A total of 69,232 observations of automobile drivers indicated an overall driver safety belt use rate of 46.3 percent. The driver safety belt use rate in areas that have man- datory use laws was 57.5 percent for female drivers and 44.0 percent for male drivers. Whereas in areas with no use laws, driver safety belt use rate was 39.3 percent for female drivers and 28.6 percent for male drivers.
