India is the world’s second-largest telecommunications market with a subscriber base of 1.15 billion. India’s growing mobile economy now constitutes about 98% of all telephone subscriptions. The mobile industry has witnessed exponential growth over the last few years driven by affordable tariffs and expanding 3G and 4G coverage. India is now the global leader in monthly data consumption, with average consumption per subscriber per month increasing 133 times from 62 MB in 2014 to 8.74 GB (Source: DoT Annual Report 2018-19). 2. The telecom Industry has invested over INR 10.44 lakh crores1 in setting up world class mobile networks over the last 20 years and has committed around INR 3.68 Lakh crores2 in spectrum through auctions since 2010. However, the revenues and profitability have declined significantly. The debt burden is well over INR 7Lakh Crores, and there is still significant investment required in the future. 3. The industry stress is well acknowledged by all stakeholders including the government. With the recent AGR judgement, the situation has become even more critical. 4. This is with reference to the sale of Illegal Repeaters/mobile signal Boosters on e-Commerce Websites/online Platforms which causes Spectrum interference to the Telecom Service Providers network signals. 2. Boosters or repeaters, as they are commonly called, have become increasingly installed over the last few years. The equipment works by drawing in available mobile tower signals in low connectivity areas and amplifying and distributing it in small, concentrated locations, such as a building or a cluster of buildings. In the past, boosters have been used by the operators in areas, where mobile towers cannot be installed easily. 3. As per established norms, Telecom Service Providers (TSPs) install such repeaters after thorough inspections, only after a request is raised or there is a requirement. The TSPs make sure that installing a repeater doesn’t hamper the network coverage for people outside the distribution area and does not interfere with other TSPs allotted spectrum frequency. 4. The grey market outlets and online ecommerce stores are making illegal low cost repeaters available for anyone to buy and install illegally. The concern is that, such wide band devices draw in network signals to provide connectivity to a particular building or area in an unregulated manner, thereby depleting the network strength in other surrounding areas and results into call drops and depleted network quality.
