27.6.2019 EØS-Tillegget Til Den Europeiske Unions Tidende Nr. 50/135 27.6.2019 EØS-tillegget til Den europeiske unions tidende Nr. 50/135 KOMMISJONSFORORDNING (EU) 2018/62 2019/EØS/50/22 av 17. januar 2018 om erstatning av vedlegg I til europaparlaments- og rådsforordning (EF) nr. 396/2005(*) EUROPAKOMMISJONEN HAR under henvisning til traktaten om Den europeiske unions virkemåte, under henvisning til europaparlaments- og rådsforordning (EF) nr. 396/2005 av 23. februar 2005 om grenseverdier for rester av pesticider i eller på næringsmidler og fôrvarer av vegetabilsk og animalsk opprinnelse, og om endring av råds- direktiv 91/414/EØF(1), særlig artikkel 4, og ut fra følgende betraktninger: 1) Vedlegg I til forordning (EF) nr. 396/2005 inneholder de produkter av vegetabilsk og animalsk opprinnelse som grenseverdiene for restmengder («grenseverdier») som er fastsatt i nevnte forordning, gjelder for. 2) Vedlegg I til nevnte forordning bør inneholde flere opplysninger om produktene, særlig synonymer som brukes til å betegne dem, vitenskapelige navn på de artene som produktene tilhører, og den delen av produktet som de respektive grenseverdiene gjelder for. 3) Teksten i fotnote (1) i del A og del B i vedlegg I til forordning (EF) nr. 396/2005 bør omformuleres for å unngå tvetydighet og ulike tolkninger som har oppstått med den nåværende ordlyden. 4) Det bør settes inn en ny fotnote (3) og (4) i del A i vedlegg I til forordning (EF) nr. 396/2005 for å gi ytterligere opplysninger om den delen av produktet som grenseverdiene for de aktuelle produktene får anvendelse på. 5) Det bør settes inn en ny fotnote (7) i del A i vedlegg I til forordning (EF) nr. 396/2005 for å klargjøre at grenseverdiene for honning ikke gjelder for andre biavlsprodukter på grunn av deres ulike kjemiske egenskaper. 6) Ytterligere produkter bør settes inn i del B i vedlegg I til forordning (EF) nr. 396/2005 for å referere dem til en bestemt gruppe eller undergruppe i del A i vedlegg I til nevnte forordning. 7) Fotnote 2, 3, 4, 5 og 6 i del B i vedlegg I til forordning (EF) nr. 396/2005 bør slettes ettersom fristene de oppgir har utløpt. 8) Det bør settes inn en ny fotnote (2) i del B i vedlegg I til forordning (EF) nr. 396/2005 for å angi en rimelig frist før den endrede klassifiseringen av produktet soyabønner får anvendelse, slik at driftsansvarlige for næringsmiddelforetak kan oppfylle de nye kravene som følger av endringen av produktgrupperingen. Nr. 50/136 EØS-tillegget til Den europeiske unions tidende 27.6.2019 9) Unionens handelspartnere er rådspurt gjennom Verdens handelsorganisasjon, og det er tatt hensyn til deres merknader. 10) Forordning (EF) nr. 396/2005 bør derfor endres. 11) Tiltakene fastsatt i denne forordning er i samsvar med uttalelse fra Den faste komité for planter, dyr, næringsmidler og fôr. VEDTATT DENNE FORORDNING: Artikkel 1 Vedlegg I til forordning (EF) nr. 396/2005 erstattes med teksten i vedlegget til denne forordning. Artikkel 2 Denne forordning trer i kraft den 20. dagen etter at den er kunngjort i Den europeiske unions tidende. For å unngå forstyrrende inngripen i innsamlingen av prøver til det nasjonale flerårige overvåkingsprogrammet, som er basert på kalenderår, får den anvendelse fra 1. januar 2018. (2) Additional information should be provided by Annex I to Regulation (EC) No 396/2005 as regards the products concerned, in particular as regards the synonyms used to indicate the products, the scientific names of the species to which the products belong and the part of the product to which the respective MRLs apply. (3) The text of footnote (1) in both Part A and Part B of Annex I to Regulation (EC) No 396/2005 should be reworded, in order to avoid ambiguity and different interpretations encountered with the current wording. (4) New footnotes (3) and (4) should be inserted in Part A of Annex I to Regulation (EC) No 396/2005, in order to provide additional information as regards the part of the product to which the MRLs of the products concerned apply (5) New footnote (7) should be inserted in Part A of Annex I to Regulation (EC) No 396/2005, in order to clarify that MRLs of honey are not applicable to other apiculture products due to their different chemicals character­ istics.

Background on the discussion of the revision of the Classification of Food and Feed (CXM 4-1989) can be found in the reports of the 36th – 49th sessions of the Committee on Pesticide Residues (CCPR) including relevant sessions of the Codex Alimentarius (CAC) held from 2004 to 2017.1 2. One of the terms of reference2 from CCPR49 (2017) was to consider how the Codex MRLs (CXLs) adopted by CAC and available in the existing Codex database for maximum residue limits (MRLs) for pesticides would be impacted by the revised commodity groups and subgroups in Types 03, 04 and 05. 3. The Committee has previously agreed that “no changes would be made to existing CXLs until such time as JMPR reviews were completed as per current procedures for the establishment of Codex schedules and priority list of pesticides. The Committee agreed that the same approach would be taken when reviewing other commodity groups in the database following the adoption of revised commodity groups in the Classification”.3 4. To achieve the above, a specific CXL at the level of the old group-CLX for the relocated commodity will keep its existing CXL, and at the same time the commodity will be excluded from the new group-CXL.

    UN JOINT PROGRAMME FINAL REPORT Evaluation of the United Nations joint programme to support Tanzania’s Productive Social Safety Net (PSSN) 0 Evaluation of the United Nations joint programme to support Tanzania’s Productive Social Safety Net (PSSN) The evaluation was conducted by: Dr. Birgitte Woel Kenya April 2018 1 ACKNOWLEDGEMENT The effectiveness with which this evaluation was conducted was made possible because partners availed themselves fully during the effective four days’ of data collection inclusive of travelling to Zanzibar and facilitating all data collection there. This was mainly owed to Ms. Tumpe M. Lukongo, TASAF Agricultural and Research Specialist and Ms. Patricia Matogo, TASAF Monitoring and Evaluation Officer, who mobilised all relevant TASAF staff from the Executive Director to departmental managers and trainers in Dar es Salaam and ultimately involving field staff and beneficiaries in Zanzibar. This made it possible to conduct a wide range of interviews across all level of experiences and levels and types of responsibilities despite having a few days only for data collection. In the UN context, Aine Mushi, from the UN Resident Coordinator’s Office was very helpful throughout the evaluation engagement from the first preparations to arrangements of all logistics during the data collection exercise. Key joint programme focal points from UN agencies namely, Paul Quarles Van Ufford and Vu Manh Hong (UNICEF), Bwijo Bwijo and Aehyun Park (UNDP), Furaha Mafuru (UNFPA) and Dampu Ndenzako (ILO) and among non-TASAF partners did also avail themselves within these few days and with a very short notice. They all made this evaluation possible and a very positive experience.
