Development of Five (5) Years Strategic Plan for Service Delivery for Port Health Services Kenya MINISTRY OF HEALTH SHORT TERM CONSULTANCY – DEVELOPMENT OF FIVE (5) YEARS STRATEGIC PLAN FOR SERVICE DELIVERY FOR PORT HEALTH SERVICES KENYA 1.0 Background Port Health Services is a Division in the Ministry of Health that serves as the first line of defense against communicable diseases associated with migration of people, conveyances and cargo. Its functions are guided by three key legislations: 1) Public Health Act CAP 242; 2) Food Drugs and Chemical Substances Act Cap 254 and; 3) International Health Regulations (2005) amongst others. Its mission is to offer comprehensive and effective services to Kenyans/ travelers while ensuring protection from Public Health Events of International Concern (PHEIC) through law enforcement and use of appropriate precautionary measures and interventions. In pursuit of this mission, Port Health constitutes various health cadres namely, public health officers, nurses, clinicians and laboratory technologists so as to carry out the following activities: 1. Disease surveillance 2. Emergency preparedness and response 3. Food safety and quality control 4. Sanitation, vector and vermin control 5. Laboratory Services Though we have thirty four (34) points of entry, Port Health Services is established in the following entry points, namely; Lungalunga, Moi Page 1 of 5 International Airport, Taita Taveta, Illasit, Namanga, Jomo Kenyatta International Airport, Wilson airport, Isebania, Busia, Malaba, Lwakhakha, Suam, Nadapal, Lokichoggio Airport, Moyale, Malindi, Shimoni, Eldoret International Airport, Kisumu International Airport, Wajir Airport, Ukunda Airport, Kilindini Port, Mombasa Old Port, Lamu, Muhuru Bay, Mbita Point and Isiolo. Kenya is highly exposed to the risk of importation of diseases of international concern given it serves as a regional transport hub for East and Central Africa. Experience with recent pandemics has led to the realization of inequalities in resources (financial & human) distribution to the various points of entry. Further, inability to measure performance has affected divisional projections that would aid in service delivery. A strategic plan will serve as a roadmap to achieving the Port Health mandate. 1.1 Purpose of the consultancy The purpose of this consultancy is to offer guidance to Port Health Services in understanding its mission and vision, reviewing current operations and offering guidance in the development of a strategic plan The goal is for enhanced efficiency, health equity, accountability, and effective care leading to improved health outcomes. The structures for reviewing and implementing the tools mentioned above will have to be fully operationalized. 1.2 Objective The objective of this initiative is to review port health operations and develop a strategic plan towards improvement of service delivery. 1.3 Specific Objectives 1. To define Port Health’s mission, vision and core values. Page 2 of 5 2. To define strategies for improvement of service delivery using a logical approach. 3. To develop a schedule for empowering port health officers through capacity building initiatives. 4. To increase budgetary allocation to port health services by 50 % 2.0. Scope of Work and expected outputs 2.1. Scope of work The scope of this consultancy covers review of the current port operations at County (27 POEs) and national levels. The consultant in consultation with the team lead will; Work closely with the designated focal person(s) from the Ministry of Health, Technical Working Group (TWG) in the review process. Collect, review and analyze all the necessary documents and materials for the review process. Carry out sufficient stakeholder consultative processes to obtain feedback and inputs for the review process Organize/Participate in internal and external meetings for the validation of the process and the drafts Develop a draft for each of the milestone of the process accomplished Prepare a detailed report for the review process indicating lessons learnt, challenges and recommendations for future reviews 2.2. Expected consultant deliverable/Outputs The following are the key deliverables for the assignment Submission of a work plan during application for the position. Inception report to be submitted 7days after the inception meeting. Key informant stakeholders report to be submitted 5 days after the interviews’. Page 3 of 5 Presentation of the identified gaps and suggested inputs to stakeholder validation meetings 20 days after signing the contract. Strategic Plan ready for print. 3.0. Duration of the Work Forty (40) consultancy days from the date of signing the contract. No extensions will be granted after 40 days. A Final draft of the Port Health Service Delivery Strategic Plan must be presented to the Principal Secretary at the end of the forty (40 days). 4.0 Qualification and Education Experience 4.1 Education Advanced University degree in Public Health/Health Policy/ Health Systems Management. 4.2 Experience Expertise in development of national standards and guidelines, health policy documents, national policies and guidelines, especially related to health systems strengthening, health services delivery and universal health coverage. Minimum 10 years of practical experience: in the field of planning and implementation of the health sector assessments; strategic planning and capacity building. 4.3 Competencies High level written and oral communications skill in English. Must be a results-oriented team player with excellent interpersonal skills, including enthusiasm, tact, diplomacy and high integrity; Concise and analytical thinking; Professional in working with government counterparts, team player; and, Must be able to communicate effectively in English language (verbally and in writing) in a cross-cultural environment. Page 4 of 5 Ability to work with minimal supervision. 5.0 EVALUATION PROCESS: Qualified candidates are requested to submit: 1. Cover letter/application/CV/ Work plan 2. A technical proposal with proposed methodology/approach to managing the project, showing understanding of tasks. 3. Financial quote for the consultancy in KES stating also the timeframe for completion of deliverable and/or daily rate in KES. 4. Examples of previous, relevant work related to the deliverables. 5. However, the sector faces many risks caused by various emergencies and accidents associated with the sector, and much so in the precincts of airports. The impact of these accidents causes monumental social, economic and environmental consequences to victims. The exponential growth of the sector in the country calls for special attention by relevant stakeholders to devise strategies to address disaster preparedness issues. This is especially due to the fact that the country has already experienced a number of aviation disasters and mishaps related to the industry. Consequently, this study sought to assess the effects of land use changes on airport and flight safety at Wilson Airport. This study was carried out at Wilson airport located in Nairobi West. The qualitative design was applied in this study to analyze and describe the effects of land use changes on airport and flight safety in a rapidly growing aviation sector. A total of 216 respondents were targeted by the study (including 150 members of the community, 30 aviation regulators, 30 air operators and 6 service providers) out of which 195 responded (including 132 members of the community, 28 aviation regulators, 29 air operators and 6 service provider) giving a response rate of 90%.
