This medal is likely a restrike of a much earlier medal produced by Josue Dupon (1864-1935) a noted Belgian sculptor and medalist. The obverse and reverse of the medal produced in 1984 are quite different in style; the reverse simply exhibits raised lettering with no image.

Maxwell Yalden may have received this medal when he was Ambassador of Canada in Belgium. He was appointed to this post in 1984.

He accepted the position of political cartoonist for La Tribune in rural Sherbrooke, and later became the full time editorial page cartoonist for Le Droit in Ottawa.
