Mheshimiwa Spika, kutokana na taarifa iliyowasilishwa leo ndani ya Bunge lako Tukufu na Mwenyekiti wa Kamati ya Kudumu ya Bunge ya Mambo ya Nje, Ulinzi na Usalama, naomba kutoa hoja kwamba Bunge lako Tukufu sasa lipokee, lijadili na kupitisha Mpango na Makadirio ya Mapato na Matumizi ya Wizara ya Ushirikiano wa Afrika Mashariki kwa mwaka 2011/2012. 2. Mheshimiwa Spika, niruhusu niwapongeze kwa dhati viongozi wetu Wakuu wa nchi yetu wanaotokana na Uchaguzi Mkuu 2010 kama ifuatavyo: Mhe. Rais Dkt. Jakaya M. Kikwete kwa kuchaguliwa tena kuiongoza Jamhuri ya Muungano wa Tanzania na Mhe Dkt. Mohamed Gharib Bilali kwa kuchaguliwa kuwa Makamu wa Rais. 1 Mhe. Dkt. Ali Mohamed Shein ambaye amechaguliwa kuiongoza Zanzibar chini ya mfumo wa Serikali ya Umoja akisaidiwa na Mhe. Seif Shariff Hamad – Makamu wa Kwanza wa Rais pamoja na Mhe. Balozi Seif Ali Iddi – Makamu wa Pili wa Rais wa Serikali ya Mapinduzi Zanzibar. Katika kufikia hatua ya Serikali ya Umoja Zanzibar mchango wa kihistoria wa Rais Mstaafu Amani Abeid Karume na Mhe. Makamu Seif Shariff Hamad hautasahaulika daima. Mhe. Mizengo Pinda kwa kuchaguliwa bila kupingwa kuendelea kuwa Mbunge wa Jimbo lake la Katavi na hatimaye kuteuliwa na Mhe. Rais na kuthibitishwa na Bunge letu kuendelea kuwa Waziri Mkuu wetu. Mhe. Anne Makinda, Spika wetu wa Bunge kwa kuin‟garisha historia ya Bunge letu kutokana na kuchaguliwa kwako kushika nafasi hiyo ukiwa ni Spika mwanamke wa kwanza wa Tanzania. 3. Mheshimiwa Spika, nafurahi kuwapongeza Waheshimiwa Wabunge wote wa Bunge hili la Kumi kwa ushindi wa Uchaguzi uliotuwezesha kuwa hapa kuwawakilisha wananchi wetu. Kipekee nawapongeza Mawaziri wenzangu, Mwanasheria Mkuu wa Serikali na Naibu Mawaziri kwa kuteuliwa kushika 2 dhamana zetu. Binafsi namshukuru Rais Kikwete kwa kuniamini kuiongoza Wizara nyeti ya Ushirikiano wa Afrika Mashariki. Huku nikimtegemea Mungu na kwa kuitumia dhana yangu ya Uongozi kwa viwango na kasi naamini utendaji wangu utakidhi matarajio ya Mhe. Rais. 4. Mheshimiwa Spika, nakishukuru chama changu Chama cha Mapinduzi kwa kuniteua na kunisaidia kuchaguliwa na wananchi kuwa Mbunge wa Jimbo la Urambo Mashariki. Nawashukuru kwa dhati wapiga kura wa Jimbo langu la Urambo Mashariki kwa imani yao kwangu na hata kunipachika jina la “chuma cha pua”. Nasema asante kwa jinsi ambavyo wameendelea kunionesha upendo mkubwa. 5. Mheshimiwa Spika, baada ya mabadiliko ya Aprili mwaka huu ya Watendaji Wakuu katika Jumuiya ya Afrika Mashariki tumempata Mhe. Dkt. Richard Sezibera wa Rwanda kuwa Katibu Mkuu wa Jumuiya akichukua nafasi ya Mtanzania aliyemaliza muda wake Mhe. Balozi Juma Volter Mwapachu. Aidha, Wakuu wa Nchi wamemteua Dkt. Enos Bukuku kuwa Naibu Katibu Mkuu (Mipango na Miundombinu). Nawapongeza na kuwakaribisha katika kuziongoza shughuli za utendaji za Jumuiya, tunawaahidi ushirikiano wa dhati. 3 6. Mheshimiwa Spika, tunayo kila sababu ya kumshukuru Mhe. Balozi Juma Mwapachu kwa utumishi uliotukuka katika miaka yake mitano ya Ukatibu Mkuu wa Jumuiya. Mhe. Balozi Mwapachu ameiletea Tanzania heshima na sifa kubwa ndani na nje ya Afrika Mashariki. Tunamtakia mafanikio katika mipango na shughuli zake mpya. 7. Mheshimiwa Spika, naishukuru Kamati ya Bunge ya Mambo ya Nje, Ulinzi na Usalama chini ya Mwenyekiti wake Mheshimiwa Edward Ngoyai Lowassa, Mbunge wa Monduli. Kamati hii ilijadili Makadirio ya Mapato na Matumizi ya Wizara ya Ushirikiano wa Afrika Mashariki tarehe 02 Juni, 2011 na kuyapitisha kwa kauli moja. Ushauri wa Kamati umezingatiwa katika maandalizi ya Hotuba hii ya Bajeti. 8. Mheshimiwa Spika, katika maandalizi ya hotuba hii, Wizara imezingatia maudhui yaliyotolewa katika Bunge lako Tukufu kupitia Hotuba ya Mhe. Mizengo Kayanza Peter Pinda (Mb), Waziri Mkuu wa Jamhuri ya Muungano wa Tanzania. Aidha, hotuba hii imezingatia Mpango wa Maendeleo wa Taifa wa miaka mitano 2011 – 2016, uliowasilishwa na Mhe. Stephen Wassira (Mb), Waziri wa Nchi Ofisi ya Rais Mahusiano na Uratibu, na Hotuba za Hali ya Uchumi na Bajeti ya Serikali zilizowasilishwa na Mhe. Mustafa 4 Mkulo (Mb), Waziri wa Fedha. Nawapongeza kwa hotuba zao nzuri zilizoweka mwelekeo wa shughuli za Serikali na Dira ya Bajeti ya Taifa katika mwaka wa fedha wa 2011/2012. 9. Mheshimiwa Spika, kabla ya kuelezea utekelezaji wa kazi za Wizara 2010/2011 niruhusu nimshukuru sana mke wangu mpendwa Mheshimiwa Margaret Simwanza Sitta (Mb), mke mwema na mshauri wa karibu pamoja na familia yangu kwa upendo na ushirikiano wao kwangu ambao umeniwezesha nyakati zote kutekeleza majukumu yangu kwa amani, kujiamini na kwa ufanisi. Aidha, ninawashukuru kwa dhati viongozi wenzangu katika Wizara ya Ushirikiano wa Afrika Mashariki, Mhe. Dkt. Abdallah J. Abdallah (Mb), Naibu Waziri; Dkt. Stergomena L. Tax, Katibu Mkuu; Nd. Uledi Mussa, Naibu Katibu Mkuu; Wakuu wa Idara na Vitengo; pamoja na watumishi wote wa Wizara kwa ushirikiano wanaonipa. Nawapongeza sana kwa moyo wao wa kujituma na utendaji wao mahiri katika kutekeleza majukumu ya Wizara bila kujali mazingira magumu tuliyonayo yanayotokana na Bajeti finyu. 10. Mheshimiwa Spika, Namshukuru sana Mpiga Chapa Mkuu wa Serikali kwa kuchapisha Hotuba hii kwa umakini na ndani ya muda. 5 2.0 MAPITIO YA UTEKELEZAJI WA MALENGO NA MIPANGO YA MWAKA 2010/2011 Malengo na Mipango ya Mwaka 2010/2011 11. Mheshimiwa Spika, katika mwaka wa fedha 2010/2011, Wizara kwa kushirikiana na wadau mbalimbali, imeendelea kutekeleza majukumu yake ya msingi, ikiwa ni pamoja na: kuratibu maandalizi ya mikakati na programu za kisekta; kusimamia na kuratibu utekelezaji wa Mkataba wa Uanzishwaji wa Jumuiya ya Afrika Mashariki na Itifaki zake; kuratibu, kusimamia,

Introducti on On July 16th 2010, following the completi on of the 20th session of the Bunge, the President of Tanzania dissolved the 9th Parliament. This event marked the end of the term for Members of Parliament who were elected during the 2005 general electi ons. Now that the last session has been completed it allows us to look back and to consider how MPs performed during their tenure. Did they parti cipate acti vely and represent their consti tuencies by asking questi ons and making interventi ons, or were they silent backbenchers? The Bunge is the Supreme Legislature of Tanzania. The Bunge grants money for running the administrati on and oversees government programs and plans. The Bunge oversees the acti ons of the Executi ve and serves as watchdog to ensure that government is accountable to its citi zens. To achieve all this, Members of Parliament pass laws, authorize taxati on and scruti nize government policies including proposal for expenditure; and debate major issues of the day. For the Bunge to eff ecti vely carry out its oversight role, acti ve parti cipati on by Members of Parliament is criti cal. MPs can be acti ve by making three kinds of interventi ons: they can ask basic questi ons, they can ask supplementary questi ons and they can make contributi ons during debates. This brief follows earlier briefs, the last of which was released in August 2010. It presents seven facts on the performance of MPs, including rati ng who were the most acti ve and least acti ve MPs.

    India-Tanzania Relations Tanzania and India have traditionally enjoyed close, friendly and co- operative relations. From the 1960s to the 1980s the political relationship was driven largely by shared ideological commitments to anti-colonialism, anti-racism, socialism in various forms as well as genuine desire for South-South Cooperation. In recent years Indo-Tanzanian ties have evolved into a modern and pragmatic relationship with greater and diversified economic engagement and development partnership with India offering Tanzania more capacity building training opportunities, Concessional LOCs and grants. The High Commission of India in Dar es Salaam was set up on November 19, 1961 and the Consulate General of India in Zanzibar was set up on October 23, 1974.
