India-Tanzania Relations Tanzania and India have traditionally enjoyed close, friendly and co- operative relations. From the 1960s to the 1980s the political relationship was driven largely by shared ideological commitments to anti-colonialism, anti-racism, socialism in various forms as well as genuine desire for South-South Cooperation. In recent years Indo-Tanzanian ties have evolved into a modern and pragmatic relationship with greater and diversified economic engagement and development partnership with India offering Tanzania more capacity building training opportunities, Concessional LOCs and grants. The High Commission of India in Dar es Salaam was set up on November 19, 1961 and the Consulate General of India in Zanzibar was set up on October 23, 1974. High-Level Visits The two countries have enjoyed a tradition of high level exchanges. In the post-Neyerere period, the following high level visits have taken place: Visits from India :- Shri I.K. Comments welcome, and please send photos for future covers to [email protected] David Brewin: THE RACE FOR STATE HOUSE Americans usually start campaigning for the next election contest almost immediately after the completion of the previous one. Tanzania seems to be moving in the same direction. Although the elections are not due until late 2015, those aspirants who are considering standing for the top job are beginning to quietly mobilise their support. Speculation is now rife in political circles on the issue of who will succeed President Kikwete. Unlike some of his opposite numbers in other states, notably Zimbabwe, he is expected to comply with the law and retire at the end of his second term as all his predecessors have done. A number of prominent figures are expected to compete in the elections. One factor which could become crucial is a long established ‘under- standing’ that, if the president is a Muslim, as is President Kikwete, his successor should be a Christian. President Nyerere was a Catholic, former President Mwinyi is a Muslim and President Mkapa is also a Catholic. As both the Christian presidents have been Catholics the large Protestant community might be wondering when its time will come. -

TANZANIA 2012 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY The United Republic of Tanzania is a multiparty republic consisting of the mainland and the semiautonomous Zanzibar archipelago, whose main islands are Unguja and Pemba. The union is headed by a president, who is also the head of government. Its unicameral legislative body is the National Assembly (parliament). Zanzibar, although part of the union, has its own government with a president, court system, and legislature, and exercises considerable autonomy. Tanzania held its fourth multiparty general elections in 2010 in which voters on mainland Tanzania and Zanzibar elected a union president (Jakaya Kikwete) and their respective representatives in the union legislature. The Zanzibari electorate chose Ali Mohamed Shein as president of Zanzibar. The union and Zanzibari elections were judged to be largely free and fair. Union security forces reported to civilian authorities, but there were instances in which elements of the security forces acted independently of civilian control. The three most widespread and systemic human rights problems in the country were excessive use of force by security forces resulting in deaths and injuries, restrictions on political expression, and lack of access to justice as well as a related continuation of mob violence. Other human rights problems included harsh and life-threatening prison conditions; lengthy pretrial detention; some restrictions on religious freedom; restrictions on the movement of refugees; official corruption; societal violence against women and persons with albinism; child abuse, including female genital mutilation/cutting (FGM/C); and discrimination based on sexual orientation. Trafficking in persons, both internal and international, as well as child labor were also problems.
