Glasgow 2014 Transport Strategic Plan
Transport Strategic Plan Version 1 September 2010 Foreword The Glasgow 2014 Commonwealth Games will be one of the largest international multi-sporting events that Scotland has ever hosted. Approximately 6500 athletes and team officials from the 71 competing nations and territories of the Commonwealth as well as members of the Commonwealth Games Family, the media and spectators will all be welcomed to Glasgow and other select sites throughout Scotland for 11 exciting days of sport competition and celebration. A crucial element to any successful major games is transportation and the ability to seamlessly facilitate the connectivity between the selected sites for the various client groups attending. This document provides the initial information on the Glasgow 2014 Commonwealth Games strategy for transport, including what we as the Organising Committee aim to achieve, who we are looking to involve to successfully deliver our obligations and how we approach managing our objectives. Our aim is for athletes, spectators and other visitors to come to Glasgow and Scotland and see the city and the nation at its best during these Games. With existing facilities having been upgraded, new venues built and significant infrastructure improvements all completed well in advance of the Games, we will aspire to have transport in and around the Games sites that is safe, secure, reliable and accessible. As we get closer to the Games we plan to publish two further updated editions of the Transport Strategic Plan. Future editions will include: changes incorporated during the various consultation processes; refined information on transport proposals; and emerging best practice following the Delhi 2010 Commonwealth Games, London 2012 Olympic and Paralympic Games and other major games. -

DEFINITIONS In this Part 1B of Schedule 1.1 the following definitions shall apply, except to the extent that the context otherwise requires: “Christmas” has the meaning ascribed to that term in paragraph 2.7; “Connection” means a connection (however described) between any of the Passenger Services provided by the Franchise Operator and any other railway passenger service provided by it or any other passenger train operator or any bus, ferry or shipping service and where reference is made to a time period in relation to a Connection this refers to a waiting period for such Connection; “Journey Time” means the time in the Timetable to be taken by a service in travelling between the specified departure point and specified destination for that service; “Off-Peak Periods” has the meaning ascribed to that term in paragraph 2.3; “Peak Periods” has the meaning ascribed to that term in paragraph 2.2; “Summer Services” has the meaning ascribed to that term in paragraph 2.4; “Weekday” means any day other than a Saturday or Sunday; and “Winter Services” has the meaning ascribed to that term in paragraph 2.5. 2. What are the merits of offering the ScotRail franchise as a dual focus franchise and what services should be covered by the economic rail element, and what by the social rail element? Q1 comments: Q1 A single franchise should be offered as far as train operations are concerned, however, many franchise-holders do not maintain their trains properly, so I would propose that train maintenance depots should be the subject of a separate franchise. However, before the franchise goes out to tender, an investigation should be carried out into the question of whether the most rural routes would be the subject of any interest from non-profit-making organisations. They would inevitably need financial help to start with, but this would be more than made up for by reduction in operating subsidies. I would also like to see talks with the government of Northern Ireland with a view to allowing Northern Ireland Railways to bid. They operate a very efficient railway system in Northern Ireland and should not be banned from bidding. 2. What should be the length of the contract for future franchises, and what factors lead you to this view? Q2 comments: Q2. All franchises should be for a fixed-term of 7 years with no provision for any extension. 3. What risk support mechanism should be reflected within the franchise? Q3 comments: Q3. Provision should be made for trains to continue to operate irrespective of insolvency of operating company or of its parent company. -

Transforming cities Measures that will support active and sustainable travel alongside placemaking principles in Scotland’s seven cities to help transform cities and neighbourhood centres Intervention 9a – Development of Glasgow Metro strategies 1 Description of Package Glasgow Metro is an umbrella term or brand to describe a new level of public transport provision to serve and improve connectivity within the Glasgow conurbation. This would be focussed on Glasgow and the immediate surrounding areas in East Dunbartonshire, East Renfrewshire, North Lanarkshire, Renfrewshire, South Lanarkshire and West Dunbartonshire. The operating range will be determined by the characteristics of individual lines; informed by ranges established in a benchmarking exercise. In terms of specific modes this may include one or more of bus rapid transit, tram, light rail and/or metro rail, with the network complementing and being integrated with the bus and heavy rail networks. It may include completely new alignments, reuse of disused former railway alignments and/or the conversion of existing rail alignments to a new mode. It will be targeted at improving connectivity within and across the conurbation; the city and immediate surrounding urban areas, and will augment and be integrated with the bus and rail network. While corridors are not yet defined, it is envisaged that these will focus on: ▪ Unserved and underserved areas with relatively poor connectivity; ▪ Improving access to key hubs such as the city centre, hospitals, major education facilities, key employment centres, retail hubs, and major leisure/sports facilities; ▪ Integrating with major transport hubs such as Central and Queen Street railway stations, Glasgow Airport and suburban interchanges. -

WRITTEN EVIDENCE FROM RAILFUTURE SCOTLAND I am pleased to submit the following observations in further support of the response already submitted to Transport Scotland's 'Rail 2014' Public Consultation and in relation to the specific questions now asked: * The current efficiency and accessibility of the rail network in Scotland Greater technical efficiency can be achieved by logical 'infill' electrification schemes in Greater Glasgow/SPT area and Greater Edinburgh/Lothians/Fife SESTRAN area: followed by early commitment to main line electrification northward to Dundee - Aberdeen as a continuous investment programme. Some of those projects can be coherently and more economically integrated with the current EGIP works. Improved operational efficiency and better use of existing track capacity can be achieved by increasing more through- running west-east across central Scotland (e.g. utilising the City Union line /Crossrail - further discussed below). This would keep trains 'on the move' in passenger and revenue earning service, with reduction of unproductive terminal turn-around at Glasgow Central for many separate shorter distance as applies at present. Modest signalling investment in reduced 'headway' spacing between trains, could be achieved feasibly (and safely) to achieve to permit higher track utilisation without necessarily prejudicing reliability. Restoration of double track on heavily used/high frequency suburban routes e.g. Milngavie line would improve efficiency and reliability from out-of-sequence running at junctions which adversely impacts on the wider network Improved revenue efficiency can be achieved by higher train occupancy / passenger loading levels which themselves can encourage application of a more flexible and innovative fares policy as outlined in Q20 response to 'Rail 2014'. -
