Fires affect animals mainly through effects on their habitat. Fires often cause short-term increases in wildlife foods that contribute to increases in populations of some animals. These increases are moderated by the animals’ ability to thrive in the altered, often simplified, structure of the postfire environment. The extent of fire effects on animal communities generally depends on the extent of change in habitat structure and species composition caused by fire. Stand-replacement fires usually cause greater changes in the faunal communities of forests than in those of grasslands. Within forests, stand- replacement fires usually alter the animal community more dramatically than understory fires. Animal species are adapted to survive the pattern of fire frequency, season, size, severity, and uniformity that characterized their habitat in presettlement times. When fire frequency increases or decreases substantially or fire severity changes from presettlement patterns, habitat for many animal species declines. INCIDENT MANAGEMENT SITUATION REPORT MONDAY, AUGUST 12, 1996 - 0530 MDT NATIONAL PREPAREDNESS LEVEL III *** ALL FIREFIGHTERS HAVE THE RIGHT TO A SAFE ASSIGNMENT *** CURRENT SITUATION: Increased fire activity was experienced in the Northwest, Northern Rockies, Eastern Great Basin and Rocky Mountain Areas. Two additional Type I Incident Management Teams were committed in the Northwest Area. Type II Incident Management Teams were committed in the Northern Rockies, Eastern Great Basin and Rocky Mountain Areas. Good progress was reported on fires in Northern California. Resource mobilization through NICC has increased. Northwest Large Fires: AIRWAY HEIGHTS, Washington State. This fire is burning near Fairchild Air Force Base and the Spokane, WA. International Airport. Two structures have been destroyed with several hundred more being evacuated. The flame front is reported to be 3 miles wide. Washington State has requested a declaration of emergency and Federal Emergency Management Agency assistance. No containment or resource information was reported. WHEELER, Umatilla NF. A State Type II Incident Management Team (Hunt) is assigned. This fire is 15 miles southwest of Heppner, OR. Five structures have been confirmed destroyed, including 3 permanent residences. Forty other homes have been evacuated, however, residents were allowed to return to remove belongings. The major threat is to the scattered residences in the area and commercial timber. Crew movement to the fire is one of the major problems reported. WILDCAT, Malhuer NF. A Type II Incident Management Team (Johnson) is assigned. A Type I Incident Management Team (Dubois) has been ordered and is scheduled to take over the fire today. The fire is 10 miles southeast of John Day, OR. -

INCIDENT MANAGEMENT SITUATION REPORT WEDNESDAY, AUGUST 14, 1996 - 0530 MDT NATIONAL PREPAREDNESS LEVEL IV *** THE TEN STANDARD FIRE ORDERS ARE FIRM *** *** WE DON'T BREAK THEM; WE DON'T BEND THEM *** CURRENT SITUATION: Fire activity continued throughout much of the West, with most areas below draw down levels for initial attack resources. Northern California and the Northwest Area reported a significant number of new fires yesterday. National resources are in high demand and critically low. Type II Incident Management Teams were committed in the Northwest, Northern Rockies and Great Basin Areas. Resource mobilization through NICC remained high. Northwest Large Fires: SIMNASHO, Warms Springs Agency, BIA. A Type I Incident Management Team (Porter) has been assigned. This fire is burning in grass, brush and timber 10 miles north of Warm Springs, OR. US Highway 26 has been closed at the Bear Springs junction (216) south to the city of Madras. A major burnout was planned for last night along the highway. The resort at Kah-nee-tah has been given the first evacuation alert. Structure protection is in place. Suppression efforts are hampered by terrain. WHEELER, Oregon State. A State Type II Incident Management Team (Hunt) is assigned. The fire is burning near Spray, OR. The fire made no major runs yesterday. A major threat to the community of Spray continues. No structures have been destroyed within the town. Eighteen structures scattered outside of Spray were destroyed, 14 of which were residences. Crew transport to the fire has been a problem. COW HOLLOW, Vale BLM. A Type II Incident Management Team has been ordered. -

FOREST SERVICE DROUGHT Bans on open burning: • November 7th – A ban on open burning was issued for the 25 most western counties in the state • November 21st – the ban was extended for an additional 22 counties as the drought moves eastward Mountain Drought – Up until last week, Western North Carolina has had little precipitation this fall leading to a drought situation. As of November 22 the following counties were in: • Exceptional drought (5 counties) - Cherokee, Clay, Graham, Macon, Swain • Extreme Drought (10 counties) - Buncombe, Cleveland, Haywood, Henderson, Jackson, Madison, McDowell, Polk, Rutherford, Transylvania • Severe Drought (8 counties) – Avery, Burke, Caldwell, Gaston, Lincoln, Mitchell, Watauga, Yancey • 15 counties were in a moderate drought • 19 counties were considered abnormally dry AVIATION RESOURCES AS OF NOVEMBER 29TH Fires or Fire 9 Federal Aviation Assets in Complexes North Carolina Incident Type (1) = 2 Helicopters Type (1) = 3 Management Type (2) = 4 Type (2) = 2 Teams Type (3) = 1 Type (3) = 4 Total Acreage 63,500 Air Attack 5 Personnel 2,474 SEATS 8 Single Engine Air Tanker The above-listed statistics represent only active, staffed fires in North Carolina and totals are compiled from 209 information and fire PIOs.
