constitutional obligations I present the 5th Annual Report 2017 on all measures taken and progress achieved in the realization of National Values and Principles of Governance. Since the first report in 2014, Government has continued to build the foundation and support for public institutions to mainstream, promote and report on national values and principles of governance as required by the Constitution. National Values and Principles of Governance continue to define our identity and impact on the pace of the realization of Kenya Vision 2030. The National Values and Principles of Governance are the foundation of our social, economic and political development and are anchored in the Constitution. Specifically, Article 4(2) provides that the Republic of Kenya shall be a multi-party democratic state founded on the National Values and Principles of Governance. Article 10 (1) binds all State organs, State officers, Public officers and all persons whenever they apply or interpret the Constitution; enact, apply or interpret any law; or make, or implement public policy decisions. 7th May, 2018 THE KENYA GAZETTE 1343 Article 10 (2) of the Constitution outlines the National Values and Principles of Governance, which include: (a) patriotism, national unity, sharing and devolution of power, the rule of law, democracy and participation of the people; (b) human dignity, equity, social justice, inclusiveness, equality, human rights, non-discrimination and protection of the marginalized; (c) good governance, integrity, transparency and accountability; and (d) sustainable development. Article 174 provides the objects of devolution which are anchored on National Values and Principles of Governance outlined in Article 10. Article 132 (1) (c) (i) and (ii) requires the President to once every year report in an address to the nation on all measures taken and progress achieved in the realization of National Values and Principles of Governance and to publish in the gazette details of the measures and progress. The Report fulfils this obligation by: (i) Outlining the progress made by Ministries, Counties, Departments and Agencies (MCDAs) in implementing the commitments and way

JKIA is a sole international airport at the capital city of Kenya as well as the gateway to East and Central Africa. The number of passenger using JKIA decreased in 2008 and 2013 following respective elections, however in later years it was increased smoothly, with the number of annual international passengers reaching 3.9 million, domestic passengers 1.4 million and cargo volume 240 thousand tons in 2015. Kenya aims at being a middle income providing high quality life for all citizens by the year 2030 Dec. in “Kenya Vision 2030", launched July, 2008.

    MINISTRY OF HEALTH SHORT TERM CONSULTANCY – DEVELOPMENT OF FIVE (5) YEARS STRATEGIC PLAN FOR SERVICE DELIVERY FOR PORT HEALTH SERVICES KENYA 1.0 Background Port Health Services is a Division in the Ministry of Health that serves as the first line of defense against communicable diseases associated with migration of people, conveyances and cargo. Its functions are guided by three key legislations: 1) Public Health Act CAP 242; 2) Food Drugs and Chemical Substances Act Cap 254 and; 3) International Health Regulations (2005) amongst others. Its mission is to offer comprehensive and effective services to Kenyans/ travelers while ensuring protection from Public Health Events of International Concern (PHEIC) through law enforcement and use of appropriate precautionary measures and interventions. In pursuit of this mission, Port Health constitutes various health cadres namely, public health officers, nurses, clinicians and laboratory technologists so as to carry out the following activities: 1. Disease surveillance 2. Emergency preparedness and response 3. Food safety and quality control 4. Sanitation, vector and vermin control 5. Laboratory Services Though we have thirty four (34) points of entry, Port Health Services is established in the following entry points, namely; Lungalunga, Moi Page 1 of 5 International Airport, Taita Taveta, Illasit, Namanga, Jomo Kenyatta International Airport, Wilson airport, Isebania, Busia, Malaba, Lwakhakha, Suam, Nadapal, Lokichoggio Airport, Moyale, Malindi, Shimoni, Eldoret International Airport, Kisumu International Airport, Wajir Airport, Ukunda Airport, Kilindini Port, Mombasa Old Port, Lamu, Muhuru Bay, Mbita Point and Isiolo. Kenya is highly exposed to the risk of importation of diseases of international concern given it serves as a regional transport hub for East and Central Africa.

It is associated with severe turbulence, aircraft icing, heavy precipitation, lightning, wind shear and hail. These hazards cause the closure of airports, reduce airport capacities for arrival and departure, and can stop ground operations. Furthermore, it may cause severe damage to communication systems, start fires, structural damage, and reduction of the aerodynamic effectiveness of the aircraft. All these impacts cause loss of revenue to the airlines and occasionally loss of lives.
