The principle changes from the previous standard are: a) Section 7.5 Non-overtaking Crests has been clarified to state that where Desirable Minimum crest curves have a length greater than FOSD/2, the Overtaking Section shall terminate at the vertical tangent point of the Desirable Minimum Crest curve. b) Figure 7.5 has been amended for clarity in terms of the direction of travel and the commencement and termination of overtaking sections. c) The Figure and Table numbering and references in Chapter 10 have been corrected. Archaeology and the National Roads Authority Dáire O’Rourke Bronze Age ditched enclosure (centre left) at Tullyallen 1, County Louth, on the M1 Drogheda Bypass (Valerie J Keeley Ltd) Functions of the National Roads Authority The National Roads Authority (NRA) was established in 1994, as an independent statutory body under the Roads Act 1993. The NRA’s primary function is to secure the provision of a safe and efficient network of national roads. Its current programme of new road schemes forms part of the government’s overall strategy for the improvement of national infrastructure. Why is government intervention necessary? On dual carriageways the speed limit for HGVs>7.5T is 50 mph. The average actual speed at which these HGVs travel in free flow conditions (when they are not held up by other traffic or obstructions such as junctions, hills or bends) is about 53 mph (excludes rigid 2 axle HGVs)1. More than 80% of HGVs exceed 50 mph in free-flow conditions. The limit is out of date and systematically ignored by professional HGV drivers. The proposal is to raise the speed limit on dual carriageway roads for these vehicles to 60mph, which would better reflect the capabilities of modern HGVs. Government intervention is necessary because speed is regulated by government, through speed limits, in order to balance the private benefits of speed of travel with the social costs and risks (such as related to safety) of high speeds. What are the policy objectives and the intended effects? The intention is to modernise the speed limit, improve compliance, make the limit more credible and legitimise the behaviour of professional drivers.

Edel Reynolds 2005 Supervisor: Dr. Ronan Foley Head of Department: Professor James Walsh Thesis submitted in partial fulfillment of the requirements of the M.A. (Geographical Analysis), Department of Geography, National University of Ireland, Maynooth. Abstract This thesis is about the conflict concerning the building of the MB motorway in an archaeologically sensitive area close to the Hill of Tara in Co. Meath. The main aim of this thesis was to examine the conflict between development and heritage in relation to the Tara/Skryne Valley; therefore the focus has been to investigate the planning process. It has been found that both the planning process and the Environmental Impact Assessment system in Ireland is inadequate. Another aspect of the conflict that was explored was the issue of insiders and outsiders. Through the examination of both quantitative and qualitative data, the conclusion has been reached that the majority of insiders, people from the Tara area, do in fact want the M3 to be built. This is contrary to the idea that was portrayed by the media that most people were opposed to the construction of the motorway.     Roundabouts Applying the 'System' to Roundabouts Let us suppose that you are on a dual carriageway approaching a roundabout (400m away). You are currently in the left lane and you intend to turn right at the roundabout. Information: - Take - You see the roundabout and its triangular warning signs in the distance. There are no vehicles between you and the roundabout but you see vehicles on the roundabout. Mirror check. There are two vehicles behind, both in the left lane. - Use - You know that you have to change to the right lane and that you will need to signal to change lane and then to signal continuously on the approach and through the roundabout (the standard Highway Code procedure for turning right at a roundabout)- Give - After checking your mirrors you signal right to the vehicles behind. Position: The right signal remains on for a few seconds and then gradually you move to the right hand lane (Information-Use/Give). When the manoeuver is complete you cancel the signal. After a few more seconds the right signal is re-applied to confirm to the drivers behind that you intend to turn right at the roundabout. Information: The speed and position of the vehicles behind are monitored as you approach the roundabout. An assessment is made of the movement of vehicles on the roundabout and those approaching it from the right and left. You look over the roundabout to see, if possible, vehicles approaching it from the opposite direction (Information-Take). Speed: As you approach the roundabout you begin to brake and lose speed smoothly and progressively (Information-Give).

During the construction of mountainous double lane highway, climbing lane plays a certain role for enhancing the traffic capacity. In order to explore traffic capacity improvement effect for different conditions of climbing lane, 20 representative models are chosen, which contain various combinations of alignment and traffic parameters. The changes of traffic capacity, average speed, delays, and saturation in models are obtained before and after the use of a climbing lane by means of numerical simulation. The results show that the use of a climbing lane could improve traffic capacity, average speed, while reducing delays and saturation.
