June 23, 2016 Offensive against the Syrian City of Manbij May Be the Beginning of a Campaign to Liberate the Area near the Syrian-Turkish Border from ISIS Syrian Democratic Forces (SDF) fighters at the western entrance to the city of Manbij (Fars, June 18, 2016). Overview 1. On May 31, 2016, the Syrian Democratic Forces (SDF), a Kurdish-dominated military alliance supported by the United States, initiated a campaign to liberate the northern Syrian city of Manbij from ISIS. Manbij lies west of the Euphrates, about 35 kilometers (about 22 miles) south of the Syrian-Turkish border. In the three weeks since the offensive began, the SDF forces, which number several thousand, captured the rural regions around Manbij, encircled the city and invaded it. According to reports, on June 19, 2016, an SDF force entered Manbij and occupied one of the key squares at the western entrance to the city. 2. The declared objective of the ground offensive is to occupy Manbij. However, the objective of the entire campaign may be to liberate the cities of Manbij, Jarabulus, Al-Bab and Al-Rai, which lie to the west of the Euphrates and are ISIS strongholds near the Turkish border. For ISIS, the loss of the area is liable to be a severe blow to its logistic links between the outside world and the centers of its control in eastern Syria (Al-Raqqah), Iraq (Mosul). Moreover, the loss of the region will further 112-16 112-16 2 2 weaken ISIS's standing in northern Syria and strengthen the military-political position and image of the Kurdish forces leading the anti-ISIS ground offensive. -

KIELSGARD* AND TAM HEY JUAN JULIAN** ABSTRACT This Article argues that counter-terrorism policies and formal law in many states in the East and Southeast Asian region are feeding the cur- rent spike in terror activity rather than reducing it. Regional govern- ment’s unrelated policy objectives and failure to implement or comply with norms conducive to fair treatment of “at risk” communities and their failure to adopt a prospective approach to countering terrorism is making the problem worse. This Article employs a comparative methodol- ogy of key states in the region, including China and its marginalization and forcible assimilation of minority Uighur populations; Indonesia and its radicalized majority population under a sympathetic or tolerant leadership; and Thailand, a country locked in internal strife with domestic elements seeking self-determination. It will first discuss contem- porary models of counter-terrorism, then detail relevant measures adopted in the subject states followed by an analysis concluding that, though differing in specific initiatives, these states share a functional commonal- ity motivated by objectives unrelated to counter-terrorism leading to a resultant commonality of increased terror activity. Moreover, these argu- ments are equally relevant to other countries in the region such as the Philippines and Malaysia. Abstract Title of Thesis: RACE ACROSS BORDERS: RACE AND TRANSNATIONALISM IN THE FIRST SYRIAN-AMERICAN COMMUNITY, 1890-1930 Zeinab Emad Abrahim, Master of Arts, 2013 Thesis Directed By: Professor, Madeline Zilfi Department of History This research explores the transnational nature of the citizenship campaign amongst the first Syrian Americans, by analyzing the communication between Syrians in the United States with Syrians in the Middle East, primarily Jurji Zaydan, a Middle-Eastern anthropologist and literary figure. The goal is to demonstrate that while Syrian Americans negotiated their racial identity in the United States in order to attain the right to naturalize, they did so within a transnational framework. Placing the Syrian citizenship struggle in a larger context brings to light many issues regarding national and racial identity in both the United States and the Middle East during the turn of the twentieth century. Considering a Future in Syria and the Protection of the Right to Culture
THE JOHN MARSHALL REVIEW OF INTELLECTUAL PROPERTY LAW BEYOND THE DESTRUCTION OF SYRIA: CONSIDERING A FUTURE IN SYRIA AND THE PROTECTION OF THE RIGHT TO CULTURE SARAH DÁVILA-RUHAAK ABSTRACT Although the right to culture has been widely recognized under international human rights, its reach and practical application has been limited in cultural preservation efforts. Individuals and communities that attempt to be part of the decision-making process in preservation efforts often face barriers to access in that process. The need to re-conceptualize the right to culture is vital for its protection and preservation. This article proposes that the right to self-determination must be utilized as a core fundamental principle that enables a disenfranchised individual or community to have ownership in preservation efforts and decide how to shape their identity. It further illustrates how incorporating the “ownership” element of the right to self- determination will strengthen the application of the right to culture in preservation efforts. The article utilizes the destruction of Syrian cultural heritage to discuss the need for further protections under international human rights law. Because Syrian cultural heritage is in peril, it is imperative that the right to culture of Syrians is strengthened for the survival of their culture and identity. Syrian cultural heritage must be preserved by the Syrians and for the Syrians, thus allowing them to directly shape who they are as a people. International Research and Documentation Center TRIAL OF ANWAR RASLAN and EYAD AL GHARIB Higher Regional Court – Koblenz, Germany Trial Monitoring Report 17 Hearing Dates: November 3 & 4, 2020 CAUTION: Some testimony includes descriptions of torture. Summaries/Highlights:1 Trial Day 41 – November 3, 2020 Prof. Dr. Rothschild, a 58-year old forensics expert from the University of Cologne, testified on the forensic analysis of the Caesar files which he and his colleagues conducted on behalf of the German Federal Criminal Police (BKA). He provided detailed explanations on the various injuries, possible signs of torture, and starvation, one of which he and his colleagues identified on almost every corpse in the Caesar files. His testimony paid special attention to Branch 251 and provided detailed insights into torture, as well as the devastating sanitary and overall detention conditions in Syrian detention facilities. Comparing other witness’ testimonies, Dr. Rothschild shared the evidence of certain torture mechanisms based on the medical examinations he and his team could conduct through the photos. Trial Day 42 – November 4, 2020 Mr. Hörl, a 22-year old criminal inspector for the German Federal Criminal Police (BKA), provided a short testimony on an electronic copy of a CV, which was found during the search of Raslan’s flat in Germany. He identified the name and experiences listed on the CV, which was verified by the court translators. The judges also read out a report by the German Intelligence Service (BND) on the structure, tasks and hierarchy of the Syrian intelligence services. The next day’s witness was summoned but chose not to testify, due to their relation to one of the defendants. -

COUNTRIES AT THE CROSSROADS COUNTRIES AT THE CROSSROADS 2011: SYRIA 1 RADWAN ZIADEH INTRODUCTION The Syrian Arab Republic was established as a French-controlled mandate at the end of World War I and became officially independent in 1946. After a period of intermittently-democratic rule and a short merger with Egypt from 1958 to 1961, the Arab Socialist Baath Party staged a coup in 1963, established a one-party government, and declared a state of emergency that remained in place for 48 years. A period of leadership transition among civilian ideologues and army officers, most of them members of the Alawite minority (adherents of an Islamic sect who comprise approximately 12 percent of the population) continued until 1970, when Alawite and Baath Party member General Hafez al-Assad assumed the presidency. The ongoing state of emergency, Alawite dominance of the security forces, and the omnipresence of the Baath Party enabled Hafez al-Assad to maintain strict authoritarian control over virtually all sectors of political and social life. The regime centralized the state‟s legislative, judicial, and executive institutions under its control, restricted virtually all forms of dissent, and prohibited the operation of all independent media. The new presidential system revolved around al-Assad‟s personal will and networks of social, economic, and military interests based on personal loyalty to the president. Syria‟s 1973 constitution designates the Baath as “the leader party in the state and society,” and the state is its sole source of funds, creating a very close relationship that renders indistinguishable the distinction between government institutions and ruling party. -

Viewpoints No. 99 Mission Impossible? Triangulating U.S.- Turkish Relations with Syria’s Kurds Amberin Zaman Public Policy Fellow, Woodrow Wilson Center; Columnist, Diken.com.tr and Al-Monitor Pulse of the Middle East April 2016 The United States is trying to address Turkish concerns over its alliance with a Syrian Kurdish militia against the Islamic State. Striking a balance between a key NATO ally and a non-state actor is growing more and more difficult. Middle East Program ~ ~ ~ ~ ~ ~ ~ ~ ~ On April 7 Syrian opposition rebels backed by airpower from the U.S.-led Coalition against the Islamic State (ISIS) declared that they had wrested Al Rai, a strategic hub on the Turkish border from the jihadists. They hailed their victory as the harbinger of a new era of rebel cooperation with the United States against ISIS in the 98-kilometer strip of territory bordering Turkey that remains under the jihadists’ control. Their euphoria proved short-lived: On April 11 it emerged that ISIS had regained control of Al Rai and the rest of the areas the rebels had conquered in the past week. Details of what happened remain sketchy because poor weather conditions marred visibility. But it was still enough for Coalition officials to describe the reversal as a “total collapse.” The Al Rai fiasco is more than just a battleground defeat against the jihadists. It’s a further example of how Turkey’s conflicting goals with Washington are hampering the campaign against ISIS. For more than 18 months the Coalition has been striving to uproot ISIS from the 98- kilometer chunk of the Syrian-Turkish border that is generically referred to the “Manbij Pocket” or the Marea-Jarabulus line.
