The highest incidences (>20%) occur in rural areas without a gas grid connection where widespread development has been limited and where properties are older and are of predominatly solid wall construction. Additionally, there is a high percentage of rural households with lower than average levels of income

because of sparsity/density factors.

The urban centres of Barnstaple and Ilfracombe predominantly comprise older dwellings with solid brick external walls.

Within these 2 urban centres are located 5 lower Super output areas ranking in the 20% most deprived areas in .

There are clear links between fuel poverty and tenure.

North Devon Council’s most recent house condition survey indicated that although the average SAP rating for dwellings in compares favourably with the national average this masks significant differences in tenure of occupancy.

The social housing stock is most energy efficient whereas the least energy efficient homes are in the private rented sector. The lowest mean SAP rating is for dwellings constructed pre-1919 particularly those which have been converted into flats. These types of dwellings are typically privately rented, often in multiple occupation and located in the most deprived LSOA’s in the 2 urban centres.

North Devon’s Health profile for 2011 indicates that Excess Winter Deaths are higher than the National Average and also are the second highest in the South West Region.

Excess winter deaths are defined as the ratio of excess winter deaths (observed winter deaths minus expected deaths based on non-winter deaths) to average non-winter deaths.

Although the rates in North Devon are higher than is the case Nationally and Regionally the difference is not statistically significant but remains a significant public health problem.

Excess winter deaths and morbidity , particularly in the elderly are closely associated with indoor air temperatures (‘Low indoor air temperatures and morbidity in the elderly’ KJ Collins. Age and Ageing 1986)

The most commonly encountered category 1 hazards in the home are those associated with excess cold arising from inadequate or inefficient heating and/or thermal insulation.

Cold also impairs movement and sensation, and a lowered body temperature affects mental functioning such that falls are more likely in the cold.

In Devon over 1000 people over 65 suffered hip fractures (Devon Health Profile 2012) at an estimated cost to the NHS of

£27M.

Hip fractures in the elderly carry an additional risk of complications through secondary infections such as pneumonia which may affect the incidence of mortality.

North Devon District housing stock differs from the average age profile for England in that there is a significantly higher proportion of pre-1919 dwellings.

Properties constructed in the were of solid wall construction typically displaying thermal transmittance values of 2.1 W/M2/’C for walls compared with 1.5 W/m2/’C for cavity walls constructed in the post 1945 era and 1.0 W/m2/’C for dwellings with insulated cavities.

Dwellings constructed to current Building Regulation standard for thermal insulation display thermal transmittance values of 0.25W/m2/’C.

In most dwellings heat loss through external walls represents approximately 30-40% of total heat loss.

The insulation of external walls to current energy efficiency standards is relatively straightforward but is expensive.

It is easier and cheaper to insulate external walls using proprietory claddings but this technique may be constrained where there are disparate ownerships or environmental or Planning considerations prevail.

External cladding has been employed most extensively and successfully in areas of social housing where ownership consents are simple, design features are consistent and economies of scale are readily achieved.

Internally wall insulation using thermal plasterboards is aesthetically superior but expensive. There is an inevitable reduction in room size but narrow profile contemporary thermal boards are now widely available with performance achievement to current Building Regulations and above.

Installation skills are more demanding and greater attention to detailing is necessary to cater for electrical installations, window reveals etc. which increases cost, as does the necessity to remove and refit kitchen and bathroom appliances.

These costs may be offset in situations where installation accompanies a more extensive renovation including internal replastering.

The Energy Company Obligation contains a range of measures and funding opportunities which will have a significant impact for many areas and households in North Devon.

ECO is intended to combine with green deal to make these measures affordable but importantly will also be used to provide insulation and heating measures to low-income and vulnerable households and insulation measures to low income communities.

The carbon savings Community Obligation (CSCo) is intended to deliver measures in areas selected using the Indices of Multiple Deprivation (IMD) in England. The lowest 15% of lower super output areas ranked in the IMD will qualify for inclusion within the CSCo element of ECO.

Additionally, a further 20% of activity may be undertaken in LSOA’s adjoining those qualifying Lower super output areas.

There are 5 LSOA’s in North Devon which qualify :-
