Prispevki za novejšo zgodovino so znanstvena revija, izdaja jo Inštitut za novejšo zgodovino, Ljubljana, Kongresni trg 1. Revija objavlja izključno članke s področja novejše zgodovine. 2. V reviji so objavljeni prispevki v slovenskem jeziku, povzetki (summary) pa v angleškem ali nemškem ali italijanskem ali francoskem, izvleček (abstract) pa v angleškem. 3. Prispevek oddan uredništvu lahko obsega do 24 enostransko tipkanih strani s po 30 vrsticami na stran (43.200 znakov). Prispevek mora biti oddan na disketi (z navedbo urejevalnika) in v odtisu. Avtor mora navesti sledeče podatke: ime in priimek, akademski naslov, delovno mesto, ustanovo zaposlitve, njen naslov in morebitni naslov elektronske pošte (e-mail). 4. Oddani prispevek mora imeti tudi izvleček in povzetek (praviloma do 3000 znakov - 45 vrstic). Izvleček (do 250 besed) mora biti razumljiv sam po sebi brez branja celotnega besedila članka; pri pisanju se uporabljajo celi stavki; izogibati se je treba slabše znanim kraticam in okrajšavam. Izvleček mora vsebovati avtorjev primarni namen oziroma doseg članka, razlog zakaj je bil napisan ter opis tehnike raziskovalnega pristopa (osnovna metodološka načela). K izvlečku mora avtor dodati ključne besede, ki odražajo vsebino prispevka in so primerne za indeksiranje. Oddani prispevek mora imeti navedbo ustrezne klasifikacije - kategorije uveljavljene v sistemu COBISS (izvirni znanstveni članek, pregledni znanstveni članek, poljudni članek, ...). 5. Besedilo prispevka mora biti pregledno in razumljivo strukturirano, tako da je mogoče raz- brati metodo dela, rezultate in sklepe. Na koncu mora biti navedena uporabljena literatura in arhivski fondi. 6. Opombe morajo biti pisane enotno. So vsebinske (avtorjev komentar) in bibliografske (na- vedba vira, uporabljene - citirane literature). Bibliografska opomba mora ob prvi navedni vsebovati celoten naslov oz. nahajališče: ime in priimek avtorja: naslov dela (ko gre za objavo v reviji ali zborniku naslov le-tega), kraj in leto izida, strani (primer: monografija: Jurij Perovšek: Liberalizem in vprašanje slovenstva : nacionalna politika liberalnega tabora v letih 1918-1929. Ljubljana: Modrijan, str. ...; revija/zbornik : Ervin Dolenc: Slovensko zgodo- vinopisje o času med obema vojnama in kulturna zgodovina. V: Prispevki za novejšo zgo- dovino, 38, 1998, št. 1-2, str. 43-57.), nato pa se uporablja smiselna okrajšava (navajati: dalje ...). Pri navajanju arhivskih virov je treba navesti najprej arhiv (ob prvi navedbi celotno ime, v primeru da ga uporabljamo večkrat navesti okrajšavo v oklepaju), ime fonda ali zbirke (signaturo, če jo ima), številko fascikla (škatle) in arhivske enote; mogoče ja navesti tudi naslov navajanega dokumenta. 7. Prispevki so recenzirani; recenzije so anonimne. Na osnovi pozitivnega mnenja recenzentov je prispevek uvrščen v objavo. 8. Za znanstveno vsebino prispevka in točnost podatkov odgovarja avtor. 9. Uredništvo prejete prispevke lektorira, avtor lekturo pregleda in jo avtorizira. Uredništvo po- sreduje avtorju prvo korekturo prispevka, ki jo mora vrniti uredništvu v roku treh dni. širjenje obsega besedila ob korekturah ni dovoljeno. Pri korekturah je treba uporabljati ko- rekturna znamenja navedena v Slovenski pravopis (1962), Slovenski pravopis 1. Pravila (1990). Drugo korekturo opravi uredništvo. 10. Dodatna pojasnila lahko dobijo avtorji na uredništvu. 1 Periodična publikacija mora redno (v vsakem zvezku) objavljati navodila avtorjem, v katerih uredništvo avtorjem definira svojo uredniško politiko ter jim predstavi svoja vsebinska in tehnična na- vodila, katerih se morajo pri pripravi prispevka držati. Navodila avtorjem v znanstveni reviji Prispevki za novejšo zgodovino temeljijo na Navodilih za oblikovanje znanstvenih in strokovnih periodičnih publikacij, ki jih sofinancira Ministrstvo za šolstvo, znanost in šport Republike Slovenije (glej v spletni strani MŽZŠ: http//www.mszs.si/slo/znanost/sifranti/sifranti10.asp).     FORENSIC SCIENCE 17 doi: 10.3325/cmj.2012.53.17 Highly efficient nuclear DNA Irena Zupanič Pajnič, Barbara Gornjak Pogorelc, typing of the World War II Jože Balažic, Tomaž skeletal remains using three Zupanc, Borut Štefanič Institute of Forensic Medicine, Faculty of Medicine, University of new autosomal short tandem Ljubljana repeat amplification kits with the extended European Standard Set of loci Aim To perform an efficiency study of three new amplifi- cation kits with the extended European Standard Set (ESS) of loci for autosomal short tandem repeat (STR) typing of skeletal remains excavated from the World War II mass graves in Slovenia. Methods In the beginning of the 2011, we analyzed 102 bones and teeth using the PowerPlex ESX 17 System (Pro- mega), AmpFiSTR NGM PCR Amplification Kit (Applied Bio- systems), and Investigator ESSplex Kit (Qiagen). We cleaned the bones and teeth, removed surface contamination, and ground them into a powder using liquid nitrogen. Prior to DNA isolation with Biorobot EZ1 (Qiagen), 0.5 g bone or tooth powder was decalcified. Nuclear DNA of the samples was quantified using real-time polymerase chain reaction. All three kits used the same extract with the amplification conditions recommended by the manufacturers. Results We extracted up to 131 ng DNA/g of powder from the bones and teeth. All three amplification kits showed very similar efficiency, since DNA typing was success- ful with all amplification kits in 101 out of 102 bones and teeth, which represents a 99% success rate. Conclusion The commercially available ESX 17, ESSplex, and NGM kits are highly reliable for STR typing of World Received: August 26, 2011 War II skeletal remains with the DNA extraction method optimized in our laboratory.

I look forward to your questions, comments and some discussion following the speech. I also acknowledge the Traditional Owners of the land on which we are meeting. I pay my respects to their Elders, past and present, and the Elders from other communities who may be here today. History is naturally a contested area but in speaking tonight I will try to draw from generally accepted themes. It is said that Bulgaria, Denmark and Italy were the places in Europe where Jewish people received the best treatment during the Second World War. But the standard at the time was set very low, so I think it is much better to examine the actual behaviour for what it was so we can then draw our own conclusions on the levels of human failure and prejudice. I think it is often tempting in times of great human failure to look for the good stories to confirm our hopes for the best. No one wants to dwell too much in the failings we suspect may also be in our own hearts. But we learn so much more by being honest about the very real nature of human brokenness and we can pray to God that we be spared such failings.

MCCLELLAN, NIKOLA KNEZ Abstract: This paper examines the long-term challenges to democratic nation building that have resulted from the forced repatriation of hundreds of thousands of Croatian civilians and military personnel to Yugoslavia at the end of World War II. Data suggest that violations of the Geneva Conventions led to the death of many of these asylum seekers at the hands of Tito's Partisans in death marches and mass executions. Through analysis of historical documents, newly released evidence of mass graves, and interviews with survivors/witnesses, confessed perpetrators, military officials and scholars, we examine the atrocities in the context of international human rights law, with discussion of subsequent promulgation of protocols for the protection of refugees, asylum seekers, and prisoners of war from crimes against humanity and genocide. Jahrhunderts“ kritisch mit den politischen, ideologischen und psychologischen Hintergründen von „ethni- scher Säuberung“ und „Deportation“ auseinander und traf einige bedenkenswerte Feststellungen: – „Das Recht des Menschen auf jenes Territorium, jene Gegend, jene Siedlung, wo er lebt, wo er gelebt hat, wo seine Vorfahren gelebt haben, ist ein elementares und grundlegendes Menschenrecht. [...] Die Erinnerung ist an den Raum gebunden, unsere Vergangenheit und deren Schauplatz hängen zusammen. Die Wegnahme des Schauplatzes ist der Raub meiner Vergangenheit.“ – „Die Deportation von Menschen oder die mit Drohungen einhergehende Vertreibung von ih- rem Wohnort ist ein international zu verfolgendes Verbrechen. As a result of the ageing population, the number of young people is slowly but steadily falling. Izvadak Historiografija je posve zanemarila lik i djelo istarskoga benediktinca i prvoga riječ- kog biskupa Isidora Saina. S mjesta opata Praglie, Sveta je Stolica ovoga redovnika rodom iz Novigrada 1922. uputila u Rijeku, gdje je obilježio međuratne godine crkvenoga života tijekom talijanske uprave. Glavne značajke njegova djelovanja leže u uspostavi novih župa i potom podizanju biskupijskih struktura nove Riječke biskupije kojoj je upravo on postao prvim biskupom. Uvjeti u kojima nastaje nova biskupija obilježeni su talijanizacijom crkvenoga života. Abstract Historiography has completely ignored the persona and work of Istrian Benedic- tine monk and the first bishop of Rijeka, Isidoro Sain. He was the abbot of Praglia until the Holy See sent this monk from Novigrad to Rijeka in 1922, where he was a very important part of the church between world wars, which was under the Italian rule. His most important work was establishing new parishes and creating the new diocese of Rijeka and becoming its first bishop. The new diocese was created in an environment marked by a forced Italianization.
