpose besides the labour room and/or casualty have been earmarked and for the convenience of the visitors proper signages have also been placed. On a query, the Committee was also apprised that on an average two to three cases per hospital are received daily, however, sometimes there may be no case. It was informed that one stop centre each in 12 hospitals are working. Ms. Geetanjli Goel, Special Secretary, DSLSA, pointed out that there is no one stop centre in the government hospitals in South Delhi. Chief Secretary, GNCT of Delhi submitted that efforts will be made to set up at least two One Stop Centres in two hospitals in South Delhi i.e. one in Madan Mohan Malviya Hospital at Malviya Nagar and the other at government hospital in Kalkaji. Chief Secretary also assured the Committee that they are contemplating setting up of one stop centre in the 600 bedded government hospital coming up at Ambedkar Nagar in South Delhi. The Committee asked Special Secretary, DSLSA, to visit the existing 12 one stop centres to see their functioning and to ascertain if some additional manpower and infrastructural facilities are required to be provided to them.
