COMPREHENSION OF THE GOALS AND OBJECTIVES OF THIS PROJECT... Perlman has designed over 60 public safety projects, with the majority being fire stations. Perlman has the abilities required to deliver any fire station project on-time, on-budget, and with the sustainable, functional and aesthetic characteristics necessary for an essential building. Significant issues critical to the success of your project include: • Maintaining fire department and public safety as a top priority. • Delivering a facility that not only controls cost, but is cost-effective. We will design with and specify materials and equipment based on initial and life cycle cost benefits to the City. The design will incorporate sustainable principals and be a leader with its energy efficiency. • Resolving traffic patterns, circulation, and drainage both on and off the site. • Addressing the function of a fire station with respect to egress, circulation, flow, exiting. Fire stations are unique essential buildings where seconds count, so a team with proper experience is key. • Minimizing the impact of the station on adjacent neighborhoods. • Combining a design aesthetic that identifies with municipal fire station and the surrounding vernacular • Partnering with the City, Project Manager, Contractor, Fire Department and entire A/E team for a truly collaborative approach. • Flexibility for future growth and technology • Holistic design supporting healthier bldg. environment • Incorporation of “Hot/Cold” Transition Building Zones

TEAM DYNAMICS AND RESPONSIBILITIES We believe that team partnering can best be described as fostering an attitude that all stakeholders are team members, and collaborative behavior will be a benefit to the project.

DKC will work directly with Perlman Architects of Arizona, fire station design consultant, throughout the entire process with heavy involvement in programming and schematic design process. With our team you will not experience hand-offs between staff members. Although the Perlman involvement will lessen after the initial phase, then will remain available to aid in the success of this project. During the design development and construction documents phase Perlman will participate in milestone reviews and fire station specific details and specifications. In the final phase of construction administration, Perlman will be engaged in fire station system specific submittals. Lastly, at a minimim Perlman will participate in three site visits; underground site and building rough-in, drywall, and substantial completion punchlist.

2 PerlmanArchitects of Arizona C. FIRM’S APPROACH Our firm is founded on a collaborative design approach involving all major stakeholders; maximizing input andreview throughout the design phases. Planning begins with our due diligence and gathering the owner requirements / information for a project. We understand how a fire station operates, but each station and crew has its own identity and functions uniquely. We will ask the right questions to make sound proper decisions for your project. We will then translate all of this information into a concept and present the project program for review and comment.

Our ultimate goal is to provide the best value for the West Side Fire Station and the DKC / Perlman Team views architecture as a service based industry, this is why we deliver what we would expect if the tables were turned. Our past clients are witness to our focus to meet the needs of the user group, maximizing the function of the project, presenting creative solutions that enhance operations and keeping the final product in mind at all times. We will: • Maintain a single point of contact and the “entire team” from “Inception to Completion”. • Identify overall and specific requirements by phase. • Foster a collaborative approach to decision and design data input through use of charette sessions in programming and concept phase and encouraging input from all team members throughout the project design and construction process • Use 3D modeling/rendering tools for design and conflict resolution.

KEY STAKEHOLDERS We listen to you. We get to know you and the way you operate to fully understand the project’s needs / operations. Key stakeholder involvement is imperative to a fire station project’s success. Every public project requires interface with governing boards, Fire Department/User Groups, City Department and Managment (DRB, City Council, Bldg. Safety, Planning, Facilities & Maintenance, Real Estate & Development), Surrounding Communities / HOAs, Utility Companies, County/State Agencies and General Contractor / Subcontractor (During Construction). We are confident and comfortable presenting the for your project to any group required. Our graphics department creates compelling imagery and paints the story necessary to gain approval and support for your project. We will aid in gathering and building support for your project with City Staff, City Boards and the public. This full-service approach to a project ensures that all submittal deadlines are met.

Our management approach is integrated with our responsive design approach. Although we have extensive design experience in many different areas, our designs are not “canned” or “standard” but are carefully crafted around the clients’ specific needs and response to the site’s specific context. DKC / Perlman’s design expertise is and has always been guided by the respectful consideration for the clients’ expertise and judgment as the end user. Our collaborative approach assembles a team ideally suited to identify and express project goals and respond to them. Interaction and cooperation between all parties will generate a creative synergism capable of design reflecting the best expression of a group effort as opposed to that of any individual addressing all “Design Excellence” aspects of the project, inclusive of the following: form, function, environment, technology and process; all of which are inter-related and must be addressed holistically in a truly good design solution.

Our design philosophy stresses the following parameters: 1. : it is a direct response to a collaborative design process that is influenced by its site/ surrounding context, programmatic/operational needs, environmental influences/impacts and technological/system integration. The form of the building should be visually interesting, cohesive with it’s surroundings and create “Sense of Place” that connotes Fire Station. The design should be timeless and welcoming to the public.

2. SITE INFLUENCES BOTH FUNCTIONAL AND AESTHETIC SUCH AS: surrounding Architectural Styles, Zoning/ Land Uses, Massing/Densities, Acoustic/Noise Impacts, Landscape/Hardscape themes, Vehicular & Pedestrian Traffic Patterns/Flows, Topography, Views (negative & positive) , Size & Shape of property.

3 City of Beaumont - West Side Fire Station C. FIRM’S APPROACH 3. FUNCTION/PROGRAMMATIC & OPERATIONAL NEEDS/REQUIREMENTS SUCH AS: Building & Site Programmed Area Requirements, Operations Based Spatial Relationships, Department/City Standards, potential for phased construction and/or future expansion, City/FD parking & Landscape requirements, system/material durability and maintenance and possible integrated training opportunities that ensures a safe, productive work/living environment that exceeds past designs/expectations.

4. ENVIRONMENTAL INFLUENCES/IMPACTS SUCH AS: Topography, solar orientation, climatic conditions, topography, soil conditions, seismic zone/considerations integrated into the design to minimize negative impacts and provide a more energy efficient, environmentally friendly and higher level of overall quality of life; ie: passive solar/natural lighting, maximizing views, passive ventilation, storm water harvesting, balanced “Cut-Fill”, photo-voltaic and solar water system opportunities, utilization of grade change to screen potential negative impacts and/or positive design attributes of the station/site

5. TECHNOLOGICAL/SYSTEM INTEGRATION: Maximizing technology, systems integration and materials to increase operational effectiveness and improve the overall work/living environment, i. e: increased energy efficiency & climate control, infectious disease control through the incorporation of “hot” “cold” and transitional zones, minimize work stress & un-needed disturbances, minimize response times, increased staff and public safety/security, minimize facility maintenance, the integration of systems controls, error reporting, operations controllability and monitoring. The use of EMS systems for a signal point of operation for access control/security/dispatch, heating ventilation air conditioning, exhaust, and fresh air systems.

6. OVERALL COLLABORATIVE PROJECT DESIGN APPROACH/PROCESS: Involves the A/E team, Contractor/ Subcontractors, User groups, Review Agencies and other Stakeholders to maximize input, provide efficient/thorough review, and maximize creative design opportunities by harnessing varied expertise, experience bases and perspectives.

We believe a facility must foster a physical climate that flexibly engages its occupants and defines its mission and purpose without compromise. We also understand that because public buildings are the heart of a community, both the outward and inward appearance must be one that instills community pride and exhibits that commitment to visitors. TYPICAL FIRE STATIONS OPPORTUNITIES Even though every Fire Department has individual operational and overall design goals, they all share a fundamental design characteristics. Significant issues and challenges critical to the success of this project include: • Create An Aesthetic Reflective Of A Fire Station That • Integration Of Dispatch System With Lighting, Appliance Conveys An Appropriate Vernacular Cohesive With Shut-Offs, & Apparatus Bay Doors Surrounding Area • Maximize Views And Indoor / Outdoor Connectivity • Maintain Site Visibility, Contain Noise, And Minimize • Integration Of Apparatus Bay Doors With Exhaust And Negative Impacts On Adjacent Properties Make-Up Air Systems • Efficient Floor Plan Layout Minimizing Response • Low Maintenance Xeriscape Landscaping Distance / Time • Operations Based Sustainable Design Appropriate For • Design Incorporating “Home Away From Home” Feeling Long-Term Use • Separation Of “Noisy/Dirty” Spaces From Living Spaces. • Incorporation Of ADA/Accessibility Requirements Maintain Infectious Disease Control That Meet IFC, • Understand And Resolve Fire Department Operation NFPA, & OSHA Requirements Standards • Design Fire Station With Flexibility For Future Needs • Project Scale & Massing To Be Appropriate For • Low Maintenance/Durable Interior/Exterior Materials & Neighborhood Finishes • Design emphasizing Firefighter Health & Well-Being • Maximize Combination Of Natural Lighting & Energy • “Hot” & “Cold” & Transitional Zone Planning Efficient Lighting Strategies • Stepped Alarm Annunication & Lighting to Minimize Cardiac Impact
