Lessons from the Ottoman Empire Understanding Patrimonial Resilience: Lessons from the Ottoman Empire Tolga Kobas Submitted in partial fulfillment of the requirements for the degree of Doctor of Philosophy in the Graduate School of Arts and Sciences COLUMBIA UNIVERSITY 2019 © 2019 Tolga Kobas All rights reserved ABSTRACT Understanding Patrimonial Resilience: Lessons from the Ottoman Empire Tolga Kobas Once declared as a habitual relic of ‘the Third World’ countries, patrimonial regimes have re-emerged on a global scale. Even in the fully bureaucratized states, patrimonial relations made a convincing comeback. How did patrimonialism, which used to be condemned as an artifact from a distant past, prove to be so tenacious, even resurgent in the current global political economy? How does modern capitalism, which emerges painfully out of the crucible of patrimonial states and empires, become, once again, a patrimonial formation? What makes patrimonial-type regimes resilient? In pursuit of this question, the dissertation analyzes the historical-social conditions of possibility for the longevity and resilience of the Ottoman Empire –a patrimonial and bureaucratic empire that ruled a vastly diverse population of people spread over three continents and did so with relative peace and stability. How did the Ottomans kept their patriarchal core and its patrimonial organization intact for six centuries? The research finds three elements that contributed to the maintenance of the empire’s patrimonial formation: adab, an Islamic tradition of professionalism, good manners, and moral propriety; a patrimonial status elite (devşirme) composed of men separated from their non-Muslim parents at childhood and carefully cultivated as Ottoman Sunni Muslims and employed in various capacities for state service; and third, a specialized apparatus of the patriarchal state, the imperial palace schools formed as a network around the main academy at the Topkapi Palace, the Enderûn-ı Hümâyûn. The dissertation focuses on the life, curricula, and pedagogy at the Enderûn campus. As part of the imperial academy’s courtly habitus the Islamic tradition of adab was central to the students’ upbringing and cultivation. How did this historically unique combination of tradition, status, and apparatus contribute to the Ottoman Empire’s structural stability and organizational endurance? Enderûn-ı Hümâyûn Mektebi (Third Court, Topkapı Palace) ……………153 iii Chapter I: The Return of Patrimonial Governments This research is inspired by Michel Foucault’s ‘history of the present’.1 It begins with a categorical diagnosis of our current situation: patrimonial regimes are back (Adams and Charrad 2011; Piketty 2014; Adams 2015). Next, the dissertation presents the Ottoman Empire as a historical case –an exemplary case of durable patrimonialism and analyzes the conditions that contributed to the structural and organizational longevity of the empire’s patrimonial setting. On a global scale, in politics and perhaps more insidiously so in economics, patrimonialism and its ruler, ‘the Boss’, have returned. Once confined to the politics of the so-called ‘the Third World’, patrimonial modes of government are found all around the world; once an exception to the rule, today patrimonialism is ubiquitous. Even in fully bureaucratized states patrimonial relations are operational in remarkably diverse areas of social life: in the behavioral and structural organization of businesses, corporations, street gangs, political machines, and political parties.2 Even the ways in which entire governments are organized around a figurative patriarch, for whom

    STRUGGLE FOR EAST-EUROPEAN EMPIRE: 1400-1700 The Crimean Khanate, Ottomans and the Rise of the Russian Empire* HALİL İNALCIK The empire of the Golden Horde, built by Batu, son of Djodji and the grand son of Genghis Khan, around 1240, was an empire which united the whole East-Europe under its domination. The Golden Horde empire comprised ali of the remnants of the earlier nomadic peoples of Turkic language in the steppe area which were then known under the common name of Tatar within this new political framework. The Golden Horde ruled directly över the Eurasian steppe from Khwarezm to the Danube and över the Russian principalities in the forest zone indirectly as tribute-paying states. Already in the second half of the 13th century the western part of the steppe from the Don river to the Danube tended to become a separate political entity under the powerful emir Noghay. In the second half of the 14th century rival branches of the Djodjid dynasty, each supported by a group of the dissident clans, started a long struggle for the Ulugh-Yurd, the core of the empire in the lower itil (Volga) river, and for the title of Ulugh Khan which meant the supreme ruler of the empire. Toktamish Khan restored, for a short period, the unity of the empire. When defeated by Tamerlane, his sons and dependent clans resumed the struggle for the Ulugh-Khan-ship in the westem steppe area. During ali this period, the Crimean peninsula, separated from the steppe by a narrow isthmus, became a refuge area for the defeated in the steppe.

    WOMEN PATRONS IN MEDIEVAL ANATOLIA AND A DISCUSSION OF MĀHBARĪ KHĀTŪN’S MOSQUE COMPLEX IN KAYSERI PATRICIA BLESSING* At the center of Kayseri, facing the well-preserved citadel stands a large architectural complex, consisting of a mosque, madrasa, mauso- leum, and the ruins of a double bathhouse [See figure 1]. The building, known locally as the Hunad Hatun or Huand Hatun Complex, was built in the second quarter of the thirteenth century. Inscriptions on both por- tals of the mosque date to 1237-38, while the other parts of the complex remain undated.     4 Policy and practice barriers to adoption 4.1 This chapter reviews the evidence on policy and practice barriers to adoption. 4.2 It considers how past forced adoption policies and practices, as well as complex and time consuming administrative processes, create barriers to a forward looking approach to adoption. The legacy of past forced adoption policies and practices 4.3 Past forced adoption policies and practices were unethical, immoral and often illegal.     Inter country Adoption in Australia By Damon Martin – NSW Service Coordinator – ISS Australia (NSW Office) Australian Federation It is important to begin by explaining the nature of the Australian Federation and how that affects agreements made with overseas countries in relation to adoption. First of all, Australia is a federation consisting of the Federal Government (i.e. the Australian Government which is based in our capital city, Canberra), it also known as the Commonwealth Government. There are also the governments of the six States (New South Wales, Victoria, Queensland, Western Australia, South Australia and Tasmania) and the governments of two territories (Australian Capital Territory and Northern Territory). There is legislation at the Federal and State/Territory levels relating to adoption. While the adoption laws in each of the States and Territories are fairly similar, they are not identical. 1. Situation of Intercountry Adoption in Australia Agreements with Overseas Countries In the past intercountry adoption programs were established and managed by the various State or Territory Governments. Usually a state like Victoria or New South Wales would then take the lead on being responsible for the management of that program. Nowadays the Commonwealth Central Authority has now taken on the full responsibility of the management and establishment of Australia’s intercountry adoption programs. Therefore the Federal Government enters an agreement with another overseas Government on behalf of itself and each of the State and Territory Governments within Australia. It is important to note that the Commonwealth Central Authority will always consult with the States and Territories prior to establishing any new agreement with an overseas country.

    Chapter 5 Tales of Viziers and Wine: Interpreting Early Ottoman Narratives of State Centralization Dimitri Kastritsis The dominant paradigm of Ottoman state-building is one of progressive cen- tralization and institutionalization, from the late fourteenth to the mid- sixteenth century ce. This paradigm was first developed by Paul Wittek in the 1930s, and later refined by Halil İnalcık and others.1 According to Wittek’s well- known thesis, the Ottoman state-building venture was at first an egalitarian affair. Frontiersmen with a more or less tribal and nomadic background, pos- sessing a deep religious devotion embodied by holy men, carried out religious- ly motivated raids (ġazā) into Christian territory. By means of such activity, they were able to push the frontiers of Islam from the Anatolian borders of Byzantium to the Danube and Adriatic. But as the borders of their principality grew and its frontier advanced into Europe, a hinterland developed, in which the need for central state institutions became apparent. Such institutions were modelled on those already present in other Islamic states. They included shariʿa courts, taxation based on population surveys, and employment of slaves in the army and state administration. Members of this new class (distinct from the holy men already mentioned) entered the Ottoman domains from rival Mus- lim principalities to the east. But, from that perspective, those moon faces of the female gender are neither constant friends nor close companions.” — Ottoman Poet Mustafa ‘Ali on Etiquette1 European travel accounts of the Ottoman Empire from the eighteen hundreds often remark on the moral depravity of sexual practices, especially of what is termed as “sodomy.” The observant English traveler Adolphus Slade, a naval officer who often wrote well informed, balanced and even empathetic accounts remarked with disgust “boys fetch a much higher price than girls for evident reasons: in the East, unhappily, they are also subservient to pleasure.”2 These narratives painted the Ottomans as sexually perverse creating the image of a morally deprived east. In the words of a U.S. naval officer Walter Colton, “The Turk’s morality flows from a different source.”3 By the time these encounters were taking place, Ottoman and European sexuality had greatly diverged, as is seen in the shock and condemnation expressed by European travelers.
