This subject paper is intended to be a research paper delving into different views and analyses from various sources. The views and analyses as contained in this paper are intended to stimulate public discussion and input to the planning process of the "HK2030 Study" and do not necessarily represent the views of the HKSARG. WORKING PAPER No. 30 BROADBRUSH ENVIRONMENTAL COMPARISON OF DEVELOPMENT OPTIONS Purpose 1. This paper provides the broad-brush environmental comparison of the development options formulated under the Reference Scenario of the HK2030 Study and an overview of the environmental issues related to the options. It should be noted that the current assessment is part of the staged Strategic Environmental Assessment (SEA) of the HK2030 Study and there are still uncertainties as regards many of the current results. Reference Scenario and development options 2. The Reference Scenario has been developed under the HK2030 Study illustrating the key planning assumptions as well as land use and infrastructure requirements, based on which the long-term spatial development patterns would be formulated and assessed. Under the Reference Scenario, a population of 9.2 million and an employment of 4.0 million by 2030 have been assumed (a summary of the key planning assumptions is at Annex A). 3. With the forecasted demand, various planning choices, including intensification of existing and planned development areas as well as identification of new growth areas, are devised to accommodate the additional demand for various land uses. After that, an Initial Scoping Exercise has been conducted to identify the more realistic and practical development options by examining the key considerations of various planning choices.

PalaeozoicRocks of the San Tin Group Classification and Distribution The sedimenmryrocks of this Palaeozoicbasin (the San Tin Group) occupy a northeasterly,curving, faulted, irregular belt at least 25 km long and up to a maximum of 4 km in width. This fault-bounded basinextends northwards into Shenzhenand Guangdong,and south throughTuen Mun. Bennett (1984c) outlined the basic structureof the areaas a narrow grabenbetween the CastlePeak and the Sung Kong granites,and noted the presenceof metasedimenmryrocks of the Repulse Bay Formation and the Lok Ma ChauFormation. The San Tin Group is divided into two formations; a lower, largely calcareousYuen Long Formation, and an upper, mostly arenaceous/argillaceousLok Ma ChauFormation (Langford et ai, 1989)(Figure5). Yuen Long Formation The Yuen Long Fonnation was named by Lee (1985) to distinguish the concealed marbles and limestonesof the Yuen Long area from the better known clastic rocks belonging to the establishedand exposed Lok Ma Chau Fonnation (Bennett, 1984b). The distinctive carbonate lithologies were originally recognised by Ha et al (1981), who suggested that they probably belonged to the CarboniferousPeriod. General supportfor a Carboniferousage was provided by the strike of the rocks which could be traced northeastwardsinto Shenzhen,where unpublished1:50 000 geologicalmapping of the Shenzhen,Special Economic Zone apparently showed similar lithologies classified as Lower Carboniferous(Visean) (Lai & Mui, 1985). The Yuen Long Fonnation is overlain by the Lok Ma Chau Fonnation. The boundary betweenthe two fonnations is in places gradationalbut in others sharp and probably unconfonnable.The presenceof beds of marble intercalatedwith the lowest metasiltstonesin someboreholes is interpretedby Langford et al (1989) to be a gradual passagefrom a dominantly calcareoussequence to one of largely clastic material.

LCQ21: San Tin/Lok Ma Chau Development Node Following is a question by the Hon Holden Chow and a written reply by the Secretary for Development, Mr Michael Wong, in the Legislative Council today (May 26): Question: The Government commenced a study on the proposed San Tin/Lok Ma Chau Development Node (STLMC DN) in 2019. According to the preliminary projections, STLMC DN, covering a total area of about 320 hectares, can provide about 31 000 residential flats for accommodating around 84 000 residents, and create around 64 000 job opportunities. In this connection, will the Government inform this Council: (1) as the Government has indicated that the 57-hectare enterprise and technology park in STLMC DN can tie in with the development of the Hong Kong- Shenzhen Innovation and Technology Park in the Lok Ma Chau Loop, of the positioning of the enterprise and technology park, and how the two parks will create synergy effects; (2) as the first resident intake of STLMC DN is expected to take place in 2032 but the Northern Link Phase 2 is not expected to be completed until 2034, whether the Government will consider expediting the progress of the railway project, so as to meet the public transport service demand of the first batch of residents who will move into STLMC DN; and (3) whether it has plans to reserve land in the enterprise and technology park for industrial use, as well as attract, through tenancy incentives, local manufacturers of traditional industries to upgrade their production lines and relocate them to the park, so as to promote re-industrialisation in Hong Kong? CB(1)477/03-04(02) LEGISLATIVE COUNCIL PANEL ON TRANSPORT Progress Update on the Installation of Speed Enforcement Camera and Red Light Camera Systems Introduction This paper updates Members on the progress of the installation of speed enforcement camera and red light camera systems. Background Speed Enforcement Cameras 2. Driving in excess of speed limits on the road has contributed to the occurrence and severity of most traffic accidents. Overseas experience shows that installation of speed enforcement cameras (SECs) at strategic locations is a useful means to combat speeding effectively. 3. Before January 1999, there were only 10 locations along Tolo Highway and Fanling Highway that were installed with SEC on- site equipment. In January 1999, we consulted this Panel on our proposal to expand the coverage of SECs to 60 other locations at strategic roads and expressways, and to place eight cameras at these locations on a rotational basis. The funding requirement for the procurement of cameras and computer systems, installation works, testing of equipment and contingencies was estimated to be $25.16m. Members supported the proposal. We subsequently secured the Finance Committee (FC)’s funding approval for the project in July 1999. However, as the price of the successful bid was lower than our estimate, we decided to add another 15 locations to the project, then making a total of 75 locations. The project was scheduled to be completed by September 2002. The list of locations is at Annex A. - 2 - Red Light Cameras 4. The red light camera (RLC) system aims to deter drivers from red light jumping which accounts for more than 80% of traffic signal offences.
