Husain Index Z4t Preface The origin of this book goes back to the conference on 'The decolonization of the Indonesian city in (Asian and African) comparative perspectivel held in Leiden, from zG to z8 April zoo6. Most of the articles were first presented as a paper at this conference, but a few articles were added later. We gratefully acknowledge the financial support of the conference received from the Nederlands Instituut voor Oorlogs-, Holocaust- en Genocidestudies (Nroo) in Amsterdam, the Netherlands Organisation for Scientific Research, Section Social Sciences (wwo-MaGW) in The Hague, the Leids Universiteits Fonds (rur) in Leiden, and the Koninklijk Instituut voor Taal-, Land- en Volkenkunde (rIrr,v). The conference was one event of the research pro- gramme 'lndonesia across Orders', which was coordinated by the Nron. Her most recent books are Water without borders (University of Toronto Press, zor3) and Water securigt (Routledge, zor3). Purnawan Basundoro is a lecturer in the Department of History Airlangga University, Surabaya. He obtained a doctorate in urban history at the University of Gadjah Mada, with a dissertation on the struggle for urban space by the poor people in Surabaya (rgoos-r96os). Freek Colombijn is an anthropologist and historian, currently working as associate professor at vu University Amsterdam. He has published about urban development, pre-colonial state formation, environmental history and violence in Indonesia. His current research is about solid waste and environmental awareness in Indonesian cities. Joost Coti is Adjunct Senior Research Fellow (History) at Monash University, Melbourne, Australia. His research and publications focus on the nature ofcolonial moder- nity in colonial and nationalist discourses and cultures in late colonial Indonesia. He has published several volumes of edited translations of and articles on the writings of RA Kartini and her sisters, on the history of Dutch Eurasians and on mission policy and practice in Eastern Indonesia.

It became popular amongst art students in Yogyakarta, and formed a significant style of painting which generally is characterised by the use of casual juxtapositions of disparate ideas and subjects resulting in absurd, startling, and sometimes disturbing images. In this thesis, Yogyakartan Surrealism is seen as the expression in painting of various social, cultural, and economic developments taking place rapidly and simultaneously in Yogyakarta's urban landscape.

It is a cultural endeavor to response the modern problems of Muslims who easily judge others infidels without realizing their own infidelity. This poem is used as a closing recitation of Reboan Agung (Islamic regular study forum of Muslim conducted in every Wednesday night learning the book of Jamī’ al-uṣul fi al-uliyā’ the work of Shaykh Ahmad Dhiya 'uddin Musthofa Al-Kamisykhonawi) and the book of Al-Fatḥurrabbani wa al-Faiḍurrahmani the work of Shaykh Abdul Qadir al-Jilani. The forum took place at Islamic boarding school of Ahlus-Shofa Wal Wafa Sidoarjo, East Java. This research is inspired by spiritual emptiness caused by the modernization and the shallow understanding of Islamic teachings. Islam is studied and practiced at the level of shari'a without deepening it into higher stages of sufism i.e. tariqa, haqiqa and even marifa. This study employs content analysis and qualitative approach aims at analyzing the message or moral values contained in the literature. Then, I classifies basic thoughts into some themes and selects these themes to find the central idea of the text. Substantively, the verses were structurely written ranging from understanding comprehensively the teachings of Islam, teachings self-awareness, the teachings of social piety (humanism) and the teachings of Sufism namely suluk practice.

  • Fragility, Aid, and State-Building
    Fragility, Aid, and State-building Fragile states pose major development and security challenges. Considerable international resources are therefore devoted to state-building and institutional strengthening in fragile states, with generally mixed results. This volume explores how unpacking the concept of fragility and studying its dimensions and forms can help to build policy-relevant under- standings of how states become more resilient and the role of aid therein. It highlights the particular challenges for donors in dealing with ‘chronically’ (as opposed to ‘temporarily’) fragile states and those with weak legitimacy, as well as how unpacking fragility can provide traction on how to take ‘local context’ into account. Three chapters present new analysis from innovative initiatives to study fragility and fragile state transitions in cross- national perspective. Four chapters offer new focused analysis of selected countries, drawing on comparative methods and spotlighting the role of aid versus historical, institu- tional and other factors. It has become a truism that one-size-fits-all policies do not work in development, whether in fragile or non-fragile states. This should not be confused with a broader rejection of ‘off-the-rack’ policy models that can then be further adjusted in particular situations. Systematic thinking about varieties of fragility helps us to develop this range, drawing lessons – appropriately – from past experience. This book was originally published as a special issue of Third World Quarterly, and is available online as an Open Access monograph. Rachel M. Gisselquist is a political scientist and currently a Research Fellow with UNU-WIDER. She works on the politics of the developing world, with particular attention to ethnic politics and group-based inequality, state fragility, governance and democratiza- tion in sub-Saharan Africa.

Email: [email protected] Abstract The background of this research is after the Indonesian nation became independent until the change of form of the Indonesian state which was originally since KMB (Konferensi Meja Bundar) is a federal state back into the form of unitary state (1945-1950). Indonesia's chaotic condition in the social, political and economic fields prompted Sultan Hamengku Buwono IX to apply the rescue action of the Republic of Indonesia. This study aims to (1) examine the background of Hamengku Buwono IX in maintaining the independence of the Republic of Indonesia; (2) to examine in depth the actions or strategies of Hamengku Buwono IX in maintaining the independence of the Republic of Indonesia in 1945-1950. This study uses historical research methods with heuristic steps, criticism, interpretation, and historiography. Sultan Hamengku Buwono IX retained the independence of the Republic of Indonesia, preventing the Dutch crime in Jakarta, which moved the capital in Yogyakarta. When the capital of Yogyakarta in the attack of Sultan Hamengku Buwono IX, became a savior and dared to arrange a counterattack. Sultan Hamengkubuwono IX accelerated the process of recognition of Indonesian independence. However, a new problem arose in the form of Westerling insurrection and Sultan Hamid II. Sultan Hamengkubuwono IX managed to prevent and make people not believe in the federalists. This is what makes the return of the state form into a unitary state. Putera salah seorang Sultan yang pernah memimpin di Kasultanan Yogyakarta (1940-1988) dan Gubernur Daerah Istimewa Yogyakarta yang pertama setelah kemerdekaan Indonesia, menjabat sebagai Wakil Presiden Indonesia yang kedua antara tahun1973-1978. Dikenal sebagai Bapak Pramuka Indonesia, dan pernah menjabat sebagai Ketua Kwartir Nasional Gerakan Pramuka.     Southeast Asian Journal of Social and Political Issues, Vol. 1, No. 2, March 2012 | 126 Back in Asia: the US’s TPP Initiative and its Implications for China Zhang Zhen-Jiang 张振江 (Institute of Southeast Asian Studies, Jinan University, Guangzhou, China) Abstract Trans-Pacific Partnership develops from the Pacific Three Closer Economic Partnership (P3-CEP) initiated by Chile, Singapore and New Zealand in 2002 and joined by Brunei in 2005. The four countries finally finished their talks and singed the Trans-Pacific Strategic Economic Partnership Agreement (P4) on June 3rd, 2005. American President George W. Bush announced that the US would join TPP in late 2008. It was suspended by new American President Barrack Obama for his trade policy review. However, the US government restarted its joining efforts in late 2009 and was quickly joined by several other countries. This paper aims to investigate the origin, nature and development of TPP, analyze America’s motivations, and study its possible impacts upon the East Asian Regionalism in general and upon China in particular. Finally, the author calls for China to take the active policy to join the TPP negotiating process. American government formally started the first round negotiation with Australia, Brunei Darussalam, Chile, New Zealand, Peru, Singapore, and Vietnam in March 15-18, 2010 in Melbourne. Up to now, seven rounds of negotiations have been held (Round 2 in San Francisco in June 11-18 2010, Round 3 in Brunei in October 7-8 2010, Round 4 in Auckland in December 6-8, 2010, Round 5 in Santiago in February 14-18 2011, Round 6 in Singapore in April 2011, and Round 7 in Ho Chi Minh City in June 19-24 2011).

Frederick This thesis discusses one central problem: What happened to Indonesian historiography in the New Order (1966-98)? To analyze the problem, the author studies the connections between the major themes in his intellectual autobiography and those in the metahistory of the regime. Proceeding in chronological and thematic manner, the thesis comes in three parts. Part One presents the author’s intellectual autobiography, which illustrates how, as a member of the generation of people who grew up in the New Order, he came into contact with history. Part Two examines the genealogy of and the major issues at stake in the post-New Order controversy over the rectification of history. Part Three ends with several concluding observations. First, the historiographical engineering that the New Order committed was not effective. Second, the regime created the tools for people to criticize itself, which shows that it misunderstood its own society. Third, Indonesian contemporary culture is such that people abhor the idea that there is no single truth.

    chapter 6 The Managers of Social Engineering Abstract This chapter discusses the implementation of scientific management theories in the context of the Guided Democracy’s revolutionary effort to remake the Indonesian per- son. Studies into the administrative problems in the early 1950s has pointed out the cultural problem of administration. Classes on such themes as leadership strength- ened the idea of a cultural pathology rooted in feudal Indonesian culture. Instead, an idealized image of the village with its corporatist values of gotong royong became one of the mainstay in the discussion of Indonesian administration. This would translate in the creation of a series of institution meant to discipline the civil service and wid- er population. Indoctrination courses, surveillance and retooling were the means to which the behavioral problem of the Indonesian man could be rationalized so as to support development. The support for this behavioral indoctrination came from both scientific management and Indonesian ideas of traditional corporatism. The concept of discipline was bifurcated within the divide between the experts and the rest. Thus, Indonesian behavioral discipline was often a form of re- traditionalization allowing for the expert to take on the authority of tradition. This again highlights the ease with which scientific management was reincarnated to support an Indonesian corporative order that was illiberal and undemocratic. Keywords cultural pathology – traditional corporatism – managerial indoctrination – re- traditionalization This chapter discusses both the implementation of scientific management and the efforts of the government to instil discipline in its civil service with the stated aim of eradicating corruption. The policymakers at the national level assumed that the problem of corruption was the Indonesian Man himself be- cause he was, in their eyes, incapable, inefficient, and corrupt.
