CHIEF SECRETARY GNCT OF DELHI In the realm of governance, human resources play an extremely critical role. To be effective and useful, the Government personnel at all levels, must be skilled, trained and motivated to deliver. This is all the more true in the context of rapidly changing technology and its interface with governance, new laws and regulations, and the legitimate rising expectations of the general public. The Directorate of Training in the Government of NCT of Delhi has emerged as an important institution for meeting the diverse training needs of all Government employees. The Directorate now offers programmes in new and emerging areas while, at the same time, also meeting the regular training needs of the employees. The Training Calendar 2018-19 is comprehensive, balanced and challenging. I trust the Directorate will spare no efforts in making the training programmes successful. I also urge all Departments of Government of NCT of Delhi, Local / Autonomous Bodies and Corporations to nominate officers / officials at all levels for the relevant training programmes. The officers / officials must be actively encouraged to participate in the training programmes to equip them with requisite professional and personal qualities, to improve governance and delivery of public services. I wish all success to Directorate of Training for their training endeavour for 2018-19. (ANSHU PRAKASH) 2 ABOUT THE DIRECTORATE The Directorate of Training, also known as UTCS, is mandated to impart training to the employees of the Government of NCT of Delhi, its Local and Autonomous Bodies /Corporations etc. Trainings conducted in the Directorate broadly comprise of Foundation Courses, Refresher Courses and Mid-career Courses. MANDATE The Directorate conducts the 49 weeks District Training Programme for IAS Officer Trainees of the AGMUT Cadre who are allocated to Delhi segment of AGMUT cadre, in addition to the 4-week Institutional Attachment component for all AGMUT Cadre Officer Trainees. It also conducts the 2-year Probationary training of the Delhi, Andaman & Nicobar Islands Civil Services (DANICS) Cadre recruits from the CSE. Apart from these, Mid-career trainings are organised for In-service DANICS Officers of GNCT of Delhi at approved Institutions. In addition, the Directorate also conducts foundation courses and refresher courses for cadres of GNCT of Delhi and its bodies, e.g. Gr.IV of Delhi Administration Subordinate Services (DASS) Cadre (5 weeks), Stenographer Cadre, Accounts Cadre, Medical etc and other cadres recruited through the Delhi Subordinate Staff Selection Board/UPSC. Refresher trainings are imparted to all levels of employees on topics such as Functional Efficiency, Managerial Competence, Essential Life Skills, General Awareness and Good Governance. LOCATION The Directorate is located in East Delhi and is easily accessible by Metro and Bus service. At present, the nearest Metro Stations are Karkardooma on the Vaishali Line and Welcome on the Dilshad Garden Line. This year the Karkardooma Court Metro Station on the Shiv Vihar Line is likely to be operational, which will be within a kilometre from the Directorate. For outstation participants, the New Delhi, Old Delhi and Nizamuddin Railway Stations are 10 km approximately from the Directorate. The Anand Vihar Railway Station and Inter State Bus Terminal are only 5 km away. The Inter-State Bus Terminal at Kashmere Gate is about 8 km away. The Airport, however, is about 30 km away. CAMPUS The Directorate has its campus in East Delhi. The Campus is spread in an area of 9000 sq mtrs. having an Administrative Block, an Officers Hostel Block and a Residential Block. Administrative Block consists of offices and training facilities. At present there are 5 Training Rooms, 2 Conference Rooms, a Computer Lab, a 160-seat Auditorium and a Library, all air-conditioned. Training Rooms, Conference Rooms and Computer Lab have LED Projectors, Interactive Boards, and other audio-visual facilities. The Library has a collection of about 15000 books on various subjects. There is a Guesthouse for outstation faculties and participants. The Hostel Block consists of 25 suites (24 double-occupancy and 1 single suite for persons with disabilities). It also has a Mess, Gym and Recreation Room for the use of the Probationers during their stay in the Hostel. The Residential Block consists of Type I to Type IV quarters. AIM The Directorate over the years has grown into a Training Institute of repute. Today, it conducts courses on a vast variety of topics for diverse cadres of employees helping them to bridge the gap between expected and actual performance. Trainings have been conducted for other States Administrations also. There is an endeavour to constantly refine its role and responsibilities to meet the needs of the changing times. The Directorate is committed to impart quality training to help make training an enjoyable experience for the employees/trainees, so that they are equipped to take up the challenge of delivering citizen centric governance. 3 ABOUT THE TRAINING CALEN DAR The Directorate has scheduled 208 Refresher training courses in the Annual Training Calendar for the year 2018-19. The refresher courses address the training needs of various levels of employees. These Refresher courses are designed to improve the Knowledge, Skills and Attitude of the employees and to keep them abreast with new concepts in administrative functioning. The Refresher Courses have been divided into different categories as under: - Level of Category Training Areas No. employees 1 Functional Personnel & Establishment Matters, Vigilance All Levels Efficiency Matters, Office Procedure, Accounts Matters, Pay Fixation, Hindi ka Karyalaya Mein Prayog, Public Procurement under GFR 2017, Settlement of Pensionary Benefits, as well as trainings organised for celebrating Vigilance Awareness Week & Rashtriya Ekta Diwas. 2 Managerial Management of Contracts, Project Management, Senior and Competence Incident Command System-Planning and Middle Level Management in case of Disaster, Procure to Purchase Cycle, Budget Preparations-Executions & Monitoring and Peoples Participation and Public Partnership. 3 Essential Life Managing Hours, Art of Communication, Creating All Levels Skills Leaders, Team Building, Managing Stress and Anger, Understanding DOs and DON'Ts in the Workplace, Civic Sense and Etiquette, Self Defence Skills for Women (Level I, II & III) 4 General Sensitisation for Prevention of Sexual Harassment at All Levels Awareness workplace, Complaint Handling Mechanism for Sexual Harassment Committee Members, Rights and Welfare of Persons with Disabilities, Gender Sensitisation, Rights and Welfare of Senior Citizens, Retirement Planning, Protecting the Rights of Children, Minorities Issues, Consumer Rights, Environment and Climate Change, Civil Rights and Human Rights, Sensitisation Programme regarding North East India, Sensitisation Programme on Prevention of Atrocities against SC/ST, Cashless/e- Transactions. 5 Good Governance RTI for non-gazetted employees, Ethics and Values, All Levels e-Governance, Recommendations of the 2nd ARC, Basic Computer Operations, Computer Operations (Advanced Course), E-office training etc. 4 Experience has helped fine tune the overall approach to the Training Calendar. Frequency and periodicity of the training programmes have been kept according to the relevance and the demand for the courses. New Courses The following new courses are being introduced this year: Public Procurement under GFR 2017 Settlement of Pensionary Benefits On Demand Courses In addition to these scheduled calendar trainings, the Directorate also intends to organise trainings on the specific requirements of individual Departments /Organisations. The Directorate has encouraged Departments to indicate its specific training needs particular to the functions and domain knowledge of the Department. In the previous year, the Directorate organised such trainings for different departments, some of which are listed below: Prevention of Domestic Violence for Delhi Womens Commission Pre-posting training for Tehsildars and BDOs for Revenue Department LG Listening Post training for all departments of GNCTD Training of Accounts Officers for Finance Department GeM training for Tihar Jail Staff Training for Customer Care and Control Room Staff for handling Grievances related to Water Emergencies for DJB Family Planning Logistics Information

India is the world’s second-largest telecommunications market with a subscriber base of 1.15 billion. India’s growing mobile economy now constitutes about 98% of all telephone subscriptions. The mobile industry has witnessed exponential growth over the last few years driven by affordable tariffs and expanding 3G and 4G coverage. India is now the global leader in monthly data consumption, with average consumption per subscriber per month increasing 133 times from 62 MB in 2014 to 8.74 GB (Source: DoT Annual Report 2018-19). 2. The telecom Industry has invested over INR 10.44 lakh crores1 in setting up world class mobile networks over the last 20 years and has committed around INR 3.68 Lakh crores2 in spectrum through auctions since 2010. However, the revenues and profitability have declined significantly. The debt burden is well over INR 7Lakh Crores, and there is still significant investment required in the future. 3. The industry stress is well acknowledged by all stakeholders including the government. With the recent AGR judgement, the situation has become even more critical. 4. This is with reference to the sale of Illegal Repeaters/mobile signal Boosters on e-Commerce Websites/online Platforms which causes Spectrum interference to the Telecom Service Providers network signals. 2. Boosters or repeaters, as they are commonly called, have become increasingly installed over the last few years. The equipment works by drawing in available mobile tower signals in low connectivity areas and amplifying and distributing it in small, concentrated locations, such as a building or a cluster of buildings. In the past, boosters have been used by the operators in areas, where mobile towers cannot be installed easily. 3. As per established norms, Telecom Service Providers (TSPs) install such repeaters after thorough inspections, only after a request is raised or there is a requirement. The TSPs make sure that installing a repeater doesn’t hamper the network coverage for people outside the distribution area and does not interfere with other TSPs allotted spectrum frequency. 4. The grey market outlets and online ecommerce stores are making illegal low cost repeaters available for anyone to buy and install illegally. The concern is that, such wide band devices draw in network signals to provide connectivity to a particular building or area in an unregulated manner, thereby depleting the network strength in other surrounding areas and results into call drops and depleted network quality.
