Victory, 1922-1930 by Sarah Frances Westbury In 1922, the Society for Nautical Research launched an appeal for funds to restore H.M.S. Victory. Their ‘Save the Victory’ publicity appeal was concerned with celebrating the ship as a ‘shrine of manly virtues’: a monument to Nelson, the Royal Navy, and to the latter’s role in expanding, and defending the British Empire.1 It was a monument, as well, to the white ‘Anglo-Saxon’ race. This thesis explores the fundamental roles which political, racial, and gender ideologies played in the ship’s 1920s preservation. The men co-ordinating the Victory’s restoration were generally political conservatives, anxious about the future of Britain’s navy following the Great War. In this thesis, I show that their fears were also greatly exacerbated by the steady rise of popular socialism, internationalism and the Labour party. I argue, as well, that the logic by which these men believed the Victory could further their anti-socialist cause was centred on ideologies of race, and of masculinity: that Admiral Nelson was an exemplar of white ‘Anglo-Saxon’ virtues, and that encouraging Britons to cultivate these virtues within themselves would lead them to reject ‘alien’ left wing principles. It explores how these racialised gender ideologies spread into the wider interactions these men had with supporters, as well as in the decisions they made around curating the ship, the visitor experience, and the ship’s preservation itself. And in so doing it shines light on the impact which imperialist masculinities had on both heritage preservation and popular anti-socialism within interwar Britain. This thesis also suggests that we need to build a more nuanced picture of heritage preservation in interwar Britain. Existing scholarship has almost always focussed on Britain’s anti- restoration campaigners, and has also paid limited attention to maritime heritage. But when we begin to study historic ships like the Victory in this wider context, we begin to see a very different picture. 1 'H.M.S. Victory. Harry Patch and Henry Allingham could recount events from the battles at Jutland and Passchendaele, and their recollections have, in recent years, served to educate youngsters about the horrors of war, and yet? With age, memory can play tricks, and the facts of the past can be modified to suit the beliefs of the present. For example, Harry Patch is noted as having become a pacifist, and to exemplify that, he stated that he had wounded, rather than killed, a German who was charging Harry’s machine gun crew with rifle and bayonet, by Harry firing his Colt revolver. I wonder? My personal experience in the latter years of my military career, having a Browning pistol as my issued weapon, was that the only way I could have accurately hit a barn door was by throwing the pistol at it! Given the mud and the filth, the clamour and the noise, the fear, a well aimed shot designed solely to ‘wing’ an enemy does seem remarkable.

    Twentieth Century Naval Dockyards Devonport and Portsmouth: Characterisation Report PART FOUR CONCLUSIONS AND RECOMMENDATIONS The final focus of this report is to develop the local, national and international contexts of the two dockyards to highlight specific areas of future research. Future discussion of Devonport and Portsmouth as distinct designed landscapes would coherently organise the many strands identified in this report. The Museum of London Archaeology Portsmouth Harbour Hinterland Project carried out for Heritage England (2015) is a promising step in this direction. It is emphasised that this study is just a start. By delivering the aim and objectives, it has indicated areas of further fruitful research. Project aim: to characterise the development of the active naval dockyards at Devonport and Portsmouth, and the facilities within the dockyard boundaries at their maximum extent during the twentieth century, through library, archival and field surveys, presented and analysed in a published report, with a database of documentary and building reports. This has been delivered through Parts 1-4 and Appendices 2-4. Project objectives 1 To provide an overview of the twentieth century development of English naval dockyards, related to historical precedent, national foreign policy and naval strategy. 2 To address the main chronological development phases to accommodate new types of vessels and technologies of the naval dockyards at Devonport and Portsmouth. 3 To identify the major twentieth century naval technological revolutions which affected British naval dockyards. 4 To relate the main chronological phases to topographic development of the yards and changing technological and strategic needs, and identify other significant factors. 5 To distinguish which buildings are typical of the twentieth century naval dockyards and/or of unique interest.

Initial remarks In 1905, when the Royal Navy fully accepted the German High Seas Fleet as its chief opponent, it was already mastering and implementing reporting and control by wireless telegraphy. The Admiralty under its new First Sea Lord, Admiral John (‘Jacky’) Fisher, was determined to employ the new technology in support and control of operations, including those in the North Sea; now destined to become the main theatre of operations. It inspired him soon to believe that he could centralize operational control with himself in the Admiralty. The wireless telegraph communications and control system had been developed since 1899 by Captain, soon Rear‐Admiral Henry Jackson. Using the new means of communications and intelligence he would be able to orchestrate the destruction of the German High Seas Fleet.     PART THREE PORTSMOUTH DOCKYARD IN THE TWENTIETH CENTURY1 3.1 INTRODUCTION The twentieth century topography of Portsmouth Dockyard can be related first to the geology and geography of Portsea Island and secondly to the technological development of warships and their need for appropriately sized and furnished docks and basins. In 2013, Portsmouth Naval Base covered 300 acres of land, with 62 acres of basin, 17 dry docks and locks, 900 buildings and 3 miles of waterfront (Bannister, 10 June 2013a). The Portsmouth Naval Base Property Trust (Heritage Area) footprint is 11.25 acres (4.56 hectares) which equates to 4.23% of the land area of the Naval Base or 3.5% of the total Naval Base footprint including the Basins (Duncan, 2013). From 8 or 9 acres in 1520–40 (Oppenheim, 1988, pp. 88-9), the dockyard was increased to 10 acres in 1658, to 95 acres in 1790, and gained 20 acres in 1843 for the steam basin and 180 acres by 1865 for the 1867 extension (Colson, 1881, p. 118). Surveyor Sir Baldwin Wake Walker warned the Admiralty in 1855 and again in 1858 that the harbour mouth needed dredging, as those [ships] of the largest Class could not in the present state of its Channel go out of Harbour, even in the event of a Blockade, in a condition to meet the Enemy, inasmuch as the insufficiency of Water renders it impossible for them to go out of Harbour with all their Guns, Coals, Ammunition and Stores on board. He noted further in 1858 that the harbour itself “is so blocked up by mud that there is barely sufficient space to moor the comparatively small Force at present there,” urging annual dredging to allow the larger current ships to moor there.
