I now 3 call to order this fifth daytime portion of the 4 public hearing of the Maine Department of 5 Environmental Protection and the Land Use Planning 6 Commission on the New England Clean Energy Connect 7 project. 8 I just want to mention we have extra copies 9 of today's agenda on the back table. Just to remind 10 everybody to silence and turn off your cell phones so 11 that there are no interruptions. And also just a 12 reminder again, turn the mics on, make sure you speak 13 into the mics when you're speaking, turn them off 14 when you're done. 15 Today, we're going to have group witnesses 16 from Group 1 and Group 6. And so at this time, I'd 17 like to swear in the witnesses who are here. If I 18 have to do it again later this morning, that's fine, 19 but we'll start with all of the witnesses that are 20 here that plan to speak today. If you'd stand and 21 raise your right hand. We've 2 got Mr. Haynes and Ms. McMahon and if you would step 3 up to the witness table that would be great. Thank 4 you. 5 ROBERT HAYNES: Thank you for having us here 6 today. I believe we have 10 minutes to make to make 7 our presentation and Ms. McMahon will be leading that 8 off for Group 1. 9 MS. MILLER: Can you speak into the 10 microphone, please? 11 ROB HAYNES: Good morning. Thank you for 12 having us here. Group 1, I believe, has 10 minutes 13 and if we had a signal at 7 minutes or so that would 14 be wonderful. Ms. McMahon will lead off the 15 testimony. 16 MS. MILLER: Thank you. 17 JANET MCMAHON: Good morning. My name is 18 Janet McMahon. I'm an ecologist who has worked for 19 40 years doing landscape scale conservation planning 20 for public and private landowners in all corners of 21 the state. My testimony focuses on the adverse 22 impacts of habitat fragmentation that would be caused 23 by 53.5 mile long Segment 1. It is not possible to 24 build a new energy infrastructure project of this 25 size without unreasonable adverse impacts on Dostie Reporting 7 Morrissette Lane Augusta, ME 04330 (207) 621-2857 11 1 wildlife, the project is simply too big. The 2 Applicant does not acknowledge that there are 3 critical regional ecological values that will be 4 impacted by this project. The Applicant does not 5 demonstrate an understanding of basic conservation 6 biology principals such as how permanently dividing 7 large forest blocks into smaller ones or changing 8 their shape can negatively impact forest wildlife 9 species because of edge effects. 10 The proposed transmission corridor would 11 pass through the heart of western Maine mountains.

    4 England An Eyewitness Report SUSANNE MILLER Born in 1915 in Sofia, Bulgaria, Susanne Miller was raised in Vienna. In 1935 Miller emigrated to England, where she worked with the Internationaler Sozialistischer Kampf- bund (ISK) and the British Labour Party. After World War II, she went to Germany with her future husband, Willi Eichler. In 1952 she began working for the National Execu- tive Committee of the Social Democratic Party (SPD). She headed the SPD's Historical Commission from its establishment in 1982 until 1990. Miller received her Ph.D. in history in 1963. She subsequently joined the Commission for the History of Parliamentari- anism and Political Parties. Together with Heinrich Potthoff, she wrote A History of Ger- man Social Democracy from 1848 to the Present (1982). She has published widely in the field of German and Austrian labor and political history. This report was written in 1991. Perception is determined not only by its object but also by its subject, by the person who perceives, experiences, judges, and remembers his or her observations, impressions, and feelings. I think, therefore, that I should first introduce this person - myself. I wish to state from the outset that my biography, my motives, and my experiences cannot be regarded as typical for women emigres in England. I was brought up in Vienna in a rather well-to-do and conservative family of Jewish descent but was christened as a small child and learned practically nothing about the Jewish religion. Born in 1915, I went to the University of Vienna in 1932 to study history, English, and philosophy.

THE IDEA OF FREEDOM IN GERMAN HISTORY Comment on the Seventeenth Annual Lecture of the GHI, November 20, 2003 Ju¨rgen Kocka Free University Berlin and Wissenschaftszentrum Berlin Here at the German Historical Institute it may be appropriate to comment on Professor Foner’s lecture by using it as an invitation to reflect on some German parallels and contrasts to this American narrative. I shall not have time to become fully comparative, but I do want to take the American example as a point of departure for a view of the German case which, in turn, might throw some indirect light on the story that was just told so well. In most respects the German case appears as a contrasting case. The German-American differences are overwhelming, certainly up to 1945, less so in the Cold War era, slightly more manifest again in the most recent period. The concept of Freiheit—freedom or liberty—did not play such a fundamental and central role in modern Germany’s self- understanding, politics, and symbolism.

Strauss' antimodern thinking by a philosophical reading of Strauss' writing. He presented Strauss as a conscious objector within modernity whose thinking ignored the traditions of freedom and independence, which he sees as important characteristics in nineteenth- century German philosophy. Some of the questions posed in the discussion dealt with the notion of an inherent authoritarianism in Strauss' educational theories, as pointed out by Robert Pippin and Simone Chambers. In commenting on Pippin's and Söllner's papers, Mansfield suggested that a possible explanation for Strauss' lack of treatment of German philosophy in the nineteenth century can be seen in Strauss' critique of the then prevailing contempt toward Greek authors, particularly Xenophon, and also in the emerging concept of history. He further showed the importance of dialogue in Strauss' thinking, thus refuting claims as to notions of absolute truths and ideology in the Straussian method. Hartmut Lehmann suggested the concept of secularization to describe Strauss' intellectual development as a German emigrant to the United States and criticized the characterization of Strauss as a German mandarin, emphasizing the transformation of his work as a result of emigration.

Rose1 Abstract This article investigates the reconstruction of the Frankfurt Paulskirche as a symbol of German democratic identity after World War II. The place memory of the Paulskirche is deeply rooted in the 1848 Parliament which anticipated the formation of a German democratic state. The church provided postwar Germans with a physical anchor for their sense of history and feelings of Heimat. This place identity pervades post-1945 debates about the reconstruction of the church and the appropriate uses of that space in the context of Frankfurt’s devastated urban and political landscape. Despite this, the place identity of the Paulskirche remains understudied in the historiography. Rental agreements and correspondence reveal dynamic exchanges between city leaders, mainly members of the Social Democratic Party, and their constituents.
