JICA selected and dispatched a study team consisted of the Japan Railway Technical Service (JARTS) members, headed by Mr. Kiichi Takemura, nine times to Vietnam from February 2008 to April 2009. The team held discussions with the officials concerned of the Government of Vietnam and other related agencies, and also promoted studies on important matters required on railways in Vietnam. As an outcome of these efforts, the final report has been completed for submission. I hope that this report will contribute to the enactment and enforcement of the National Technical Regulation and Standard Set for Railway with a proper promotion of safe and stable railway businesses, as well as to the enhancement of friendly relations between our two countries. Finally, I wish to express my sincere appreciation to those who have kindly extended support and cooperation to the study. The Government of Vietnam has been engaged in the development of urban railways to solve traffic problems in such large cities as Hanoi and Ho Chi Minh cities. However, since electrified railway is the first experience in Vietnam, it was absolutely necessary and urgent for the Government to build the technical regulation and standard to properly guide and supervise railway operators or business entities for the safe and stable railway transport. This Study was conducted to prepare the draft of the Technical Regulation and Standard, and also to provide necessary support for their enactment as well as recommendation on how to enforce them including institutional settings. In preparing the draft of the Technical Regulation and Standard, the study team keeps in mind the importance of their openness, neutrality and equitability. For this purpose, the study team held seminars four times during the study to collect opinions on the Technical Regulation and Standard from the parties concerned in railway field. The Technical Regulation and Standard is now steadily being scrutinized for their enactment by Vietnamese side. The study team wishes that the Technical Regulation and Standard really make a basis for the development of railway businesses in Vietnam.     GLOBAL METRO PROJECTS REPORT 2018 The continued growth of the metrorail sector across the world has reinforced its role in urban transportation and boosted the order book of many construction contractors and equipment suppliers. The sector has benefited from favourable government policies, public investment and recognition as the mode of choice for transport authorities interested in providing sustainable urban mobility solutions for Smart Cities. The industry has many opportunities because the existing lines and rolling stock need renewal and upgrade; there is a strong pipeline of projects which are in approval or planning phase and new business segments such as asset management, support for complex construction and operations planning have opened up in the services sector. Reasons of rails shape section changes were defined. Principles of rails waste inspection resulting from regulations were reminded. Review of practical measurement methods and devices were made. Shapes of nominal sections of rails used in tram tracks were analyzed. Realization of measurements executed with mechanical-electronic profile gauge and mechanical track gauge on tram-loop S ępolno in Wrocław were described. Proposal of graphic manner analysis of rail wear measurements in connection with track width measurements were proposed. In summary conclusions from effected investigations were formulated. Keywords: Tram tracks; Diagnostics; Profile Gauge Introduction In August 2017, the exchange of tram switches at the intersection of Paderewski and Mickiewicz streets. At the time of these works, the S ępolno loop was excluded from streetcar traffic. The author of this article managed to obtain the infrastructure manager's approval (ZDiUM) for measurements of rail shape section wear on this loop at that time. These examinations were not the result of any order or grant but resulted only from the need to check the correct operation of diagnostic equipment used in teaching, before the beginning of the next semester of classes with students. The possibility of carrying them out, however, has become an opportunity to recognize some interesting problems that are the result of replacing the classic methods of measuring rail section wear with new techniques based on the use of electronic devices.

    Finished Vehicle Logistics by Rail in Europe Version 3 December 2017 This publication was prepared by Oleh Shchuryk, Research & Projects Manager, ECG – the Association of European Vehicle Logistics. Foreword The project to produce this book on ‘Finished Vehicle Logistics by Rail in Europe’ was initiated during the ECG Land Transport Working Group meeting in January 2014, Frankfurt am Main. Initially, it was suggested by the members of the group that Oleh Shchuryk prepares a short briefing paper about the current status quo of rail transport and FVLs by rail in Europe. It was to be a concise document explaining the complex nature of rail, its difficulties and challenges, main players, and their roles and responsibilities to be used by ECG’s members. However, it rapidly grew way beyond these simple objectives as you will see. The first draft of the project was presented at the following Land Transport WG meeting which took place in May 2014, Frankfurt am Main. It received further support from the group and in order to gain more knowledge on specific rail technical issues it was decided that ECG should organise site visits with rail technical experts of ECG member companies at their railway operations sites. These were held with DB Schenker Rail Automotive in Frankfurt am Main, BLG Automotive in Bremerhaven, ARS Altmann in Wolnzach, and STVA in Valenton and Paris. As a result of these collaborations, and continuous research on various rail issues, the document was extensively enlarged. The document consists of several parts, namely a historical section that covers railway development in Europe and specific EU countries; a technical section that discusses the different technical issues of the railway (gauges, electrification, controlling and signalling systems, etc.); a section on the liberalisation process in Europe; a section on the key rail players, and a section on logistics services provided by rail.
