THE CORPORATION OF THE TOWN OF ARNPRIOR BY-LAWNO. 5413-06 BEING A BY-LAW TO AMEND THE OFFICIAL PLAN OF THE TOWN OF ARNPRIOR, BEING AMENDMENT NO. 10 The Council of the Corporation of the Town of Arnprior in accordance with the provisions of Sections 17 and 21 ofthe Planning Act, 1990, hereby enacts as follows: 1. Amendment No.IO to the Official Plan for the Town of Arnprior consisting ofthe attached Schedule "A" is hereby adopted. 2. That the Clerk is hereby authorized and directed to make application to the County of Renfrew for approval of Amendment No. 10 to the Official Plan for the Town of Amprior. 3. PART B- THE AMENDMENT consisting ofthe following Schedule "A" constitutes Amendment No.1 0 to the Official Plan for the Town of Arnprior. -2- PART A- THE PREAMBLE Purpose To re-designate the lands shown on Schedule "A" attached hereto from Airport to Airport Exception One to permit a plan of subdivision allowing the creation of freehold hangar lots on internal private roads. Location The lands affected by this amendment are described as Part of Lot 1 and 2, Concession 12, Town of Amprior and are located on the Amprior Municipal Airport property, as shown on the Key Plan found in Appendix I. Basis The Official Plan for the Town of Amprior was approved by the Minister of Municipal Affairs on January 27, 2000. This amendment constitutes the tenth amendment since its approval by the Minister. The Amprior Municipal Airport Commission wishes to re-designate portions of the Airport property to permit the creation of hangar lots. Due to recent cuts in government funding to municipal airports, the Amprior Municipal Airport has prepared a business plan to achieve financial viability. The creation and sale of the proposed lots, as well as the previously created lots, to private airplane owners will assist the Airport in achieving its goal of financial viability wile continuing an important service to the businesses and residents in the area. The amendment would re-designate an area of land on the Airport property within which hangar lots and internal private roads would be created through the subdivision process and allow for a shared washroom facility to be developed on a private well and septic system. The Official Plan currently requires lots to be created on public road frontage and requires new development to be serviced by public water and sewer services. The lands to be re-designated lie on the east side of the 3 71 acre Airport property and are in close proximity to long-established industrial uses including Amprior Aerospace. The lands to the east and the south of the Airport, include industrially designated lands, occupied by active farms. To the west of the Airport property are lands designated and used for Highway Commercial uses. - 3 - It is felt that the proposed re-designation is appropriate for the following reasons: The proposed uses will support and expand the existing Airport use; the proposed uses are compatible with the abutting industrial uses and industrial designations; the area to be serviced with private water and septic services is restricted to uses which are non intensive. The application was circulated to the County of Renfrew for pre-consultation, however no comments were provided. - 5 - PART B -THE AMENDMENT All of this part of the document entitled Part B - The amendment, consisting of Schedule 'A' constitutes Amendment No. 10 to the Official Plan for the Town of Amprior. Details of the Amendment The Official Plan is amended as follows: Schedule "A" of the Official Plan is hereby amended by re-designating those lands described as Part of Lots 1 and 2, Concession 12, Town of Amprior from Airport to Airport- Exception One, as shown on the attached Schedule "A". Stack Members of the Public (1) Councillor J. Lammert Councillor T. Peckett Mayor Gibeau called the meeting to order at 5:00 p.m. and welcomed those present. At the Mayor's request, staff noted requirements for oral or written submissions prior to adoption of the amending by-law for the purposes of the Ontario Municipal Board requirements. Staff confirmed that notice of this Public Meeting was placed in the Chronicle Guide on January 13th, 2006 and was sent out by first class mail to all property owners within 120m of the subject lands. All notification was done in accordance with the Ontario Planning Act and Ont. Regulation 199/96. No written comments were received prior to the public meeting. The subject lands are described as Part of Lot 2, Concession 12, and located at the end of Johnston Road. The proposed plan of subdivision consists of 24 lots on 2. 7 hectares ( 6. 7 acres) of current airport lands, to be subdivided and sold as private airplane hangar lots. The 24 individual lots range from 792.4 square metres to 988 square metres in area with frontages ranging from 18.3 metres to 24.7 metres. The subdivision would be serviced internally by a private road system, with direct access to one of the existing airport taxiways. Private water and septic services are required only for a common washroom facility to serve the proposed lots. The proposed Official Plan amendment would re-designate the lands to an Airport - Exception designation within which hangar lots and internal private roads are created through the subdivision process and allows for a shared washroom facility on a private well and septic system (terminal building). The proposed zoning by-law amendment would re-zone the lands to an Airport- Exception Two (A-E2) zone and to increase the lot coverage from 50% to 82% for the A-E2 zone. The floor was open to the public for comments. There were none. Robin Smith explained that if Council is satisfied that there are no outstanding issues or concerns, staff are proposing the adoption of a by-law to approve the Official Plan Amendment and a by-law to amend the zoning by-law to be brought forward at the next Council meeting. The requirement that the lands be zoned appropriately will be requested as a condition of draft approval of the plan of subdivision. Staff will forward the Subdivision Questionnaire, requested conditions and minutes and sign-in sheets from this meeting, to the County of Renfrew, approval authority for the Plan of Subdivision, for their consideration.
