    June 23, 2016 Offensive against the Syrian City of Manbij May Be the Beginning of a Campaign to Liberate the Area near the Syrian-Turkish Border from ISIS Syrian Democratic Forces (SDF) fighters at the western entrance to the city of Manbij (Fars, June 18, 2016). Overview 1. On May 31, 2016, the Syrian Democratic Forces (SDF), a Kurdish-dominated military alliance supported by the United States, initiated a campaign to liberate the northern Syrian city of Manbij from ISIS. Manbij lies west of the Euphrates, about 35 kilometers (about 22 miles) south of the Syrian-Turkish border. In the three weeks since the offensive began, the SDF forces, which number several thousand, captured the rural regions around Manbij, encircled the city and invaded it. According to reports, on June 19, 2016, an SDF force entered Manbij and occupied one of the key squares at the western entrance to the city. 2. The declared objective of the ground offensive is to occupy Manbij. However, the objective of the entire campaign may be to liberate the cities of Manbij, Jarabulus, Al-Bab and Al-Rai, which lie to the west of the Euphrates and are ISIS strongholds near the Turkish border. For ISIS, the loss of the area is liable to be a severe blow to its logistic links between the outside world and the centers of its control in eastern Syria (Al-Raqqah), Iraq (Mosul). Since then, the damage to objects; coins; policy archaeological heritage has been well documented, and the issue of terrorist funding explored, but hardly any research has been conducted into the organization and operation of theft and trafficking of cultural objects inside Syria. As a first step in that direction, this paper presents texts of interviews with seven people resident in Syria who have first-hand knowledge of the trade, and uses information they provided to suggest a model of socioeconomic organization of the Syrian war economy regarding the trafficking of cultural objects.     Abstract Title of Thesis: RACE ACROSS BORDERS: RACE AND TRANSNATIONALISM IN THE FIRST SYRIAN-AMERICAN COMMUNITY, 1890-1930 Zeinab Emad Abrahim, Master of Arts, 2013 Thesis Directed By: Professor, Madeline Zilfi Department of History This research explores the transnational nature of the citizenship campaign amongst the first Syrian Americans, by analyzing the communication between Syrians in the United States with Syrians in the Middle East, primarily Jurji Zaydan, a Middle-Eastern anthropologist and literary figure. The goal is to demonstrate that while Syrian Americans negotiated their racial identity in the United States in order to attain the right to naturalize, they did so within a transnational framework. Placing the Syrian citizenship struggle in a larger context brings to light many issues regarding national and racial identity in both the United States and the Middle East during the turn of the twentieth century.     THE JOHN MARSHALL REVIEW OF INTELLECTUAL PROPERTY LAW BEYOND THE DESTRUCTION OF SYRIA: CONSIDERING A FUTURE IN SYRIA AND THE PROTECTION OF THE RIGHT TO CULTURE SARAH DÁVILA-RUHAAK ABSTRACT Although the right to culture has been widely recognized under international human rights, its reach and practical application has been limited in cultural preservation efforts. Individuals and communities that attempt to be part of the decision-making process in preservation efforts often face barriers to access in that process. The need to re-conceptualize the right to culture is vital for its protection and preservation. This article proposes that the right to self-determination must be utilized as a core fundamental principle that enables a disenfranchised individual or community to have ownership in preservation efforts and decide how to shape their identity. It further illustrates how incorporating the “ownership” element of the right to self- determination will strengthen the application of the right to culture in preservation efforts. The article utilizes the destruction of Syrian cultural heritage to discuss the need for further protections under international human rights law. Because Syrian cultural heritage is in peril, it is imperative that the right to culture of Syrians is strengthened for the survival of their culture and identity. Syrian cultural heritage must be preserved by the Syrians and for the Syrians, thus allowing them to directly shape who they are as a people. The conflict in Syria has been described as experiencing one of the most brutal civil wars in recent memory. At the same time, it bears the hallmarks of a deeply “internationalized” conflict, raising questions about the role of transnational forces in shaping its structural dynamics. Focusing on Syria’s conflict, I examine how different actors draw on transnational networks to shape the geographies of “wartime governance.” Wartime governance has been acknowledged by many scholars to be an important process of civil wars, and yet it is frequently conceptualized as a “subnational” or “local” process. For Syria’s opposition, I investigate how it both produces decidedly transnational spaces in Syria’s Northwest, while also illuminating the role of a particular network of actors in doing so. For the global jihadi network Daesh (known also as the Islamic State), I illustrate the contrast between its rhetoric of transnational jihad and its practices of governance, which is considerable.

    Parole de l’Orient 36 (2011) 111-125 THE ORIGIN OF THE TERMS ‘SYRIA(N)’ & SŪRYOYO ONCE AGAIN BY Johny MESSO Since the nineteenth century, a number of scholars have put forward various theories about the etymology of the basically Greek term ‘Syrian’ and its Aramaic counterpart Sūryoyo1. For a proper understanding of the his- tory of these illustrious names in the two different languages, it will prove useful to analyze their backgrounds separately from one another. First, I will discuss the most persuasive theory as regards the origin of the word ‘Syria(n)’. Secondly, two hypotheses on the Aramaic term Sūryoyo will be examined. In the final part of this paper, a new contextual backdrop and sharply demarcated period will be proposed that helps us to understand the introduction of this name into the Aramaic language. 1. THE ETYMOLOGY OF THE GREEK TERM FOR ‘SYRIA(N)’ Due to their resemblance, the ancient Greeks had always felt that ‘Syr- ia(n)’ and ‘Assyria(n)’ were somehow onomastically related to each other2. Nöldeke was the first modern scholar who, in 1871, seriously formulated the theory that in Greek ‘Syria(n)’ is a truncated form of ‘Assyria(n)’3.     7/2019 From Cold War to Civil War: 75 Years of Russian-Syrian Relations — Aron Lund PUBLISHED BY THE SWEDISH INSTITUTE OF INTERNATIONAL AFFAIRS | UI.SE Abstract The Russian-Syrian relationship turns 75 in 2019. The Soviet Union had already emerged as Syria’s main military backer in the 1950s, well before the Baath Party coup of 1963, and it maintained a close if sometimes tense partnership with President Hafez al-Assad (1970–2000). However, ties loosened fast once the Cold War ended. It was only when both Moscow and Damascus separately began to drift back into conflict with the United States in the mid-00s that the relationship was revived. Since the start of the Syrian civil war in 2011, Russia has stood by Bashar al-Assad’s embattled regime against a host of foreign and domestic enemies, most notably through its aerial intervention of 2015. Buoyed by Russian and Iranian support, the Syrian president and his supporters now control most of the population and all the major cities, although the government struggles to keep afloat economically. About one-third of the country remains under the control of Turkish-backed Sunni factions or US-backed Kurds, but deals imposed by external actors, chief among them Russia, prevent either side from moving against the other. Unless or until the foreign actors pull out, Syria is likely to remain as a half-active, half-frozen conflict, with Russia operating as the chief arbiter of its internal tensions – or trying to. This report is a companion piece to UI Paper 2/2019, Russia in the Middle East, which looks at Russia’s involvement with the Middle East more generally and discusses the regional impact of the Syria intervention.1 The present paper seeks to focus on the Russian-Syrian relationship itself through a largely chronological description of its evolution up to the present day, with additional thematically organised material on Russia’s current role in Syria.
